Two Years in the Making ?





Economic Times ( 09  Feb ) carries following news :









The government has been in discussions to turn the Permanent Account Number (PAN) into the enterprise unique ID, a feature which was announced by finance minister Arun Jaitley while presenting the Union Budget. 


Though the idea was first mooted a couple of years ago, the recent discussions suggest that among the plethora of IDs which are held by enterprises, making PAN the unique ID will be the most conducive option. This will mean that even the non-tax paying entities such as not-for profits, trusts or societies will have to now apply for a PAN number. It has also been suggested that this PAN number or the unique identity can be linked with the Aadhaar number at the backend.




There are over 30 crore PAN numbers in the country and around 15 crore have already been linked to Aadhaar as per government estimates. 


Sachin Seth, Partner-Advisory Services, EY India told ET that most of the corporates today don't have a single identity and there is a multiple ID system because the corporate landscape has evolved in the country over many years. 


"If Aadhaar can really get stabilised as national identity like in US, then it can knock off DIN ( Director Identification Number )," the official said, adding that the option of PAN replacing the Company Identification Number ( CIN ) has to be seen.

Even though it has taken 2 years , I hope the final outcome will ensure merger of those 16 Alpha-Neumeric Numbers that an Indian Company is today required to obtain ( from as many number of government departments / agencies ) , as listed in my following 2 YEAR old blog ( sent as email to NDA Ministers ) :

A Hostile Advocate ?





For last few weeks , Shri Kapil Sibal has been arguing the Aadhar case in Supreme Court


At yesterday’s hearing , he said ( Source : Times of India / 08 Feb ) :





“ Digital World a Jurassic Park, no one knows what happens “



Senior advocate Kapil Sibal on Wednesday told the Supreme Court ,


" Digital world is like a Jurassic Park.


The technology is advancing so fast that it cannot be fathomed, tamed or regulated.


If one puts few facts about his health parameters on the digital world, the beast of technology is of such nature that within moments the digital world will analyse that data and tell netizens about the person which even he himself does not know.


Why take a risk in such an unpredictable medium and expose the citizens' privacy to blatant violations ? “


Sibal said the digital world has come with different Apps, one of which is called '
MoodPanda ' which purportedly gauges a person's mood.


In a lighter vein, he said: "We must give the App to the judges. It will tell us what mood the judge is in and we can advance our arguments accordingly. We advocates can also have the App to gauge what mood are we in."



No system is developed anywhere in the world which can claim that it cannot be hacked . In an era when personal details is the key to commercial success, the central database would make personal details easily hack able


He said even the android phones getting unlocked with finger print of the user posed the threat of finger print being stolen.


"Given the wider use of Chinese hardware in the smart phones marketed by multinational companies, who knows whether or not Chinese are not stealing personal data through the phones.


And in such scenario, core biometrics like iris and demographic details make Aadhaar riskier," Sibal said .


Justice A K Sikri pointed out that these days advanced phones are getting unlocked with face as identity.


"This means it is using iris as the password to unlock the phone. This means, the user willingly gives iris to the phone maker," Justice Sikri said.





Is reality catching up with Shri Sibal ?




We have heard of prosecution witnesses turning “ hostile “ , but are we about to see petitioner’s advocate turning hostile ?



That seems entirely possible if Shri Sibal finds time to read the following news report :





“ Chinese cops now have face-recognition glasses “






Chinese police are using dark sunglasses equipped with facial recognition technology to spot criminal suspects.

The glasses, which are being worn by police at a busy train station ahead of the Chinese New Year travel rush, are linked to a central database which contains details of criminal records.

Wearing the technology, police can almost instantly view an individual's personal details, including name, ethnicity, gender and address.

Pictures of the operation, which were published online by the web version of China's People's Daily newspaper, show a female police officer wearing dark black sunglasses which have a small camera attached on the right-hand lens.

The camera is connected by an electronic lead to a hand-held device.

The device has an app where police officers can process images they have taken of suspicious individuals.

"The facial information captured by the glasses will be sent back to a database for comparison with the information of suspects on the wanted list," Zhang Xiaolei, a local police official told the Global Times newspaper.

The app allows access to the database that also provides information on whether the suspect is on the run from police, and even their recent Internet history.

The scene would not look out of place in an episode of science fiction television drama Black Mirror, which often depicts dark scenarios of humans being overcome by technology.

China is deploying new technologies to monitor people in ways that would unnerve many in the West.

Facial recognition has been rolled out in many aspects of every day life in the country, where there are few concerns over privacy.

