e-Shram can provide jobs to Unorganized Workers ?

 


 

Yes it can

And that is one more ( and perhaps the most URGENT + IMPORTANT ) reason to ensure that 38 crore ( 380 million ) Unorganized Workers, get registered on e-Shram portal , which PM Shri Modiji is expected to launch today


To know how we can register nearly ONE CRORE workers on the portal EVERY DAY ( assuming it’s server does not crash due to overloading !), refer to my suggestion in the following e-mail sent to our Cabinet Ministers yesterday :

That REGISTRATION FORM ( on e-Shram portal ) is very similar to “ SUBMIT RESUME “ forms on most job-portals


A few additional data-fields can make it IDENTICAL

 

Then each data-field can be “ mapped “ ( with the “ Submit Resume “ form on Central Government’s own portal ) – and normalized :

That will enable us to “ migrate “ from e-Shram portal, those 380 million RESUMES ( Registrations ) to NCS


Like any other job-portal, NCS too, has following main features :


( A )….. For Jobseekers

            #   Submit Resume ( ie ; Register )- with option to EDIT anytime

            #   Search Jobs ( posted by registered Employers ) – then APPLY ONLINE

            #   On their Mobiles, receive daily matching JOB-ALERTS – and apply

                 from mobile itself

            #   Some job-portals even allow jobseekers to BLAST their RESUMES to

                 selected Employers

            Usually, most of these services are FREE for the jobseekers

            That makes most jobseekers to “ Submit Resumes “ on several job-

            portals

WHAT COULD THIS LEAD TO ?


Ø  Number of Employers and the number of Job-postings on NCS will go up by millions . These will include thousands of Employer Companies from abroad, wanting to source manpower from India

 

Ø  65 million MSME ( currently, which cannot afford expensive monthly-quarterly subscription of job-portals ), will register on NCS , in the hope of to deliver their jobs ( vacancies ) to thousands of  workers, through JOB ALERTs delivered on their mobiles – and receive applications

 

Ø  This ( migration of 380 million resumes to NCS ), would meet the following aspirations :

Unnati: NITI Aayog developing portal to connect 200 million workers with job providers

Government to integrate online Job Portals with Unnati to bring Employers and Jobseekers under one umbrella

e-ShramCard : Will it be an Easy Card ?

 


 

Context :

PM to launch e-Shram card, Centre seeks CTUs’ co-operation  /  Business Line  /  25 Aug 2021


Extract :

Prime Minister Narendra Modi will launch e-Shram card on Thursday, to benefit over 38 crore workers in the unorganised sector.


Union Labour Minister Bhupender Yadav met representatives of Central Trade Unions on Tuesday and requested cooperation for registering workers in the e-Shram portal, the national database for unorganised sector workers.


The Universal Account Number on e-Shram card will be acceptable across the country. The officials in the Ministry told Trade Unions that the workers will not have to register at multiple places.


All registered workers will be covered under the Accidental Insurance Coverage of PMSBY for a year. An amount of ₹2 lakh for accidental death and permanent disability and ₹1 lakh for partial disability will be provided for the workers. The Centre said all social security benefits of unorganised workers will be delivered through this portal.


The Centre is extending one time financial assistance to the States/UTs under e-Shram for setting up of procurement of IT infrastructure and State helpdesk.


At the time of registration, Aadhaar Number and Bank Account Details of the workers will be added in the card.

 

The Ministry also requested trade unions to mobilise their workers for registration in the portal.


Their help is sought also for creating awareness amongst the prospective beneficiaries and motivate them for registration.


Unorganised workers, BOCW Workers, SHG members, domestic workers, ASHA workers, Anganwadi workers, street vendors, rickshaw-pullers, brick-kiln workers, agricultural labourers, MGNREGA workers, fishermen, shopkeepers and small retailers can register in the website.



QUESTIONS :


Ø  Getting 38 Crore ( 380 million ) unorganized workers to “ Register on a Portal “, is no mean task

Ø  It took Google / Facebook / Twitter etc., decades to get that many ( educated ) Indians to register on their websites

Ø  How many “ unorganized workers “ have Desktop / Tablet, at home ? Mostly, none

Ø  How many of them have got a Smartphone to access “ e-Shram Portal “ ? Very few

Ø  How many of them have a Feature phone ? Almost all

Ø  How many of these workers can use ENGLISH language for entering their data in e-Shram portal ?

