We had a meeting with DIPP on this Saturday to review the progress of the new Make in India website. A duly constituted committee reviewed the progress and readiness of the website. 

Inclusion of hyperlink to B2Bmessageblaster.com on the new website was also discussed. You may please be informed that the committee has not approved the inclusion of the hyperlink. The committee is of the view that makeinindia.com should not be guiding the website visitors to a 3rd party website which is a non-govt website.

I recently came across following news report  in Economic Times  ( 04 Feb 2016 ) :

MUMBAI:

Uber signed a partnership with the Union Ministry of Labour and Employment. This will enable people who want to drive with Uber to sign up via the National Career Service online portal - a one stop shop launched to connect those looking for work with career counsellors, placement organizations and employers. 

"We partnered with Uber to help people across India to become micro entrepreneurs as there is tremendous need for this kind of independent, flexible work", said
Shankar  Aggarwal , Secretary of Ministry of Labour and Employment. 


The Ministry of Labour and Employment wants to encourage micro-entrepreneurship through technology platforms like Uber. They are offering an alternative to the growing use by employers of on-call scheduling, or zero-hours contracts—minimizing their labour costs by keeping workers on an unpredictable and ever-changing schedule. According to Uber, since they don't have any specific schedule lined up, workers work when they choose to. 

To help promote these opportunities it will create a new 'Start Your Own Business' page on its website that will market these opportunities. According to Uber, this will create an easy way for people signing up to drive with Uber, as well as have access to vehicle financing services in case they do not have a car. 

"It's great to partner with the government on new work opportunities that go beyond traditional employment.," said David Plouffe, Chief Advisor and Member, Board of Directors, Uber said, "We're committed to helping many thousands of people become micro-entrepreneurs so they can benefit from the new flexible, independent work that on demand platforms make possible".

NEW DELHI:

 The labour ministry has tied up with more than half-a-dozen companies in the country for its recently launched career portal, the National Career Service (NCS).

The ministry on Friday said it has signed a memorandum of understanding with companies inlcuding taxi service provider Uber, jobs portals Monster.com, Quikr Jobs and Babajob.com, IT firm TechMahindra and Indian Staffing Federation (ISF), the apex body of flexi staffing industry.

ET had reported in September that Uber is in talks with the government to partner for
NCS portal 
While the NCS portal will open up opportunities for millions of job seekers, it will provide its partner with the huge, Aadhaar-verified data base of authentic job seekers, a win-win situation for all stakeholders. 
According to Labour Secretary Shankar Agarwal, 35 million authentic job seekers and 900,000 employers have registered on the portal so far.

From the above mentioned reports , I surmise that :

*   Governmental Portals are keen to tie-up with PRIVATE portals

*   Govt Portals have overcome their earlier " inhibition " , which Ankit described as follows :   
    The committee is of the view that makeinindia.com should not be guiding the website visitors to a 3rd party website which is a non-govt website

*   In fact , as clear from the above reports , not only NCS portal " direct " its visitors to the web sites of its
 
     PRIVATE SECTOR partners , but the NCS portal will go to the EXTREME of sharing its OWN database ( 35

     million jobseekers and 900,000 Employers ) , with its PRIVATE partners  ! An unprecedented bold step !


In light of the foregoing , I once again urge you to provide those hyperlinks requested by me - and agreed

upon by you ( when we met in Mumbai on 5th Sept )


I request DIPP COMMITTEE to appreciate that in my case , I am NOT asking Make in India web site to share

with B2B , any of its databases

It should not take more than a few minutes to provide these hyperlinks and that small action will go a long

way to help foreign delegates of Make in India Week , to quickly deliver their JV messages to 2.3 lakh Indian

companies

ANTI-SPITTING LAW ?



Today's Hindustan Times reports that the Govt of Maharashtra is planning to introduce in the budget session , an ANTI SPITTING LAW , under which , the first time offenders will be fined Rs 1000 and a day's Community Service


For repeat offenders , both , the amount of fine and the duration of Community Service , will increase sharply


Welcoming this initiative , I wonder if the concerned Minister for Health , Shri Deepak Sawant considered the following :

*  Each offence will need to be immediately recorded digitally ( with photo / Aadhar Card No of the offender /
    amount of fine paid and how / place of crime / where that community service was carried out / name of the
   Authority certifying that Community Service , etc ), so that the " History of Repeat Offenses " ( stored in the
   server of the Police Department ) can emerge instantly , on the HAND HELD  OFFENSE  RECORDING  DEVICE of
   the policemen ,as soon as he enters the offender's Aadhar Card Number
   I hope the proposed law does not require every citizen to carry at all times ," MY SPITTING HISTORY CARD ",
   in which , the policemen will make appropriate  entry , during each offence !



