How to Stop the Start Ups



Three examples come to my mind :

*  Delhi Government banned Uber and Ola , because they did not have some
    permission ( or , maybe they were resorting to Surge Pricing - something
    which Airlines have been doing for years with impunity )

*  In Bangalore, the local transport authorities stopped some entrepreneurs
    to start the service of Motorbike Taxies ( Goa has it for decades ! )

*   In Mumbai , local transport authorities stopped APP-based private buses
    which had permits to ferry passengers only from point A to point B , without
    stopping en route to pick up other passengers ( How come school buses
    are permitted to stop every 100 meters to pick up children ? What is the
    big deal ? )


All of these makes me worry about the spirit of  Make In India !

I am not saying that , in the name of encouraging Entrepreneurship , we
should give a free rein to anyone to engage in a service where lives of
 passengers are at stake


All I am saying is :

Frame some minimum simple rules / regulations to govern such services
 
All entrants must comply with these rules

But let innovation and imagination flourish

Don't discourage young person to become " Self Employed "


That was exactly what Shri Nitin Gadkariji did about a year back when , all of a sudden , somebody in Delhi decided that electrically ( battery ) driven rickshaws are not rickshaws !

May be , when Motor Vehicle Act was passed decades ago , no one envisaged a battery driven vehicle !

So , what do we do ?

Instead of amending that Act , just stop the  PROGRESS  ?

But Gadkariji is not only a very practical person , he is also a visionary

So , he told the babus to amend the rules and enabled eco-friendly rickshaws to ply


Dear Transport Commissioners :

I am not asking you to close your eyes , nor to bend the rules

My only request is : Wherever needed , frame new rules - and quickly too

And if required ( based on experimentation ), change rules with time

When it comes to encouraging ENTREPRENEURSHIP / SELF - EMPLOYMENT , I hope you will be the god-fathers of India's youth

Incentivize Housing Societies



Disposal of garbage ( wet and dry ), is a big problem for all Municipalities


In Mumbai , it is a daily 8,000 ton problem


Despite a large fleet of garbage collection trucks and thousands of municipal employees ( including employees of contractors ), streets remain littered and garbage dumps keep overflowing ( when not burning ! )


All kinds of solutions have been attempted in the past to solve this problem, without much success


This is because current perception of the garbage generating households ( and of the office bearers of the housing societies ) , is :

 *  Garbage collection / disposal is Municipality's responsibility


This problem will persist till we succeed in changing this perception to :

"  Garbage disposal is our responsibility "


This change of attitude can be brought about by " incentivizing " the members of the Housing Societies

Here is how :

*  The society where I live ( Marol / Mumbai ) has 200 Members ( flats )

*  Each member pays monthly Municipal Tax of ( approx ) , Rs 600

*  That translates to Rs 1.2 lakh per month ( Rs 14.4 lakh / year )

*  In 5 years , Society pays to Municipality, Rs 72 lakhs

*  Govt / Municipality to make it compulsory for each big society ( size to be
    decided ), to install on its premises :

    #  Methane gas generating plant or Compost Fertilizer plant

         (  to take care of wet / organic garbage )


    #   Water recycling plant ( to filter and reuse water from shower / wash
          basin / kitchen sink for toilet flushing purpose )


    #   A Compacting Press for dry waste ( paper / bags / cartons etc )


*   Towards installation of such plants , Municipality to give a discount of
     25 % to the Society in monthly taxes , for a period of 5 years

     That is a rebate of Rs 150 / month / flat for 5 years

     This would work out to a saving of Rs 18 lakh ( 25 % of Rs 72 lakh )

*   This amount should be sufficient for the Society to invest in these plants
     and for paying wages for persons needed to look after their operations



I believe such a positive incentive will motivate most of the Societies to undertake to install such facilities


As a negative incentive , Govt / Municipality should levy additional surcharge of 25 % on the monthly taxes ( ie raise to Rs 750 / month in our case ) to those societies which fail to implement this scheme within ONE YEAR of notification


It is high time citizens are involved and motivated ( through negative as well as positive incentives ) in keeping their cities clean and its environment pleasant


I am sure such an experiment will find a far better response from the public as compared to the ODD-EVEN scheme of Delhi ( which too will succeed when Delhi-ites find plenty of Public Transport )


Incidentally , Shri Arvind Kejriwal and his team should study ( without sending a delegation abroad ! ), the " Share - a - Bike " taxi scheme ( BIXI )
which has successfully solved the traffic congestion problem in Montreal

Ambiguity is Bad !

