Hi Friends,

Even as I launch this today ( my 80th Birthday ), I realize that there is yet so much to say and do. There is just no time to look back, no time to wonder,"Will anyone read these pages?"

Karnataka Just Built My National Employment Grid — and Bagchi Has Named the Missing Half

Karnataka's Yuva Udyoga Setu is the portal I proposed in 2025: post free, upload once, AI matches daily. That half is vindicated. Subroto Bagchi, at the same summit, named the half no portal fixes — ITI graduates on ₹8,000–12,000 against a 2016 floor of ₹19,000–20,000. Matching faster over a floorless market only automates the race to the bottom. Federate it via Udyam, eShram and NCS, and put the wage floor inside the algorithm.

Two stories from the Bengaluru Skill Summit reached me in The Hindu on 5 November 2026, a minute apart. One: Chief Minister D.K. Shivakumar will fold the state's fragmented skilling programmes into a single system — ₹5,000 crore, 30 lakh beneficiaries, seven years — and launched Udyoga Sethu, an AI-powered employment portal where employers post free of charge and matching is automated. Two: Subroto Bagchi, chairing the state's new Vision Group for Skill Development, says India's vocational ecosystem needs an immediate overhaul.

Both stories are about me, though neither knows it. One is my proposal arriving. The other is why it is not enough.

In July 2025 I published a whitepaper for a National Employment Grid: upload a resume once, post a vacancy once, let AI score every pairwise combination daily and alert both sides. Karnataka has built the front half of that. My Bharat Job Alert Mission paper, that same month, asked the Centre for one engine fed by eShram, Udyam, NCS and Skill India. One state has now done for itself what I asked Delhi to do for India.

Bagchi then named the half no portal can fix. From The Hindu's report of 5 November 2026:

What he put on the recordFigure
Karnataka's statutory minimum wage for semi-skilled workers, set in 2016₹19,000–20,000 a month
What an entry-level ITI graduate takes home today, often cash-only through small firms₹8,000–12,000
Wage gap, entry-level worker to general manager: India, against Japan's 1:6"1 to the power of infinity"
Female enrolment in ITIs and polytechnics, against general degree programmesSingle digits, against over 50%

A matching engine has no opinion about wages. It finds the closest match at the prevailing price, faster than any employment exchange ever managed. If a certified fitter's price is ₹9,000 against a floor of ₹19,000, an efficient grid does not raise the ₹9,000 — it multiplies it. That is not a labour market; it is a race to the bottom with better software. I made this point in November 2004, in a note called Entry Level Jobs: millions of graduates, twenty or thirty thousand openings. And Bagchi's own caution stands — funding "will ultimately fail unless society fixes how it values the skilled worker."

So, four suggestions for the Karnataka Skill Development Corporation:

  • Put the wage inside the match. No posting should be matched until it carries a CTC band.
  • Enforce the floor in the filter. Nothing below ₹19,000–20,000 for semi-skilled roles should be displayed, on the principle that a shop cannot advertise an illegal price.
  • Federate, do not duplicate. Expose the engine through APIs to Udyam, eShram and NCS — the integration I have sought since 2003. A Karnataka carpenter's record should be readable in Kerala.
  • Publish ITI and polytechnic enrolment gender-wise, district-wise, quarterly, as I urged in Skilled Girls : Do not keep Dithering. That single-digit figure survives because nobody reports it.

Karnataka has built in months what I have been sketching for years, and I am grateful. But a matching grid over a floorless, cash-paid market only moves the queue faster. Put the wage floor inside the algorithm, and the same software starts lifting people instead of sorting them. That is the grid worth federating.
