Hope for the homeless ?

 


 

 

Or a “ Mirage in Maharashtra “ ?


It is difficult to decide going by following ( unbelievable ) news report :

State to build 8.82 LAKH houses for homeless in 100 days  (  Hindustan Times / 22 Nov  )


Extract :

The Maharashtra government on Friday launched an ambitious scheme of building more than 8.82 lakh houses for the homeless people residing in rural parts of the state and has set a target of constructing these homes within 100 days by February 28, 2021. 

The homes will be built by amalgamating many schemes being run by the state and the Centre. Named Maha Awas Yojana, the ₹4,000-crore scheme was launched by chief minister (CM) Uddhav Thackeray on Friday. He also directed the concerned officials to ensure that the homes are of good quality.

“All the officials must ensure that the houses should be pucca and of good quality. They should be so ideal and beautiful that people from other states would come to see them,” the CM said while launching the scheme.

He said that the government has made several changes in Maha Awas Yojana to ensure it is a complete package. “We will not only give grants to people for building houses, but will also see that they get land and have basic amenities such as toilets by ensuring loans from banks,” Thackeray said.

Rural development minister Hasan Mushrif said,

 “We have set a target to build 882,135 houses by February 28 with an expenditure of ₹4,000 crore. We will be providing land to those who don’t have any and will also regularise illegal encroachment on government plots under the scheme. We want to ensure that not a single family is left homeless in rural parts of Maharashtra.”

Summarizing :

Ø  That is building 8,820 “ houses “ EVERY SINGLE DAY for 100 days ( from today till 28 Feb 2021 )

Ø  Cost of each house = Rs 4.53 lakh ( Rs 4000 crore for 8.82 lakh houses )

Ø  No mention of “ Cost per Sq ft “

Ø  Apparently , it is “ people “ who will build houses, govt will only provide “ grants “

Here are my few suggestions that Shri Waikar may want to consider :

 

#   SPECIFICATIONS

 

     *  Carpet Area = 400 sq ft

     *  Selling Price = Rs 10 lakhs ( Rs 2,500 / sq ft )

 

 #   LOCATIONS

 

     *  Building Clusters to be located on the outskirts of cities ( important )

     *  100 Clusters of 50 buildings ( each with 10 floors*10 flats/floor )

  

#   LEGAL FRAME-WORK

 

     *  A Special Purpose Vehicle ( SPV ) , named,

         Dream House Private Limited ( DHPL )

 

 #   INDUSTRY STATUS

 

     *  Infrastructure Industry with 100 % FDI thru automatic route

  

#   SPV OWNERSHIP

 

      *   10 % equity by Maha Govt ( in lieu of land )

           Maha Govt to pass on this equity to land-owners

      *   90 % equity by WinSun Decoration Design Engineering Co ( China )

 

 #   SHARE  CAPITAL

       *   Rs 10,000 Crores

 

 #    ROLE OF MAHARASHTRA GOVERNMENT

 

      *  Acquire land ( under modified Land Acquisition Act )/hand over to SPV

 

      *  Comprehensive Town Planning of each Cluster like a Smart City

      *  Quality Control / Material Testing Lab at each site

      *  Blanket permissions ( IOD / NOC etc ) issued in advance

      *  Maintenance of flats thru Coop Societies of each cluster

 

 

#   COMMERCIALS

 

     *   Neither SPV , nor Maha Govt to pay any royalty to WinSun for

          transfer of technology

 

     *   Maha Govt to act as the agency for allotment of flats to eligible public

          in Maharashtra thru a " Lottery System "

  

     *   Selling Price of flats will be fixed by the Maharashtra Government

         once a year , based on a pre-agreed cost - escalation formula, which

         will be explained in detail on SPV web site

 

         Calculation of each upward revision shall be made public

        

     *   SPV to hand over possession of flat to the allotee upon receipt of

         full payment

 

     *   SPV shall not be permitted direct selling of any flat in Maharashtra

 

     *   SPV would be free to set up factories in other States and be free to

          sell flats built there, thru Open Market Sale

Chinese 3D printed house company WinSun has signed a $1.45bn agreement with a Saudi Arabian contractor that could see 1.5 million affordable homes printed in the Gulf kingdom, which is struggling to cope with a housing shortage.

 

Instant isolation rooms: Chinese firm prints quarantine pods for hospitals struggling with virus


Shanghai-based 3D printing company WinSun is marketing printed, while-you-wait isolation pods for people diagnosed with Covid-19.

Each 10-sq-m “isolation house” can be printed in two hours.

One printing machine can produce 15 rooms a day, and they cost about $4,000 apiece, Winsun chairman Ma Yihe said.
