Extract :

·         The finance minister has asked all government departments to switch over from petrol and diesel to electric vehicles while hiring cars…


·         In recent years, to cut down on manpower and maintenance costs, government departments have opted to lease vehicles….
 

·         ….. and has a lower operating cost, the expenditure department said in a note to other government departments 


·         North Block has issued the circular and also attached  a revamped lease agreement  ……….


·         Government’s own experiment to lease 10,000 electric vehicle from public sector Energy Efficiency Sevices Limited ( EESL ) has not fully taken off


·         In fact a second tender for vehicles from companies such as TATA and Mahindra has not been issued as the manufacturers are yet to complete the first order
 

·         Further, officials pointed out that the charging infrastructure is inadequate with only a few chargers in NITI Aayog and just one point in Udyog Bhavan and a few other government offices 


·         Before cars are leased, a network of chargers will have to be put in place ….

Since Aug 2017 , I have sent 16 e-mails to the Cabinet Ministers / NITI Aayog / EESL etc, urging that,

·          EESL itself should modify its first tender ( for 10,000 Electric Cars ) from  outright “ purchase “ to “ Wet Lease


Main advantages of wet-leasing :


·         Saving of initial capital outlay of Rs 1200 crore ( for 10,000 cars )

Over the next 4 years, EESL plans to replace the entire govt fleet of 500,000 petrol / diesel cars with Electric cars


·         Big saving in operating cost ( Rs / km )


·         No need to worry about setting up Charging Network

    ( - this will happen only if the lease rent is stipulated  in “ Rs / km and not “ Rs /
     month “ . Under such terms , TATA / M&M will rush to set up a wide network of
     charging stations to ensure that their leased cars do not run out of charge and idle  )


·         No worry about driver absenteeism / leave replacement

Amitabh says : Grow Big





In yesterday’s Hindustan Times , Shri Amitabh Kant ( CEO – NITI Aayog ) expressed his personal views in :





Extract :
How can India capitalise on its growth potential ?

·         Achieving size and scale are prerequisites for the economy to be highly competitive and innovation driven.


·         To do this, Indian companies must have the capability to emerge as global champions and penetrate global markets.


·         These companies will also help create the requisite jobs needed for India’s young population


·         Large, formal firms drive income and efficiency. With scale, companies can lower per unit costs and compete in global markets thereby raising their own standards.


·         The prevalence of large firms is a key characteristic of well performing economies and sectors.


·         There are certain good practices that large enterprises imbibe in economies, which is a vital reason why large enterprise in India must expand and broaden.



·         Competition and innovation are critical factors driving growth.


·         For India to reach the next stage in its economic trajectory, the government’s task is to create a supportive, enabling environment for firms to grow and achieve scale.


·         Only by facilitating champion companies can India fulfil its growth potential and move to the next rung in its development

This is necessary as we do not tax venture capital ( VC ) funds . …a serious concern is the decline in seed stage capital by 20 % ……..seed capital is extremely important to nurture entrepreneurial innovation and is often the riskiest investment “



Here is cause for concern :


2017  >  Firms raised Rs 8.6 L*crore thru debt market and Rs 1.6 L* crore from equities


2018  >  Rs 5.1 L*crore thru debt market and Rs 78500 crore from equities





Earlier as the architect of “ Make in India “ initiative and now busy fostering a positive / healthy competition among the States when it comes to “ Ease of Doing Business “ , he has championed many reforms



But “ reforming “ an entire ECONOMY of our country is an ongoing / everlasting ,“ Work in Process “

“…innumerable prospects for Indian dairy entrepreneurs are emerging in the global market and that the   embryo transfer technology   has proved to be "extremely effective for increasing production and improve breed."



20 Embryo Transfer Technology (ETT) centres are being established in the country and
proposals for 19 centres have been approved so far

Speaking at a Start-Up event at San Jose ( California ) on 27th Sept, PM Shri Modi said :


"  When each of the 500 odd towns produce 10 Start-Ups and each of our 600,000 villages produce six small businesses , on a regular basis , we will create an enormous economic momentum and generate a large number of jobs in our country


I want to see the idea and spirit of Start Ups light up the economies and the fortunes of people in rural India  "



Entirely doable . Consider the following suggestion :


·         Chinese biotechnology firm BoyaLife and South Korea's Sooam Biotech , are constructing in China, World's largest animal cloning factory


·         Production will start next year , with an initial capacity for one lakh cattle embryos a year , growing to one million per year


·         Dog , racehorse and COW embryos  will be produced


Obviously , BoyaLife will need to " rent out " cow-wombs , to grow / nurture these embryos


And that is THE OPPORTUNITY , to be seized by our rural Start-Ups  !


