Ø  I wish these “ technocrat ministers “ ( Jitendra Prasad / Aashwini Vaishnaw / Rajeev Chandrasekhar ) best of luck, in developing in India ( or acquiring from abroad ), latest technologies which will help major problems facing the  country, as suggested in my following earlier e-mail   :

   “    By TEAM , I mean :  Technology Evaluation and Acquisition Minister

 

Whose job description will be :

 

 Remain constantly on look-out for developing / developed technologies from around the World, evaluate their relevance to India’s myriad problems and acquire the same from the developers ( including patent rights / IP rights, to exploit it / improve upon it )

  

Make available these acquired technologies to Indian Companies ( both, in private and in public sectors ) / NGOs / Start-Ups etc , FREE of cost ( conditions apply in respect of production targets / pricing / time to implement / after-sales service etc ! )

  

Following are some such technologies “

Decorum , Discipline , Decency ? Who cares !

Extract :

Ø  Acts of indiscipline inside Parliament and the state assemblies cannot be condoned, the Supreme Court on Monday said, taking a strict view of a March 2015 incident in which four former and two current members of the Kerala legislative assembly created a ruckus while protesting the presentation of the annual finance budget

 

Ø  This kind of behaviour is unacceptable,” said a bench of justices DY Chandrachud and MR Shah, pointing to the unruly behaviour by the legislators, including climbing on to the Speaker’s dais, throwing microphones, and destroying public property worth over 2.2 lakh.

 

 

Ø  “Such kinds of incidents are increasing, and they are happening even in Parliament. We can’t condone the behaviour of MLAs who disrupt the House by throwing the mic and destroying public property,” the bench observed.

 

Ø  Holding a prima facie view in favour of the high court, the top court said, “We must ensure some modicum of decorum is maintained in legislative bodies.

 

Ø  These are sentinels of democracy. They are MLAs, and they represent the people.

 

Ø  What is the message being given that my MLA is behaving in this manner? They have to face trial. There cannot be any deference to such kind of behaviour.”

My Take :


Dear Supreme Court,


Thank you for this blunt plain speaking.


Hopefully, by subjecting these MLAs to a court trial, some message will go down to all MLAs / MPs


But then, who knows it better than yourself  that :


Ø  Speakers rarely lodge police complaints against such unruly MPs / MLAs. Speakers even hesitate to ask the Marshals to throw them out for that one session !

 

Ø  In some rare case, if a Speaker “ disqualifies “ an MLA / MP, even for one session, there is a hue and cry from the Opposition Parties ( reason ? Speaker never disqualifies members of the ruling party ! )

 

 

Ø  If ever Speaker does lodge that rare police complaint, AND, police does register a case against the concerned unruly members, it will take months and years before any judgment gets delivered !

 

Ø  Despite your repeated pleading / cajoling / threatening ( ? ), thousands of CRIMINAL CASES are pending against hundreds of MPs / MLAs, for past 15 years ! May be ONE such case gets closed EACH year !

 

Ø  What has led to this shameful situation where Indian Legislatures have become a laughing stock of people around the world ?  Consider this :

 

#    Existing ( or is it “ nonexistent “ ? ) laws in respect of “ disqualifying “

       MPs / MLAs


#    Endless process of prolonged / postponed hearings (in case an FIR does

       get filed )


#    Repeated granting of bails ( permitting MP-MLA to attend sessions ? )


#    Involving ( amenable ? ) police in unruly behavior inside the Parliament

       ( no witnesses ? )


#    Little ( or none ) power granted to the Speakers to “ disqualify “ unruly

       members , solely based  on his / her personal observation re: “ who

       behaved how, inside the House “

     

Ø  Could this unruly behavior of our representatives , sending following message to our citizen :


“ Disregarding laws is OK. Disobeying authorities is OK. Ignoring rights of

   others is OK “


 Yathaa Raaja, Tatha Prajaa ? ( Citizen copying the behavior of their Masters ? )


Ø  Can we find a solution whereby,


       #  Voters send a clear VERDICT to the Speaker > We don’t want this MP-

            MLA

       #  Upon getting such a “ People’s Verdict “ , the Speaker is obligated to “

            terminate “ his / her membership ? With no recourse to any court of

           law ?
