If DEPA = Foundation , then SARAL = Superstructure

Ø  The Bank for International Settlements (BIS) has endorsed India’s  Data  Empowerment  Protection  Architecture (  DEPA  ).



BIS said the experience with DEPA suggests that a
consent-based system can operate at scale with low transaction costs.



In DEPA, data subjects – through a
granular data consent system – are expected to control what data they wish to share, with whom and for how long.



Ø  India has shown that this kind of digital public infrastructure allows nations to leapfrog and adopting DEPA, or the account aggregator framework, can tremendously benefit nations in financial, healthcare, skilling and other sectors, it said in a joint paper with think-tank iSPIRT.


Ø  Citizens from those countries that have not been able to benefit from the system in a structured manner will gain with such frameworks, said Siddharth Tiwari, chief representative for Asia and the Pacific at BIS and one of the authors of the paper.



Ø  While speaking about the goal of the paper, co-author Sharad Sharma said it was aimed at making people understand that one can get protection and privacy but can also get innovation of data.

 

He said that traditionally, it has always been one or the other.

Ø   “India's DEPA model attempts to resolve this by offering a solution that ensures

 privacy while at the same time enabling innovation. In addition, it provides a

federated data system resilient to data breaches through which users get a single

 view of their data. This paper explains these concepts in more detail,” Sharma, who

 is also co-founder at iSPIRT Foundation, added.


Ø  The paper has been authored by Tiwari, Sharma, Siddharth Shetty of iSPIRT and Frank Packer, regional adviser, BIS representative office for Asia and the Pacific.



Ø  For developed countries, there are various sectors where the idea of consented data flows is missing in a particular subset, said Rahul Matthan, a partner with law firm Trilegal.



Ø  “Everyone is under the gun as far as data regulations are concerned,” Matthan said. 



“They are reluctant to look to technology for the solution because they're


 nervous that they may not have fundamental privacy principles built


 into them. 


 


In a sense, DEPA with the way it has been constructed based on the


 electronic consent artefact, allows for these solutions.”

      #    Then enable these users to “ Monetize “ their data

   of compensation ) , Rs 30,000 per month – at no cost to the central

The govt's Open Data Policy, which recommends MONETIZATION of DATA, must be encouraged, and the country needs to allow for COMMERCIALIZATION of data, S Gopalkrishnan, told ET


Since the Legal Framework around data is evolving, India must provide LEADERSHIP to balance PRIVATE and PUBLIC interests and spur ECONOMIC ACTIVITY around data, Gopalkrishnan said


While minimally processed data sets shall be made freely available, detailed data sets that have undergone value addition, transformation and qualify for MONETISATION , may be priced appropriately, it said


On large companies being apprehensive about DATA LOCALISATION norms under the Data Protection Bill, Gopalkrishnan said, 

data about Indians belong to Indians and the ECONOMIC BENEFITS from this, MUST accrue to Indians

My Take :

Addressing a press conference in the national capital, urban development minister M. Venkaiah Naidu said that in the future it would be compulsory for cars to provide an adequate parking space certificate.

 

“In future, I also want to share with you that no car or vehicle will be registered without an adequate parking space available certificate.

 I am very keen on this. I am holding discussion with the surface transport minister and also sensitizing the states. We would be moving in that direction,” Naidu.

I strongly urge the Government , not to attempt such knee jerk reactions to the problem of urban transport congestion / vehicle pollution / road safety etc , all of which need to be addressed through other means

 

 

Will such a " directive / order / regulation " , not be unfair to future buyers of cars , when millions of existing car owners are parking their cars on public roads , without any permit ?

 

And why only cars ?

 

 

There are millions of buses / trucks / bikes / rickshaws / taxies etc parked on public roads , all through day and night ! Their owners have no permits ! And these are , their only " means of earnings " !

 

 

Then there are millions of " Un-licensed " carts on the foot paths of all cities , which leave no place for pedestrians to walk !

 

 

Leave aside a place to " park " these carts inside their huts ,  their owners have nothing but a footpath for themselves , to sleep at night !

