Former Infosys CEO to head task force to help govt in bringing major reforms in bureaucracy

Ø  Former Infosys CEO S D Shibu Lal was on Wednesday appointed chairperson of a three-member task force formed to help the government in bringing major bureaucratic reforms through its ambitious "Mission Karmayogi".

Ø  The Centre has recently approved the


       #   National Programme for Civil Services Capacity Building - Mission Karmayogi'


to effect a transformational shift from rule based training to role-based capacity development of all civil services in the country so as to enhance citizen experience for government services and improve availability of competent work force.



To effectively roll out this competency driven mission, a Special Purpose Vehicle (SPV), namely  Karmayogi  Bharat, would be set up as a not-for-profit company, the order said.


The SPV will be responsible to deliver and manage

       #  Design

       #  Implement

       #  Enhance  and

       #  Manage

                        a digital platform and infrastructure,

       #  manage and deliver competency assessment services

       #  manage governance of telemetry data

       #  ensure provision of monitoring and evaluation



>     “It has been decided to
constitute a task force comprising leading experts

        to draw a clear road map  for the guidance and operationalization of the

        ‘Karmayogi Bharat', the SPV,” the order said.

         

>      The task force will be free to constitute
working groups, co-opt additional

        members/experts/special invitees, and consult national and international

        leaders in the field, it said.

         

Ø  The task force shall submit its recommendations on organisational structure for the SPV aligning,


          #    Vision, mission and functions

          #    Policy frameworks for HR

          #    Compensation

          #    IT

          #    Procurement and oversight functions, and

          #    Staffing plans for top management including board members and

                key personnel with panels of potential candidates

               

Ø  The task force is expected to complete its work within a period of six months from the date of its constitution and submit its recommendations in the form of periodic / interim reports in respect of various terms assigned to it, the Personnel Ministry order said.

Ø  Solid biofuel combustion was the largest contributing fuel source in INDIA, Indonesia, Bangladesh, Pakistan and Nigeria, accounting for up to 36 % or 250,000 deaths


Ø  One–fourth of air-pollution-linked  deaths in India is due to RESIDENTIAL emissions where SOLID BIO-FUEL COMBUSTION contributes to the deadly fine particulate matter PM 2.5


Ø  The total attributable deaths due to PM 2.5 were estimated at :

#   2017………….. 866,566

#   2019………….  953,857


Ø  The analysis underlined that one-fourth of these deaths could be AVOIDED by eliminating SOLID BIOFUEL combustion, primarily used for residential heating and COOKING

 

 Dear Shri Narendrabhai ,


During past 15 months, COVID has killed ( approx. ) 400,000 Indians


But, in another ONE YEAR , we would have conquered it , bringing down the toll , to under 1,000 in 2023


On the other hand, indoor COOKING with wood – cow dung cakes – straw etc., have been killing 250,000 poor , rural , Indian housewives, YEAR after YEAR , for decades !


In Sept 2017 , while inaugurating ONGC’s corporate office, PM Shri Modiji said :

“ Our poor rural ladies are suffering due to air pollution caused by burning wood – straw – cow-dung cakes – kerosene , for cooking on chulhas . Millions of them are prematurely dying due to lung diseases. 

We must give them Solar Chulhas


In this context , I urge you to ask ONGC officers :


“ What is holding you back, to get manufactured and distribute for free, SOLAR CHULHAS to 20 Crore poor families ? And within 2 years ?


If our Pharma Industry can rise to the occasion and start producing enough vaccines to give jabs to 10 million people EVERY DAY , why cannot our OIL – PETROLEUM PRODUCTS manufacturers come forward to save 250,000 lives, year after year ?

Indians losing 5 years of life due to air pollution: Report  / India Today / 15 June

 

 According to a report by Air Quality Life Index, air pollution shortens average Indian life expectancy by five years, relative to what it would be if the World Health Organisation guidelines were met. (5 µg/m3).

