So that "immediate" solution can be
ascertained for the worsening pollution, the SC ordered that a meeting be held tomorrow
among officials of Punjab, Haryana, Uttar Pradesh and Rajasthan to ensure that crop burning is
stopped forthwith.
Speaking for the
bench, Justice Kaul asked the state governments to not indulge in a blame game and not reduce the problem to a
"political battle".
Making it clear that
it has "zero patience" towards the rising
menace of pollution, the bench observed it "does not care how you (states)
do it. Just stop it. Whether by forceful
action or providing incentives."
Observing that
"stubble burning must go", Justice Kaul further remarked that the
practice is a "substantive part of the problem (pollution)... We want this stopped".
Lamenting the absence of any solution for the
past several years, he said that " neither farm fire has stopped nor the crop
burning." He added that
the "problem is multifold but I don't see any endeavour. There is no seriousness, I feel."
The SC further
remarked that "Delhi can't be made to go through this, year after year.
There is a complete burden on the health of people. The younger children (in
Delhi) are going through health issues."
Justice Kaul remarked that "on a lighter note if the court starts the bulldozer, it won't
stop it."