 

 

Next , will the government come out and say :

 

" If you cannot prove that you have adequate means to support / bring up a child , you cannot bring her to life " ?

 

 

In fact , our constitution promises certain " fundamental rights " to every child born , irrespective of the financial condition of its parents

 

 

I AM NOT SUGGESTING THAT IT IS A FUNDAMENTAL RIGHT OF EVERY " NEW-BORN " CAR THAT THE GOVERNMENT PROVIDE IT WITH A " PARKING SPACE " !

 

 

Would you go so far as to tell the car manufacturers :

 

" Thou shall not sell a car to a person who cannot produce a certificate that he actually possesses , a parking space " ?

 

 

Or , tell Washing Machine manufacturers :

 

" You shall not sell a washing machine to a person , who does not have " Certificate of Adequate Water Supply " ?

 

 

If so , how about telling the doctors in hospitals :

 

"  You will not permit a baby to be born in your hospital , till the would-be parent produces a statement of his bank balance " ?

 

 

 

And prey , who will be that " CERTIFYING AGENCY " ?

 

 

By enacting " Un-implementable " laws , are you not giving rise to corruption ?

 

 

How much would I need to bribe that " CERTIFYING AGENCY " ( no doubt , with new Rs 2,000 note ! ) , to get such a permit ?

 

 

 

And how much more ( by way of monthly " haftas " ) to " IMPLEMENTING AGENCY " ?

 

 

And having obtained a " parking space "  , can I ,

 

 

*  " TRANSFER " it to someone else when I move to another street or town ?

 

*  " SELL " it or " RENT " it , if I sell my car and do not need a parking space ?

 

*  " GIFT " it to a relative / friend ?

 

*  " WILL " it to my children when I die ?

 

*  " INHERIT " it from my grandfather ? ( like " Purush-Dhan " ? )

 

 

 

Dear Shri Venkaiahji ,

 

 

Before rushing in with such a draconian measure , I urge you to upload a online OPINION SURVEY , inviting citizens to tell you whether it will provide a solution or increase corruption

And , which is readily " Accessible " to all of these Agencies , all over the country ( 24 * 365 )

 

Already , every Agency compiles huge dossiers on " Suspects " in its own "

Departmental Database " , which is never shared with other Agencies , leading

to ,

 

>   Huge amount of duplication of efforts / information

 

>   Fractured / scattered profiles of " Suspects "

 

>   Enormous waste of time / resources

 

 

What will help  ?

  

>  Dismantling of individual departmental databases

 

>  Merging of all Agency-wise databases into a SINGLE / UNIQUE database

 

>  All Agencies to enter their findings / data / info into this COMMON database ,

    with nothing preserved on  local computers

 

>  All data-entry FORMS to be ONLINE . No paper forms at all

 

>  All local computers connected to ultra-secure Network ( Encrypted )

 

>  " Access Rights " to individuals , based on Biometric Identification

Govt working on new platform for police to track crimes, criminals

Security and intelligence agencies will soon be provided with a new platform which is technologically advanced, secure and helpful in dealing with new age criminals and anti-social elements, officials said Wednesday.

The new platform will have information about crimes and criminals and can be accessed by police stations and different investigating agencies across the country on real-time basis with the Intelligence Bureau playing the role of the nodal agency.

Union Home Minister Amit Shah on Tuesday took stock of the progress of work on the project at a high-level meeting of the empowered steering group of police technology, a home ministry official said.

National Security Advisor Ajit Doval, Director of Intelligence Bureau Arvinda Kumar and other top officials of security agencies attended the meeting.

In the first phase, 10 users agencies and 21 service providers are being connected with the NATGRID.

The 10 agencies which will be able to access the NATGRID data on real time basis are: Intelligence Bureau (IB), Research & Analysis Wing (R&AW), Central Bureau of Investigation (CBI), Enforcement Directorate (ED), Directorate of Revenue Intelligence (DRI), Financial Intelligence Unit (FIU), Central Board of Direct Taxes (CBDT), Central Board of Excise and Customs (CBEC), Directorate General of Central Excise and Intelligence (DGCEI) and Narcotics Control Bureau (NCB).