The technology is being used to gain entry to university dormitories and workplaces, withdraw cash from ATM machines and even buy a KFC.

System Allows One To Strap On A Screen Showing Your Face So You Can ‘Remote-Control’ Your Routine


A new “human Uber” could let you pay someone to live your life for you. Japanese researcher Jun Rekimoto has developed a special screen that can be strapped to a person’s face and allow them to live on your behalf. By dressing up as you and having your face shown where theirs usually is, you’ll be able to pay someone to go about your life instead.


The technology is aimed at allowing someone — a “surrogate”— to live your life for you, wearing your clothes and behaving on your instruction. You, on the other hand, would be able to lounge at home, watching events through your laptop and using its camera to communicate with people your surrogate meets.


“To do this, a surrogate user wears a mask-shaped display that shows a remote user’s live face, and a voice channel transmits a remote user’s voice,” a page describing the tool, known as ChameleonMask, reads.


“A surrogate user mimics a remote user by following the remote user’s directions... This design is based on our hypothesis assuming physical and social tele-presence can be embodied by such a surrogate human who imitates the remote user,” it adds.


Such telepresence systems have been developed before. But they have mostly been mounted on robots, which the person talking could then drive around, giving the feeling of being in the office, conference or other space that can only be joined over the internet.


In contrast, the ChameleonMask appears to give a more complete experience, with the screen being carried around by a person who can also be dressed the same as the user might be.


The experience is much better than those robots, its creator claims.


“It also eliminates many difficulties of tele-operated robots wandering in the envi- ronment,” the page describing the innovation claims. Experiments have shown that people are able to think of the surrogate as the real person, it also claims.


Though the mask has been described as “human Uber”, it’s actually far more involved than that. Rather than transporting something, the person is required to live as you and behave on your instruction. It was shown off last week at the EmTech conference, where a user tweeted a picture of the strange contraption that was later shared by tens of thousands of people.





Why might  Shree Modiji  want to read this ?




For the following reason :


·         During 2014 General Elections , he had pioneered the revolutionary “ Election
     Campaign Strategy “ of addressing 800 election rallies through holographic
     projection of himself .



     In 2019 elections , expect BJP to distribute millions of permanent



     to voters ( of course , free of cost ), instead of those temporary paper masks.


     Just imagine the thrill of millions of voters being able to ask questions to Shree
     Modi , remotely and getting instant “ answers “ in his voice / face-gestures !



    Then , after returning to power ( with 400 + seats , if my suggestion gets implemented ) , expect Shree Modi to bid goodbye to All India Radio for his “ Man Ki Baat “ broadcasts and switch-over to “ Mask Ki Baat “  !

Solar Roofs ? Why not ?




Government is planning to make available 55 lakh “ Affordable Houses “ to India’s poor families by 2022



It has also launched “ Saubhgya “ Yojana under which , it plans to provide “ Free Electric Connections “  ( not “ free electricity “ ) , to 4 crore poor families



But , why stop at only “ Free connection “  ?  Why not “ free electric supply “ as well ?



And why even wait for those 55 lakh houses to first get ready and then provide free connection ?



Why not design ( or mandate – if those houses are going to be built by private builders ), those 55 lakh houses with a “ pre-installed “ Solar Panel on their roofs , to start with ?



That would eliminate later on “ connection “ and also guarantee  FREE ELECTRICITY  from the day occupied !  Poor people deserve this  !



And if Australian Government can do this , why cannot we  ?



Here is a trend-setting example :





 



Some 50,000 homes in South Australia will receive solar panels and Tesla batteries, the state government announced Sunday, in a landmark plan to turn houses into a giant, interconnected power plant.


Under a new plan unveiled on Sunday, a network of solar panels linked to rechargeable batteries will be provided free to households and financed by the sale of excess electricity generated by the network, the government said.





It seems the Australian Government got to read my following blog ( sent as email to our own Policy Makers on  03 Jan  2017 ) :

Why install small solar power plants on roof tops ?


Simple :


With roof-top based solar plants , we don't need to distribute power over long distances , using nation-wide distribution network. We produce / store / consume power in same place


So no transmission costs / losses / thefts !


