With a pinch of Salt ?

With a pinch of Salt ?

Context :

BMC, Israeli co ink pact for state’s first desalination plant  /  TOI  / 29 June 2021

Extract :

How much will this cost to produce 1,000 litres of water ?

My guess :

Ø  Capital Cost……………………….. Rs  1,600 crore

      Running Cost

Ø  Interest @ 15 %...........................................................  Rs   240  Cr

Ø  Depreciation @ 10 %.....................................................  Rs   160  Cr

Ø  Operating Expenses @ 20 % ( Manpower+Electricity+OH )… Rs   320  CR

      TOTAL ……………………………………………………………………………………………….Rs  720  Cr

    Assuming 360 working days ( to round-up ), this works out to……….Rs  2  Cr / day ( = Rs 20,000,000 )

To produce 200 MLD = 200, 000,000 litre per day

    Works out to Rs 20 / 200 litre ( Rs 100 / 1,000 litre, as against Rs 18 / 1000 litre reported in the news !

Where am I goofing up ?

In running / operating cost of a desalination plant, ELECTRIC POWER constitutes 44 %

(  Refer :  The Cost of Desalination  )

In the news report there is no mention that that this Maharashtra plant would use any Renewable ( Solar / Wind / Hydro power )

So, it would draw a huge amount of electric power produced using COAL

How much Air Pollution will that increase ?

Will that project report by the Israeli Company ( expected by May 2022 ) , bring out this ENVIRONMENT IMPACT ?

Now consider this :

             ( Source :   Water from Air ? Or from Sea ?   /  29 Oct 2020 )

Ø  Data shared by Chennai Metrowater Supply and Sewerage Department (CMWSSD) specifies the breakup of the expenditure on various modes of procuring water as in the table below:

Source

Capital Cost per MLD (in Rs)

O & M Cost per MLD (in Rs)

Desalination plants

 15.30 crores

68,000

Surface Water resources

 7.70 crores

6000 – 23,000

Ave of Rs 14,500

Ø  Proposed 100 MLD desalination plant propose by Gujarat will have a Capital Cost = Rs 1000 Cr

             ( source :  A Desperate  Measure ?  /  18 Nov 2018 )

( Remember  : This is for DRINKABLE water as against proposed Maharashtra plant producing un-drinkable water, suited for Industrial use, gardening, and such purposes – as reported in above-mentioned news )

And , at that Capital Cost ( using same set of calculations as above ), per litre production cost at Gujarat plant will be………. Rs 0.10 / litre ( = Rs 100 / 1000 litre – same as for Maha plant )

Dear Shri Gajendra Singh Shekhawatji

(  Minister for Jalshakti  /  minister-jalshakti@gov.in ),

I urge you to,

Ø  Release, a CENTRAL POLICY GUIDELINES for States to set up coast-based Desalination Plants

Ø  Set up a team of SCIENTISTS / TECHNOCRATS to evaluate number of technologies , promising extraction of DRINKABLE WATER from AIR , using no more than Solar Energy ( there is one which can extract water from air even at NIGHT ! )