By setting up , " Surrogate Cow Farms " of 10 cows each


Then renting out these cow-wombs to BoyaLife , for $ 1,000 per surrogacy ( In city of Anand - Gujarat , human wombs can be rented out for $ 15,000 )


One million cow-wombs will earn these rural Start Ups , $ 1,000 million / year  !


At 10 cows per Start Ups , 100,000 Start Ups will be born  !


Raising our EXPORT earnings by $ 1,000 million  !


And nothing should stop these rural Start Ups from importing embryos of Dogs and Racehorses , and then re-exporting fully grown pets to Europe / America  !


I only hope , some  MORAL POLICEMEN  do not start a controversy by shouting :


"  How can we allow our holy Indian cows , to bear the unholy Chinese cattle embryos in their wombs , when we just banned our surrogate human mothers to carry the embryos of Foreign citizens  ? "


Of course , it is another story that these very same " moralists " have no love lost for the prostitutes who are forced to " rent out " their very human bodies , in order to survive  !


One last request to the concerned Ministers / Secretaries in NDA government :


Please , include these " Surrogate Cow Farms " in your definition of Start Ups in your proposed 


" Start Up Policy Document "


It is another matter that , each and every jobless individual ( not earning a salary from some other individual or organization ) , and struggling to become self-employed , qualifies as a Start Up

How does it work  ?

How well is  “ Poshan Abhiyan “ scheme working  ?

·         The proposed survey’s first report— covering a sample of 100,000 ‘anganwadis’—is expected to come in by March 2019.


·         There are nearly 1.4 m ‘anganwadis’ across the country and all will be surveyed in a phased manner, the persons cited earlier said.


·         This includes checking on the efficacy of the ICDS-CAS dashboard in 57 districts of seven states to monitor data and services delivered by ‘anaganwadi’ centres in real time. 

Currently, there are 9.5 million beneficiaries listed under 120,000 ‘anganwadis’ mapped by the dashboard which was developed in partnership with the Bill and Melinda Gates Foundation and the World Bank. 


·         To facilitate the functioning of this dashboard, over 200,000 smartphones have been procured by the states to aid ‘anganwadis’ in monitoring nutrition levels in children.


·         These phones come uploaded with an application that facilitates real-time data reporting from the grass-root level and is expected to come in handy in drawing a nutrition profile of the country, the sources said. 



How did your suggestion describe this Mobile App  ?

Here is my description of the working of BANMALI ( email dt 29 June 2016 ) :


·         Each NEUTRA-KID bar wrapper will have a bar-code ( till such time inserting RFID sensors become a reality )


·         Bar code will carry all normal instructions + Delivery Destination ( Post Office )


·         Each NEUTRA-KID bar will pass thru a Bar Code Reader on the Assembly Line , before dispatch


·         Info collected thru this reader will get transmitted to the Central Server of concerned Ministries


·         After taking his / her weight and entering in a online Database , hosted on the Central Server of the concerned Ministries, each targeted child will get registered at the nearest Post Office



·         Each registered child will be issued a blue tooth enabled Smart phone, duly pre-installed with a Mobile App called " BANMALI " ( Banish Malnutrition in India ) , in which Child's data / Aadhar No will be entered


·         Every day , the concerned child ( and parent ) will visit the post office to collect the NEUTRA-KID bar


·         Before handing over bar, child will be weighed on a weighing machine and the weight entered in BANMALI


·         The weight record graph will appear on the screen of the PC located at the Post Office ( Blue Tooth )


·         This record will also get transmitted ( of course , automatically ) to the COMMUNITY HEALTH CENTRE where the concerned child is " registered " ( this will be compulsory in order to be eligible for this Scheme )


·         Every time , a child is taken for his/her monthly HEALTH CHECK UP ( also compulsory in order to receive next month's NEUTRA-KID bars ) , concerned doctor will examine the child and enter his findings in BANMALI



·         Doctor will be required to enter medicines prescribed as also , increase / decrease in the QUOTA of NEUTRA- KID bars recommended for the next month




·         All of these data will get relayed to the Central Servers of the concerned Ministries
