PM asks officials to find ways apartment dwellers in cities can get benefit of rooftop solar scheme

Extract :

Pointing out that urban middle class families living in apartments are not getting the benefits of Surya Ghar Muft Bijli Yojna, Prime Minister Narendra Modi on Thursday asked officials to find ways out so that they can avail the scheme and cut down their electricity bills.

The PM was chairing the web-based PRAGATI meeting with all secretaries in the central govt and chief secretaries from states.

At present, people living in apartments can’t avail the scheme under which Centre provides subsidy of up to 40% of the cost of installing solar panels on rooftop as each individual beneficiary needs around 300 sq ft contiguous roof for generation of 300 units per month.

Sources said Modi told officials that there is a need to find a solution to this problem for achieving saturation of the ambitious scheme. They added that when officials suggested that the builders may get land for installation of the solar system, the PM said this was not practical in urban areas.

In an official release, the PMO said that Modi directed officials to enhance the capacity of installations of rooftops in the states and UTs by developing a quality vendor ecosystem. “He directed reducing the time required in the process, starting from demand generation to operationalisation of rooftop solar. He further directed states to adopt a saturation approach for villages, towns and cities in a phased manner,” the release said.

All around us , there are working examples of CO-OPERATION , such as :

Ø MONEY

Bank Accounts are “ Co-operating “ with one another . One can have a Bank account in Bank A in

Mumbai , and still be able to withdraw money from an ATM located in a Madurai branch of Bank B

Ø FOOD

Government ( FCI ) is buying food grains from farmers ( Agri Produce Societies ), from all over the country and then distributing to PDS shops in all cities / villages ( One Card, One Ration )

Ø TECHNICAL MAGAZINES

A few days back , Govt announced a scheme whereby Scholars / Academicians / Students etc., will be able to “ access “ some 12,000 magazines / journals, through a SINGLE subscription

Ø JOBS / EMPLOYMENT VACANCIES

Govt is clubbing together numerous govt-owned JOB PORTALS into e-SHRAM portal , whereby ALL

vacancies posted on any of these portals , is accessible by jobseekers and any resume hosted by any

portal , is searchable by any Employer

Ø EDUCATION

Under New Education Policy – 2020 , students will be able to earn CREDITS in one college / University

and be able to freely transfer it across the country, to another college / university . They will , even

be able to take online courses ( from SWAYAM or proposed DIGITAL / VIRTUAL university ) and earn

TRANSFERRABLE CREDITS

I am sure , there are many other examples of this kind of pooling resources for universal access / distribution

A few days ago , Shri Amit Shah ( Minister for Co-operatives ) launched 10,000 multipurpose agriculture / dairy cooperative societies . He said that Govt plan is to create 200,000 such cooperatives

I urge Shri Amitbhai to consider my suggestion and launch 100,000 SOLAR CO-OPERATIVE SOCIETIES , as suggested in my email > A Tale of Two States

Surya Ghar Yojana just cannot work in cities unless you proclaim :

A person can invest in a Cooperative Solar Farm in Kutch and use power generated in Mumbai ( with Credit Balance / Debit Balance )

There is no way you can unravel a GORDIAN KNOT . You have to just cut it with a sword