Ø  How many DATA-FIELDS are there to be entered in Registration Form ?

Ø  For how many data-fields, have long “ DROP-LISTS “ from which to select correct values ?

Ø  Does the Registration Form permit “ data entry “ in all 14 major Indian languages ?

Ø  Here is what I found ( but difficult to grasp ) following SECTIONS, as far as the REGISTRATION FORM is concerned :


#   e-Kyc ………………….Aadhar No / Captcha / Yes-No ( 2 items ) / Capture

                                Finger print – IRIS – OTP –

#   Confirmation ( ? )…Name / DOB / Add / Gendre / Locality / District /

                                 State / PIN / Country

#   Personal Information…………. .....10 data-fields ( with several drop-lists )

             #   Resi. data…………………………….  6 data-fields

             #   Edu.Quali. data……………………….4 data fields

             #   Occupation & Skill data………… 6 data fields

             #   Bank details…………………………… 6 data fields

             #   Review / Self Declaration

             #   UAN Card Issue


Ø  The entire form is in ENGLISH – and very difficult to understand ( not intuitive ), even when the above-mentioned Youtube Video was viewed on my 27” desk top screen !


Ø  I think, it would be very difficult to show-up on a tiny screen of a Smartphone

 

IS THERE ANYTHING SMART ABOUT THIS FORM ?

Yes

That very first stage of e-KYC

By insisting on Aadhar No / Finger Print Capture or IRIS , it will ensure that,

     #  A person cannot register twice ( duplication avoided )

    #  There cannot be a FAKE registration ( of a non-existent person )

I suggest there is provision for a person’s E Mail ID ( not mandatory )

 

WHAT SHOULD BE DONE TO MAKE THIS A SUCCESS ?

Ø  I suggest Central Labour Ministry undertake Online Training ( on how to help workers fill in the Registration Form ) for :

#  2.5 lakh CSCs owner-operators

#  Labour Union Leaders

Why they will be eager to “ get trained “ is explained below

 

WHAT ELSE CAN BE DONE TO GET ALL 38 CRORE TO REGISTER WITHIN A MONTH ?


Simple

Ø  Introduce a “ Motivator Incentive “ of Rs 100 per person motivated to register

Ø  This will require adding a SECTION called “ MOTIVATOR DATA “, right at the beginning ( before e-KYC section )

Ø  This section will require a MOTIVATOR to enter following details about himself :

             #   Name

             #   Aadhar Number

             #   DOB

             #   UAN Number / Scanned image of his e-Shram card

             #   Bank Account No ( submitted while he himself registered )

 

Ø  This means : Only a person who has himself registered successfully – and got his e-Shram Card – can act as a “ Motivator “

 

Ø  A motivator will ask the aspirant to sit next to him and say,

“ Hey, as I read aloud each data-field ( in your language ), you tell me the correct answer – which I will enter in the Registration Form “


Ø  If the motivator succeeds in submitting the completed Registration Form and get UAN / e-Shram Card image for that aspirant, then the government transfers Rs 100 into his bank account ( by DBT )

 

WHAT HAPPENS NEXT ?

A miracle !

Ø  Each person getting registered / obtaining his UAN – Shram Card , will go out and convince 10 other workers ( colleagues ) to register – each time , submitting himself as a MOTIVATOR ! He will earn Rs 100 X 10 = Rs 1,000 , for his effort ( may be, within one day ! )


Ø  This beneficial PONZI SCHEME will start a CHAIN REACTION as follows, if each person motivates 10 persons :

3            /    Thousand

4            /    Ten Thousand

5            /    One Lakh

6            /    Ten Lakh

7            /    One Crore

HOW MUCH WOULD THIS COST THE GOVERNMENT ?


Rs 100 x 38 Crore registrations = Rs 3,800 Crore

Not a big price to pay for such a speedy compilation

 

IS THERE SOME WAY THAT THE GOVERNMENT CAN RE-COVER THIS COST ?