Where  ?

*  Health Ministry wants warning images on cigarette packs to cover 85% of the surface , against earlier rule of 40%

*  A Parliamentary Committee had recommended 50 %


Reaction :

*  From friday ( 01 April 2016 ) , all cigarette factories have shut down in protest ,

According to Tobacco Institute of India , this will cause,

   #  Daily revenue loss of Rs 350 Crores

   #  Threatening livelihood of 45.7 million people dependent on the Industry

   #  Increase in trade in illegal cigarettes ( which already causes an annual
       revenue loss of Rs 9,000 cr to the exchequer )


What should Government do ?

 Negotiate with the Industry and reach Agreement , using my suggestion as under :

 Going Up in Smoke ?

Yesterday , Times of India reported :

India's tobacco industry supports 38 million people ( 380 lakhs )

Every year , some 6 million ( 60 lakh ) people die in India thru use of tobacco ( mostly cigarettes )

Of these , some 6 lakh die by inhaling smoke of other cigarette smokers

So what can we do to save these 60 lakh ?

Immediately close down entire tobacco industry ?

And jeopardize the lives of 380 lakh  ?

Obviously , we cannot adopt a mutually exclusive solution !

We must find a solution that , not only saves those 60 lakh but also continue to provide livelihood to 380 lakhs

That cannot be done in one - or even five - years , but it is entirely possible to solve this problem over , 20 years , as follows :

*   Thru appropriate legislation , phase out tobacco industry by 2033

*   Immediately stop expansion of existing units

*   Do not allow new units to come up

*   Place a recruitment freeze in tobacco industry - no fresh hiring at any level

*   No replacement for retiring employees , after 2018

*   Provide incentives to industry to redeploy capital / manpower in alternate industries - especially those industries with large scope for creation of new jobs

*   Give generous tax-breaks to industry to remain profitable , even as they wind-up operations

*   Provide incentives to put up new-industry projects in less industrialized regions

*   Provide incentives for re-training existing workers in new skills in demand by others

*   Subsidize Voluntary Retirement Schemes of industry


This is just a partial list . I am sure , if there is political will , experts will come up with many more viable suggestions

Hint :

If Shri Piyush Goyal can plan on banning all petrol / diesel driven vehicles on roads from 2030 , then banning cigarettes from 2036 , ought to be a " Child's Play " !

No use Fighting !



Entire world produces 280 million tons of plastics , every year

Of this , some 20 million tons finds its way into world's oceans

Rest finds its way into ugly land-fills

A very tiny percentage of this has accumulated at one spot in Pacific Ocean

It is called Great Pacific Garbage Patch , , covering an area , twice the size of United Kingdom ( approx 500,000 Sq Km )

Since most of this is non-degradable , it will continue to float for 50 years

Hundreds of scientists and governments are working for years to find a solution to this problem of cleaning up the ocean by removing floating plastic

But the solution is evading !

Use of current method of skimming will take several decades to clean up the Great Pacific Garbage Patch

But if some method can be found to ,

*  Increase the thickness of the patch to several hundred feet

*  Bind the loosely floating plastic with some glue / resin , to turn it into a
    strong land like mass ( of course , still floating )

*  Build onto this light weight pre-fabricated homes


then ,


it could become a Nation of 126 million inhabitants ( twice the population of UK , since Pacific Garbage Patch is twice the area of UK ) !

Of course , if this method succeeds , 280 million tons can create an entire continent , the size of Europe ! Every year , too !


May be scientist can even find a way to tow it away anywhere  !


For EU threatened with an influx of a million migrants every year , this could be a much cheaper - and humanitarian - way of housing them



Much cheaper than what Elon Musk / Mark Zukerberg / Jeff Bezo etc are spending on Space Missions to locate inhabitable distant Earth-like planets !


Why spend billions of dollars on finding ways to bio-degrade plastics ?


Just find a way to " Re-Use " it for benefit of poor people !


Call it USM ( United States of Migrants ) !