The study also states that particulate air pollution takes 2.2 years off global life expectancy, or a combined 17 billion life years, relative to a world that met the WHO guideline.

This impact on life expectancy is comparable to that of smoking, more than three times that of alcohol use and unsafe water, six times that of HIV/AIDS, and 89 times that of conflict and terrorism.

The WHO recently revised its guidelines -from 10 µg/m³ to 5 µg/m³- for what it considers a safe level of exposure to particulate pollution, bringing most of the world—97.3 percent of the global population—into the unsafe zone.

MOST VISIBLE IMPACT OF POLLUTION IN SOUTH ASIA

The report states that in no region of the world is the deadly impact of pollution more visible than in South Asia, where more than half of the life burden of pollution occurs.

Residents there are expected to lose about five years of their lives on average if the current high levels of pollution persist, and more in the most polluted regions. Since 2013, about 44 percent of the world’s increase in pollution has come from India, the reports said.

Since 1998, India’s average annual particulate pollution has increased by 61.4 percent, and currently, it stands as the world’s second most polluted country.

“By updating the AQLI with the new WHO guideline based on the latest science, we have a better grasp on the true cost we are paying to breathe polluted air,” says AQLI Director Christa Hasenkopf.

“Now that our understanding of pollution’s impact on human health has improved, there is a stronger case for governments to prioritize it as an urgent policy issue,” Hasenkpof said.

According to the report, the 10 most polluted states in India include:

SUGGESTIONS   :

  

*   Gradually change over to air conditioned buses

 

*   Do not allow standee passengers ( this will require adding many more buses )

 

*   Introduction of BRTS ( Bus Rapid Transit System )

 

*   Bus Arrival Time Indicators ( linked with GPS in all buses ) at all bus stops

 

*   A tablet type digital device fitted behind each seat , where passenger to touch

    his destination on route map displayed .

      

*   Passenger will also touch his smart phone to the device which will transfer the

     fare amount to the bus operator, through a mobile wallet . 

 

     No need for a conductor - as practiced in many foreign countries ! 

 

   *  This will tell the driver, at which stops, which passengers are getting off and

       seat/s are falling vacant

 

   *  If bus is already FULL and no passenger is getting off at the next bus stop,

       then driver will not halt the bus ,since he cannot accommodate any standee

       passenger

 

    *  If a passenger is supposed to get off at , say XYZ stop , digital device will

       flash a signal / ring a bell , a few minutes before reaching the stop

 

    *  The Bus Arrival Time Indicator, at the stop will also display the " No of

         Vacant Seats " in this bus

  

    *  This ( No of Vacant Seats ) sign will also appear prominently on the bus

        itself as it pulls into the halt

 

    *  It is equally easy to introduce such an integrated traffic management

         system in Inter-City buses as well

 

    *   Entire intra-city bus traffic will be monitored and controlled from the Central

        Traffic Control Station of the City traffic department , much in the same

         way ATC control air traffic or railways control train traffic

 

     *  It is just a question of extending an existing ( but slightly modified )

         technology to city traffic

 

    *   As far as density of traffic on various roads is concerned , mobile apps are

         already available

 

    *   Based on the situation, Central Traffic Control will order additional buses to

         be injected on any particular route , at any given time

Ø  BEST announced on Thursday it has begun work to install LED  indicators to provide the Expected Time of Arrival ( ETA ), of buses at 400 bus stops across the island city and the suburbs

Ø  “ We have already started work on LED indicators at bus stops in South Mumbai , starting with Mantralaya and also Afghan Church and Navy Nagar “ , said BEST General Manager, Lokesh Chandra.

Ø  He said this was part of the Passenger Information System ( PIS ) project being funded by BMC.

Ø  Under PIS, BEST will provide commuters with an App- which it launched some months ago ( miBEST ) – to check for the next arriving bus at the stop. “ If there is an indicator, we don’t mind waiting for the second bus “ said a woman commutator who works in a bank