*  What if the suspected citizen denies the crime ? Will the law provide for the police officer to collect samples of
    saliva from the ground and from suspect's mouth and send these for DNA matching in a forensic lab ?


*  The honesty / integrity of the police force, so that they will enforce the law without fear or favor and not use it
    as one more source of " Side Income "  !


I am remembered of the time when travelling from Naples to Mumbai in a ship in 1958 , we had a one day stop-over in Karachi

Along with a few friends, I disembarked and went around the city , which I found very clean

Surprised at this unexpected cleanliness , I asked a local person for an explanation

He said :

If the police catches you spitting in public , he will make you pay a fine of Rs 100 and will make you take out your handkerchief and clean up the dirtied place, right there and then .

 If the policeman is found negligent then General Yahyakhan will place him behind the bars without any court case

 That day , I understood the secret of a disciplined society , viz: 

A non-corruptible police force , which would not care a hoot that you are a VIP or a VVIP !


I gather that the NDA government has already repealed some 175 antiquated / obsolete laws

Repeal of another 900 are already passed in Lok Sabha and stuck for Rajya Sabha passing

Another 1000 are in queue !

Let us not enact more and more laws which cannot be implemented / enforced but can be used to harass innocent citizens to make money !

Let us focus on reforms in

*  Police System ( including doubling their salaries ? / freezing new recruitment in police force for 5 years ) 

*  Judicial System ( no postponements or dates / hearing and disposal of cases in single seating )

*  Creating thousands of Lok Adalats to settle minor civil disputes in single hearing ( like arbitration ? )

SOMETHING IS BETTER THAN NOTHING



On 05 Feb 2016 , Economic Times carried a news report titled : 

Employers May Get Sops for Creating Extra Jobs

As per this report , NDA govt is expected to announce following incentives for employers who create new jobs :


*  30 % tax exemption for units that create an additional 2 % jobs

*  Alternatively, the hirer could be given a 125 % rebate on provident fund contributions

*  Availability of easy, cheap credit through interest subvention ( Subsidy ? )


Even as I await the budget speech of Shri Jaitleyji on 29 Feb for full details , I wish to thank Shri Narendra Modiji for considering the CORE of my following proposal sent to him on  06 Nov 2014 :

To complete this ECO SYSTEM , we  need to think " Out of the Box " in the matter of Corporate Tax Regime , as well


Current trend in industry , all over the world , is to


>  Add highly productive , very expensive machinery to " Automate " all
    manufacturing processes


>  Reduce manpower by increasing " Capital / IT Intensity "


>  Hire low skilled workers by transferring higher " Skills " to machinery


>  Outsource manufacturing to countries where manpower is cheap


>  Move out of " Manufacturing " and shift to " Services "


India cannot swim against this World-wide Trend


We must innovate,  to not only survive but to grow in this scenario


Here is my suggestion :


Set in motion , " INVERSION  of JOB  REDUCTION " regime , under which ,


"  The more jobs a company creates , the less Corporate Tax it pays "


Example :


> Up to employment of 100 persons  ............................... 30 %

> 101  -  500 persons....................................................  25  %

>  501 - 1000 persons ...................................................  20  %

>  1001 - 5000 persons ..................................................  15  %

>  5001 - 10,000 persons ................................................. 10  %

>  Above 10,000 persons .................................................    5  %


Let us celebrate those who provide employment to large number of persons


Let us celebrate BIGNESS


Let us create hundreds of  WORLD SIZE  corporations and take on the World


On top of this , provide additional tax - breaks ( discounts ? ) to corporate as follows :


> Average Age of Employees at 30 years.......................  1 %

> Ave age at 25 years.................................................  2 %

> Ave age at 20 years .................................................  3 %



Of course , very strict and transparent rules will need to be framed to


compute,



>  Number of Employees  ( Permanent - not probationers / trainees )



> Average Age ( as on 31 March of Tax year )......etc





But , here is an important aspect of this ," Incentivize  Job  Creation "  Scheme :



Today's labour laws make it extremely difficult - if not impossible - for employers to layoff / retrench workmen , if demand shrinks



Hence , to take advantage of this Scheme , employers are unlikely to hire thousands of youth , if they cannot easily trim the workforce , to match the shrinking demand



So , an important corollary of this Scheme is to modify our existing Labour Laws to facilitate layoff / retrenchment , when situation so demands , while protecting the interests of the workmen concerned



And , last but not the least , permit each and every candidate - and the political parties as well - to spend ANY AMOUNT on election campaigns , without any restrictions as also accept any amount of Corporate Donations by cheque