Sure

First of all, by eliminating all duplicates / fakes, government will save “ leakages “ worth thousands of crore of rupees in its various DBT Schemes meant for these Unorganized Workers

Same will hold for any new benefit schemes “ targeted “ for unorganized workers

Aggregated / Anonymized DATA-BASES ( of demographic profiles ) can be sold to private sector entities

 

ISN’T IT TOO LATE FOR YOUR SUGGESTIONS CONSIDERING THAT PM WILL LAUNCH THE PORTAL TOMORROW ?

No

It cannot take more than a week to implement my suggestions

At the time of launching, a simple announcement of the MOTIVATOR SCHEME ( giving a target date ),will ensure that a large number of persons ( desirous of becoming MOTIVATORS ), will start registering immediately

Apparently, Mumbai DISCOMS ( Adani – Tata – BEST ) seems to have realized this

 

Context :

Mumbai: Firms woo residents to solar panels with subsidy, bill savings   / TOI  /  24 Aug 2021

 

Extract :

 

Ø  DISCOMs announced up to 40 % subsidy on installing solar panels on building rooftops

Ø  There will be a net metering system, wherein whatever solar power you generate, goes to the grid.And this is adjusted with your monthly electricity bill

Ø  Excess units generated will be credited in future billings

Ø  A 1 kWp panel – it occupies 110 sq ft – costs Rs 46,000, but with 40 % subsidy it reduces to Rs 27,600 , including tax, installation, 5-year maintenance

Ø  The savings could range from Rs 800 to Rs 2400 a month, depending on 1 – 3 kWp of solar panel installed

Ø  On the other hand, if the panel generates more units than what you consume, then the EXCESS units are kept in an ENERGY BANK

Ø  One can install a maximum  10 kWp panels on a rooftop

 

 

MY  TAKE :

 

Ø  Most of these proviso are old stuff . May be earlier subsidy of 30 % got raised to 40 % ( tinkering ? )

Ø  What did enthuse me however, is the use of the term “ ENERGY BANK “ – something which I suggested in my following earlier e-mails :

Ø  Now this new term ( ENERGY BANK ), implies ( as in our normal financial banks ), the introduction of the concept of “ Safe Keeping / Storing “ of your surplus Solar generated units ( instead of cash )


Ø  At present, DISCOMS just “ Buy and Sell “ power. They do not have Grid-scale STORAGE BATTERIES


Ø  They simply ask the power generating plants ( mostly coal based ) to step up or step down the generation, depending upon the demand at the moment


Ø  Generating plants themselves do not have grid-scale storage batteries ( 100 MW + )


Ø  Hence, all power remaining UN-CONSUMED at any given moment, is lost for ever !


Ø  Now, if DISCOMS promise to STORE your excess units, then they must create STORAGE capacities, in the form of Storage Batteries ( several, distributed geographically in areas they serve ). May be, the DISCOMS will be forced to join hands and create COMMON battery facilities. They will keep track of units “ deposited “ and units “ withdrawn “ by each DISCOM – and by each customer of each DISCOM 

 

Ø  That is inevitable since all existing coal-based plants are bound to gradually shut down over the next 10 years


Ø  If 100,000 ( 1 lakh ) rooftop each generate 10kWp each, that is 1,000 MW ( 1 GW )


Ø  Now, Govt had set a target of 40 GW of Rooftop Solar by 2022 ( far from reaching that )


Ø  But whenever we do, that would amount to 40 Lakh rooftop installations of 10kWp each


Ø  But most rooftops can manage only 5 kWp (550 sq ft  of terrace space )


Ø  That would mean, we need 80 Lakh rooftop installations ( 8 million )


Ø  India had approx. 32 MILLION buildings ( Stone + Concrete ) as per 2001 Census      

Ø 

If,  If someday all of these buildings were to have Solar rooftop installations, what could be the “ Nature of Business “ for the DISCOMS ?


Ø  They would, no more be in the business of, “ Buying and Selling “ power ( whether generated by Solar Farms or rooftops )


Ø  May be they will “ charge “ their customers for “ Safe-keeping / Storing “ excess units ( some foreign banks do NOT pay you any interest for your money lying with them – instead they “ charge “ you a small FEE for safe-keeping )
