National Recruitment Agency ( NRA )






Since she presented her budget on 01 Feb , Shrimati Sitharamanji has been a subject of praise and criticism for her many proposals

You heard about these in newspapers / TV debates

Unfortunately,“ no budget can please everyone “ .

Just look up newspapers of past 70 years

More unfortunately, none of the critiques offered alternate proposals !

Fortunately, there was one announcement which echoed my past suggestions ( sent as emails ) – and will ensure that non-gazette posts in the government gets filled on the basis of MERITS

Here is how Times of India ( 02 Feb ) reports that announcement :

 FASTER ,  EASIER,  CHEAPER

Ø  A Test Centre in every district ( 640 districts )
Ø  Separate CETs ( Common Eligibility Test  ) for every Educational Level
Ø  Rollout in second half of 2020
Ø  Test Scores will be valid for 3 years
Ø  Best score of 3 tries will be taken
Ø  CET rank will be given to States on cost-sharing basis
Ø  Private firms can also pick candidates from CET merit list
Ø  As on 01 March 2019, employee strength of government establishments was 32,62,908
Ø  Between March 2019 and March 2021, government planned to add 2.62 Lakh employees

Congratulations for this reform which has far reaching consequences for improving governance

FIRST STEP :

Common Eligibility Test ( CET ) Score is only the first step in the ELIMINATION PROCESS , considering that , currently , some 80 – 100 persons apply against a SINGLE vacancy ! There is no way you can interview 100 persons for each vacancy . You need to zero-in on , may be 10


SECOND STEP :

To shortlist – and offer APPOINTMENT LETTER to ONE candidate , out of ( may be ) 10 who , currently get “ Interviewed “, face to face , across the table
This is , not only a very time-consuming process but has elements of personal biases / prejudices
I urge you to “ automate “ this second step as follows :
Ø  Eliminate face to face interviews
Ø  Conduct these interviews ONLINE , employing technology described hereunder
Ø  Eliminate bias / prejudice , through online VIDEO interviews
Ø  Conduct as many online interviews as desired simultaneously ( even 10,000 at a time  )
Ø  Create a panel of ( subject-wise )” interview experts” ( may be 1 LAKH ? ), who will conduct these online interviews from the living rooms of their homes ( no need for infrastructure )
Ø  Candidate will not know who is the interviewer/Interviewer will not know who is the candidate

TCS iON , a unit of Tata Consultancy Services, plans to deploy this technology for eliminating cheating  !

HERE  IS  HOW :

Ø  Launching its Artificial Intelligence ( AI ) driven Command Centre in Chennai, which will monitor in real time, 6000 of its examination venues, across the country

OBJECTIVE :

Ø  Fair conduct of exams with transparency of the exam operations

METHODOLOGY :


Ø  Monitor the exam process through a set of 150 parameters


Ø  Prevent, predict and post incidents as alerts for efficient management of the exam


Ø  Track movement and devices carried by every candidate at any exam centre, via a live CCTV feed


Ø  Predict the readiness of the Centre based on past incidents and the current live feed of events in the exam centre


Ø  Issue alerts about any malpractice attempts based on the learning from the malpractice patterns of the past


Ø  Track the readiness of all the devices being used for conducting the exam, by leveraging TCS’s IoT  framework


Ø  Issue proactive automated directions for any observations that warrant immediate action through instant alerts against anomalies like exam interruptions. Unusual behavior on server or candidate system and the performance of the devices being used for the exam process


Ø   Students appearing at TCS examination centers, do so on a computer screen


Ø  No two students have the same questions in their exam papers and for each student, the exam paper is instantaneously / randomly generated on the fly, from a vast data bank of questions of similar “ Degree of Difficulty “


Ø  There is a time limit for solving the online paper


Ø  As soon as the time gets over, the SCORE [ result ] is flashed on the screen, along with a rejection letter or an ( provisional ) “ Appointment Letter “ – which, the selected student must “ accept “ online and immediately

In India, hardly a week passes without millions of students appearing in exams being conducted by schools / colleges / Institutes / Prof Bodies / Exam Boards etc

Then there is Railway Board conducting paper-based written exams in thousands of exam centers, all over India, for millions of job-aspirants

Ditto with Indian Association of Bankers

And each of these is susceptible for cheating / paper-leaking / heart-burning and injustice to bright students

Lakhs of crores of rupees and billions of man-hours and millions of tons of papers are wasted


All of this wastage of National Resources can be saved, if only Shri Prakash Javadekarji, requests TCS :


Ø    To share its technology platform to the entire Education Industry , for FREE


Ø    To modify the National Career Service Portal [ www.nsc.gov.in ] to become Online Jobs Fair

Instead of using only 640 CET centres ( at each district ) , I strongly suggest that Government considers using 255,798 CSC ( Common Service Centres ) , already set up

Time to Un-Block the Blockchain Technology


     

That is what the National Institute for Smart Governance [ NISG  /  contact@nisg.org ] recommends

Here is that report :


And just so that you do not reject this recommendation by confusing that the strategy is only about introduction of a National Cryptocurrency ( like Bitcoins ) , following are the highlights :


Ø  Blockchain technologies are a set of technologies that enable ,
       #   to keep a tamper-proof record of transactions defining asset or
            value ownership efficiently through appropriate data structures,

       #   allow peer-to-peer participants to update the records when asset or
            value transfer takes place using foolproof mechanism through
            distributed consensus protocols,

      #   create business value through smart contracts which are coded in
            software and are executed when objective conditions set in the
            code are met.”



Ø  Draft paper said that it should welcome all such applications that fall in the permissioned blockchain space.

Ø  Besides other uses cases of blockchain, the draft strategy also recommends for official cryptocurrency. It suggests that the Reserve Bank of India (RBI) should release a Central Bank Digital INR (CBDR) administered over a public permissioned blockchain and supporting decentralised applications.

Ø  Draft paper emphasises that laws and regulations should be based on the functions performed by blockchain and not on the technology itself.

As soon as an officer of any Ministry makes entry and SUBMITS , the application forms on web sites of ALL Ministries and web site of the concerned Municipality , get updated simultaneously and instantly , making for MIRROR IMAGES at all times

The database so created on web sites of ALL Ministries - and concerned Municipality - will be searchable State-wise / City-wise

                  SAME / SIMILAR data , which reside in the databases of Issuing Agencies .


                 Examples : PAN – Voter ID – Passport – Credit/ Debit Cards – Ration Card –
                 Senior Citizen Card – Ayushman Bharat Card – Aadhar card  etc


                 Updating / editing any data-field of any one card, does NOT simultaneously /
                 instantly and automatically, update that SAME DATA VALUE in all the other
                 databases ( residing on servers of hundreds of PUBLIC – PRIVATE agencies ) .


                 This would also apply to data furnished by citizen ( - and non-citizen ) for
                 CENSUS – NPR – NRC etc . 

There is urgent need to ensure an up-to-date ,
                 UNIQUE PROFILE of each and every citizen, at all times