There are no " intermediaries " between producers and consumers ( eg: DISCOMS )


No need of elaborate " metering / billing / accounting "


No need for PPA ( Power Purchase Agreements ) between producers and DISCOMs


A roof top solar installation can be done in a matter of hours, providing employment to lakhs of Installation Technicians, employed by thousands of MSME engaged in such work


Many more lakhs will find jobs in companies engaged in manufacture of allied electrical /  electronic / storage batteries etc


So enormous " Job Generation " as a by-product


These local MSME manufacturers / installers , will aggressively compete and provide quick / efficient , after-sales service


Of course , roof top solar power's Capital Cost per kwh is higher than same for large land based installations . Over the next couple of years, this will even out


But as I mentioned in my earlier blog :


*  COST OF FUEL ( Sun ) is  ZERO


*  COST OF MAINTENANCE , too , is nearly  NIL


Practically , the only cost of a roof top based solar plant is " INTEREST ON CAPITAL "


Now NDA government has announced a Capital Subsidy of 30 % on " Competitively Discovered Price " for roof top installations and made an allocation of ( approx ) , Rs 5200 crores ( $ 750 million ), for putting up 4200 MW


But , on the balance 70 % of Capital Cost , users will need to borrow money from banks at 10 % - 15 % interest and go through a lengthy approval process and hypothecate the assets


And ensure timely repayment of EMI in order, not to get their plants " repossessed " !


But imagine following scenario :


*  Government declares units belonging to " Solar Power ( Panel Mfr / Power Production &
    Distribution / Ancillary Mfr  ) " as    a "  SOS " industry


*   Units will need to register as such with Department of Company Affairs ( DIPP )


*  Units will be exempt  from paying Corporate Income Tax for 10 years , on whatever
   income they earn ( only those starting operations latest by 31 March 2018 )


 *  No questions will be asked as to the " source " of funds invested in the shares of such
   units ( a kind of Temporary Amnesty Scheme - 01 April 2017  till 31 March 2018 - to
   channelize BLACK MONEY into creation of PRODUCTIVE  / NON-POLUTING assets )


 *  Units cannot engage in any other Industrial / Commercial / Financial activities


 *  Units cannot declare any dividends to share-holders for 10 years


These are just broad outlines and details need to be worked out


If there is political courage to pull off such an initiative , government will NOT need to allocate ANY AMOUNT !


NO NEED TO SUBSIDIZE THESE UNITS OR THE USERS , WITH THE TAX PAYERS' MONEY !


Instead of that $ 750 million allocation ( from tax payers' money ) , Black Money holders will readily pump in $ 750 BILLION into the SOLAR INDUSTRY ( enough for additional installed capacity of 750 GW - as against our current installed capacity 8.63 GW of solar , and a target of 100 GW , by 2022 ! )


Remember , how , only a few months back , tiny Indonesia managed to collect $ 300 billion of its Black Money , by levying tax ( no penalty ) of just 4 % !


And with this kind of  INCENTIVE WINDOW ( to convert BLACK into WHITE ) , expect


*  Hundreds of SOS Units to spring up before 31 March 2018


*  They will have ZERO cost as far as servicing of EQUITY is concerned ! No dividends !


*  They will not need to borrow funds from banks and pay interest ( no danger of NPA ! )


*  They will say : We are not in the business of " manufacturing of panels " but we are in
    the business of " Delivering electric power to homes / businesses "

*  They will compete with each other fiercely and ( as it is already happening in USA ) ,
   start offering roof top installations, absolutely FREE, and selling the generated power at
   20 paise/Kwh, for 10 year purchase agreement and with a 5 % tariff reduction per year !


   We can look forward to witnessing similar competition among large , land-based ,  solar
   power installations which will be the main suppliers to large commercial establishments /
   industrial factories / infrastructure projects / Electric Vehicle Charging stations , etc

  
Just imagine


*   how much, our LOW ENERGY COST ECONOMY can make us , INTERNATIONALLY
    COMPETITIVE !


*  the rise in GDP !


*  the possibility of being able to export our surplus power to neighbouring countries


*  Being able to replace 6 million petrol / diesel vehicles with EVs by 2020 , due to
   easily available charging stations on every street corner


*  Reduction in pollution by shutting down of hundreds of existing fossil fuel based power
    plants , whose utilization will drop below 10 % by 2022 ( as against National Electricity
    Plan expectation of 48 % , and a un-viability threshold of 55 % )


I hope my suggestion will be supported by Shri Piyush Goyal ( Minister for Energy ) , who referring to " innovative financing such as reverse bidding for projects as a smart way of saving public money " , said :


" By adopting such principles, I have been able to reignite the power and coal sector "

Dear Piyushbhai :


By " harnessing  GREED  to harness  SUN  " , we could achieve 100 GW of Solar by 2019 , instead of government target of 2022


I hope you succeed in persuading Arunbhai , to incorporate this proposal in his forthcoming budget speech on 01 Feb 2017


Unless , Narendrabhai decides to announce this as a Republic Day gift to the Nation !
