Tamil Nadu : # 1 on “ Ease of Living “ Index ?

Extract :

Ø  A unique idea of the Tamil Nadu government, which is all set to come out as a formal order, is meant to make life easier for people with their own data — from birth to death certificates and from licenses to insurances — at a single click.

Ø  It is a zero proof, identity-based predictive government service, backed by a bulletproof Blockchain system

Ø  The plan that comes under e-Governance makes people free from the usual processes of applying for various government services like certificates, documents, licenses to various different government departments

Ø  A new system being implemented by Tamil Nadu will provide all such services “as a predictive service” to ensure that citizens need not apply for any statutory service. Instead, all these documents will be made available in a secret vault accessible through a One-Time Password (OTP)

Ø  Going a step ahead, a Citizen’s Vault is being created for each citizen in this new system which helps them view their certificates and documents using their mobile number as the user ID and an OTP ( one-time-password ) that they instantly receive on their phones as the password.

5 years ago , on 25 May 2015 , I sent following email to Shri RaviShankar Prasadji , listing reasons why the Central-Government proposed DIGITAL LOCKER project , as envisaged then , was simply UNWORKABLE ,

 

Then , in my blog of 06 Jan 2020 , I envisaged the following process :

Ø  Central Govt to launch an online portal called,
www.SUIIC.gov.in  (  Single Unified Identity for Indian Citizen )

Ø  By appropriately enacted Law, Central Govt will order all CARD ISSUING AGENCIES to upload their “ Card Related Databases “ onto SUIIC web server and continue to do so DAILY for new additions to their databases

Ø   SUIIC will use AI - Machine Learning - Big Data Analytics etc.,  to merge / collate all kinds of structured / unstructured databases pertaining to all kinds of Cards / unique IDENTIFIERS, issued by any entity, to any citizen

These will include Mobile Service Providers and E Mail ID providers


Ø  This exercise will lead to creation of UNIQUE PROFILE for each citizen, and named :

YUP  ( Your Unique Profile )

YUP ( with unique serial number ) will be that SINGLE CARD which replaces all CARDS


Ø  YUP will also be the name of a Mobile App supported by SUIIC web server

Ø  Any citizen can download the YUP ( absolutely VOLUNTARY ) , open it on his smart phone , enter his mobile number / E Mail ID and take a SELFIE of his own FACE


Ø  The Mobile App will automatically and instantly, upload the FACE IMAGE onto SUIIC database and the matching YUP of that person

Ø  SUIIC will embed into the FACE PHOTO , all data of all the CARDS ever issued to that person ( using STEGANOGRAPHY ), and send it back to the owner’s mobile phone

Ø  Just under the FACE PHOTO, there will be a DROP LIST of all the Cards / Identifiers which have been embedded . Touching any item, will reveal the actual Physical Card

Ø  This will enable that citizen to EDIT his personal data online and click SUBMIT

Ø  Anytime required in future, that citizen can show that YUP photo to any party

Ø  There will be no compulsion for any citizen to use YUP . He may continue using his Physical Cards, if he so desires

Your innovation of a DIGITAL VAULT , will certainly make living easy for citizen of Tamil Nadu – and undoubtedly many more States would want to follow suit , with some changes here and there


But , why should each State design / develop / launch , its own unique DIGITAL VAULT ?


Why can there be not, a SINGLE vault for entire India , for all of its citizen ?


In which case , the process described by me above, might act as a guide

From “ Lost Votes “ to “ Remote Votes “ ?





Why not ? – says Shri Sunil Arora ( Chief Election Commissioner )

Extract :

Ø  in the 2019 elections, 300 million voters did not exercise their franchise. That’s a third of India’s 900 million voters. Some were probably not engaged enough to vote, but a vast majority possibly could not vote because they were far away from where they were registered as voters

Ø  In a series of articles, TIO had looked at solutions to “ Lost Votes “ – most experts agreed the answer lay in technology

Ø  On Wednesday, Arora said that the EC is working with the Indian Institute of Technology , Chennai, to develop a BLOCKCHAIN SYSTEM that will allow voters registered in any part of the country to exercise their franchise even after they move cities

Ø  Since many move only temporarily, it makes little sense for them to go through the hassle of registering as voters in their new place of residence

Ø  Arora said he was hopeful that the BLOCKCHAIN SYSTEM would be put in place during his tenure {  June 2021 ?  }

Ø  He also said a proposal to link VOTER IDs with AADHAR, pending wit the Ministry of Law, would be on the agenda during the EC’s February 18 deliberations on ELECTORAL REFORMS, with the Ministry

From “ E-pay “ to ” E-play “

Ø  The Reserve Bank of India (RBI) has prepared the ground for allowing competition to the National Payments Corporation of India ( NPCI )
Ø  The new entity will set up, manage and operate NEW PAYMENT SYSTEMS, especially in retail space, comprising but not limited to ATMs, white-label point-of-sales ( POS ) machines, Aadhar based payments, and remittance services

Ø  It will also develop NEW PAYMENT METHODS, STANDARDS and TECHNOLOGIES and spend on raising awareness of payment systems

Ø  The NPCI operates the RuPay and the Unified Payments Interface ( UPI ) networks

Ø  It links all the ATMs of different banks to ONE NETWORK and manages other forms of electronic payments

Today's Mantra  :  Competition is the Mother of Innovation


Just wait to find out which Mobile Wallet comes up with the following " innovations " first :

*  All bank accounts of a person ( in different banks ) become inter- operable / fungible ,
   through seamless interlinking , using Aadhar / UPI Interface in a Mobile Wallet
   No need to " select " a particular bank name

  
*  All transactions using a Mobile Wallet, automatically entered in BLOCK-CHAIN database
   commonly shared by ALL banks


*  Wallet based algorithm will  move funds across different bank accounts  for best yield ,
   constantly searching for best interest rates offered by banks on Fixed Deposits

   This will happen automatically , much like algorithm-based share trading , taking
   advantage of price differences in two bourses located 300 km apart ( in one thousandths
   of a second ! )

   No rocket science here considering availability of " BEST PRICE " apps for thousands of
   goods and services


   And since computing power of mobiles are doubling every 18 months ( Moore's Law ),
  nothing will stop algo-trading through a Mobile Wallet , as well ! ( Demat A/C on Wallet ? )

It is very likely that the RBI-inspired COMPETITION ( to NPCI ) may come from technology companies like TCS – INFOSYS – WIPRO – L&T INFOTECH etc

And though the selected entity will set up a payment network ( similar to NPCI ), as mandated by RBI, it will not be just another “ also ran “ !

Directors of these companies would want to go from “ E – Pay “  to  “ E – Play “ , described above
