Unprecedented Opportunity Seized !




On 11 April 2019 , I sent following blog / email to our Policy Makers ( - including Registrar General of Census ) ,

Census 2021 : an Unprecedented Opportunity ,


-          Where I suggested ,

“    In Census Form , add following optional fields :

·          Aadhar ID

·          PAN

·          Mobile Phone Number

·          E Mail ID– to be treated as “ User ID “ for accessing own data for EDIT purpose


·          Password – for EDITING own data, online , at any time

·          Voter ID



#     Once the enumerators have uploaded all 2021 Census data in Online Database,
       enable each Registered person to Update / Edit , his / her data , by logging in


       

#     Personal Data may be updated as follows :

·          Once a year ( Mandatory ) – some service deprived if he / she does not update

·          As often as personal data changes

Then on 28 Dec 2019 , I sent following mail  :

“ Census / NPR , would cost the country, Rs 12,000 crore ( once every 10 years ? )


  That is Rs 1,200 crore PER YEAR


  If my following suggestion gets implemented , we could save that recurring cost of Rs
  1200 crore



  But, that saving is PEANUTS compared to the potential benefits of a DYNAMIC /
   PERPETUALLY ONGOING AUTOMATIC , updating of population data ( 24x7 ) , by
   implementing my suggestion !



   I urge Shri Amit Shah [ Home Minister ] to ask his officers to examine my suggestion:

Ø  Home secretary Ajay Bhalla [ hshso@nic.in ] ,
     told the state representatives that individuals need not declare their Aadhaar, passport
    or driving license when NPR is updated,

Ø  A second senior officer said for the first time ever, India is planning to introduce “self-enumeration” that will allow individuals to register their personal details online  for Census 2021


Ø  The Registrar General of India ( RGI / Rgi.rgi@nic.in ) has told states that the Centre is planning to allow “self-enumeration” through an online procedure for the population enumeration phase – the second phase of the census, the official said on condition of anonymity.


Ø  Self-enumeration has been cleared by the Centre and initial meetings have been held at the State-Level Census Coordination Committees,” the official said.


Ø  The RGI is developing an online application protected through a one-time password that allows individuals to log on the Census website and fill in their details, a third official said. Self-enumeration will not, however, do away with the enumerator.

Job Creation : Not a question of options




Here is what I mean


To create just ONE new job ,

Ø   Steel industry requires Rs 10 lakhs of funds

Ø  Apparel industry requires a mere Rs 4,166  !



That means :


For Rs 10 lakh , you can create 250 jobs in Apparel industry


But then, if you need steel for building infrastructure, you have got to invest whatever funds are needed


And just because it takes less money to create  jobs in Apparel industry, you cannot produce billions of garments and wear 3 shirts at a time !

Significance of Apparel Industry goes beyond its low capital requirement for creating new jobs

To grasp its real importance, read following :

India's textile and apparel exports are expected to touch $ 300 billion by 2024-25, resulting in TRIPLING of the country’s MARKET SHARE globally from 5 % to 15 %


The domestic textile and apparel industry ( including handicrafts ), stood at $ 140 billion in 2018, of which $ 100 billion was domestically consumed and balance exported


The textile and garments industry in India is expected to reach $ 223 billion by 2021


The textiles and apparel industry contributes 2.3 per cent to India’s GDP and accounts for 13 % of industrial production and 12 % of country’s export earnings


It is the second largest employer of the country providing employment to 45 million people at present and this number is expected to rise to 55 million people by end of 2020


India is the largest producer of cotton and jute in the world and the second largest producer of polyester silk and fibre

But then , no matter how low the investment required to create ONE JOB , in a few sectors ( of the organized sector ) , there is no way India can provide gainful employment to 12 million youth entering our work-force, each year


Only answer ( to this problem ) is “ Small establishments “ , each of which gets started by an entrepreneur / owner and then, within a few years , provides jobs to 3 / 5 others

If we want to reduce the average “case disposal time “ from 6 YEARS to 6 MONTHS , we must do better than the Chinese – as follows :


      #        Launch online portal……..www.OnlineJustice.gov.in


          …..having following features / pages / User Interfaces :


#   Who can register a litigation and how ( detailed form to be filled in )


#   What kind of complaints can be filed ( Eg; property / divorce / fraud / loans etc )


#   Time frame of hearings ( based on backlog at that point )


#   Search / Selection of “ empanelled lawyers “ ( with their fees tariff )


#   Method of conducting “ Online Trial “ ( Audio – Video Conference calls )


#   Online payment of Court Fees / Lawyer’s fees


#   Who can “ watch “ the online trial and how ( Video broadcast ) and when


#   Progress Chart as trial proceeds / Upload – Download of documents


#   Court Room allotted ( by software ) to each litigation


     Not being limited by any “ Physical Constraints “ , it will be possible ( for the
     software ), to open as manyVirtual / Online “ Court Rooms as required


     Only limitation will be the Number of available Judges at any given time



     Let none have doubts about the ability of our Start Ups to design / develop and launch
     such a portal within 6 months , whose “ Conceptual Frame Work “ could resemble ,


     On Line Jobs Fair   




     And as far as finding 10,000 Judges to conduct “ Online Trials “ from the comfort of
     their homes ( and without imposing any “ Infrastructure Burden “ on the State –
     except providing them with a fast broadband connection ) , I suggest that we rope in
     retired judges on a “ Per Case Retainer “ basis ( paid into their Jan Dhan accounts )



      There must be a “ Bonus cum Penalty “ formula to govern the payments to the Judges ,
      depending upon the “ Actual Time “ taken to dispose off a given case as against the “
      Target Time “ ( to be computed by Artificial Intelligent Software , based on historical
      data being continuously compiled for all the cases , once the portal gets launched )



      I urge Chief Justice Hon Deepak Misraji to treat this email as a PIL and “ direct “ the
      NDA government to initiate action on this suggestion ( I cannot afford a lawyer ! )



     Your " Activism " in this matter will go a long way to restore the faith of the ordinary
     citizens in the judiciary  !
