The Maharashtra govt is unlikely to introduce two board
exams for classes 10 and 12 from academic year
2025-26, despite emphasis on dual board exams in the National
Curriculum Framework for School Education (NCF-SE) released in August last year. The state is currently working on
formulating its own curriculum framework based on the NCF-SE.
During a recent meeting with school education
minister Deepak Kesarkar, education officials and school heads highlighted the
challenges faced in conducting even a single board exam annually, with over 30 lakh students appearing
for the Secondary School
Certificate (SSC) and Higher Secondary Certificate (HSC) exams every year.
Suggestions were made to conduct
exams after each semester, with
students failing the first board exam — consisting of multiple-choice
questions — being required to reappear and pass to be
eligible for the second board exam.
"The best of
the two passed marks would be considered." Board officials
explained the complexity of the annual board exam process, including the assessment of answer booklets and revaluation, with preparations starting as early as July, when private candidates begin registering.
School heads pointed out that the teaching hours
for classes 1-9 and 11 are reduced during the exam period as schools are
converted into examination centres.
"If two board exams are conducted, students from classes other than
10th and 12th will suffer further loss of learning," said a principal who
attended the meeting.
They suggested that if
dual board exams are to be held, students should be allotted their own schools,
as currently, state board and CBSE students travel to
other schools to write their exams. The board also conducts practical and supplementary exams.
During the Covid-19 pandemic year of 2021-22, CBSE and CISCE had two
board exams. However, these boards have not yet decided on switching to dual
exams in the next academic year due to the time-consuming process of
conducting a single board exam.
Education experts believe that conducting two board exams may not be
feasible in the current scenario, given the logistical challenges and the impact on teaching hours for other classes.

Conducting Board Exams for 10th and 12th
Standards ( for 30 lakh students ) is , by no means an easy task ,
if these exams are conducted using the current / traditional method which consists of :
Ø Setting Exam Paper
at one location ( Mumbai ? ) by a team of Exam Paper Setters
Ø Printing the Exam
papers ( 30 lakh paper copies ) – also at one location ( Nashik ? )
Ø Then manually (
person carrying exam papers in train / bus / car ) to thousands of exam centres
Ø Securely “ Safe
Keeping “ printed papers in rooms at Exam Centre ( to prevent paper leak )
Ø Once examinees have settled
in Exam Halls , distributing the papers
But ,
conducting these exams ( even EVERY MONTH ) is a VERY
