Answer :

     Today , each strip / bottle of a medicine carries “ batch number “


    #  For vaccine , each bottle / vial , besides carrying Batch Number , must carry
        UNIQUE bottle number / vial number . Vaccine Manufacturer will record which bottle got
        dispatched to which drug store / when. Data will get automatically transmitted to Govt’s
        Central Server


   #  Pharmacy Stores to maintain Computerized Record of who ( which person ) was sold a
       given “ Vial Number “ . This data will get automatically transmitted to Govt’s Central
       Server


   #  No vial to be sold to anyone unless a Mobile App ( VaccineVend  ? ) clearly displays that
       person’s priority  ( as determined by AI ) , as HIGH / MEDIUM / LOW . No person without
       such Mobile App will be sold the vaccine


   #  Chemist will enter sale-details in customer / buyer’s Mobile App , which will get
       automatically transmitted to Govt’s Central Server

News paper reports speak of your efforts to expedite the supply of Remdesivir , in order to match the huge demand ( which is exceeding the supply ), that is enabling the anti-social elements to corner the limited supply

But it will take some months before the SUPPLY matches / exceeds the DEMAND

Till such time, what can be done ( beyond issuing warnings ), to prevent Black Marketing ?

I envisaged such a “ Shortage Scenario “ in respect of COVAXIN vaccine, which is expected to be launched on 15th Aug

While RFID would be nice to track medicines and vaccines, a relatively simpler barcode system would also work. A unique serial number can be put on every vial and the barcode is scanned at every step of the supply chain i.e. shipping from manufacturer, receipt at distributor, to receipt at the stockist/retailer and finally when the stock is issued by the retailer to the hospital/patient.

The final issuance would require the Aadhaar number of the actual patient and finally a digital signature by the doctor administering the drug or the vaccine.

Since all the scanning devices are connected to the same central system, one would know where every vial’s serial number is in the supply chain.

And such a system must not only be there for delivering the drugs and vaccines but also tracking unused quantities and directing them back to the stockist for issuance to another patient.

In the Remdesivir black marketing case, there was no traceability of whether the patients did not use all that was allocated for them.

The Government should define this end-to-end traceability process and then standardise it, so before a license is granted for manufacturing or importing a critical drug or vaccine prone to shortages, the pharmaceutical manufacturer or importer must demonstrate that such an end-to-end traceability process exists and will be implemented with the supply.


However, times have changed and if the tracking system cost is distributed over a million units or more, it would be well under a rupee per vial. Definitely worth it for all nodes of the supply chain and most definitely the end-consumer.

If we, as a nation, can define and standardise this process as a learning from the Remdsevisir black marketing incidents, we will be in a much better place to avoid the same when the Covid-19 vaccine does come out.

     Aim to turn India’s highways into friction-less “ Conveyor Belts of Commerce “


     Look up conveyor belts in the warehouses of Amazon / Flipkart / UPS / FedEx etc , which carry hundreds of packages per minute – with each package carrying dozens of different items ( can we replace “ packages “ with TRUCKS and “ conveyor belts “ with HIGHWAYS ? )


     Each item within each box , has RFID chip and QR code ( interlinked )


     Sensors placed along the conveyor belt “ reads “ each package and each item inside each package . No need to stop the flow of the packages


     E-way Bill too , will have all the QR Codes / RFID data , of each item loaded onto the truck ( Price / Origin City / Destination City / Supplier with GSTN registration number / Recipient with his GSTN registration number / GST – ISGST – SGST amount for each item / Date of Dispatch / Validity of E Way Bill etc )


     Just like today’s Mobile Apps of UPS / FedEx enable online tracking of each package and of individual items within each package , that “ high technology interface “ being proposed by the Government should incorporate the following technologies :

 #   QR code / RFID chip /  GPS based NaviC  /  Internet ofVehicles ( IoV )

Here is YOUR opportunity to lead the way ( - in this case , the HIGHWAY ! )


There is no technical reason why Software Super Power India , cannot lead the world in ,

“ Ease of Doing Business “


If you guarantee the business / industry that “ NO INSPECTOR “ will stop the truck along its journey , they will willingly implement ANY / ALL technologies to serve the purpose of E Way Bill


Remember , all corruption starts by permitting HUMANS to “ interpret “ whether a given process was “ correct / incorrect “ as prescribed – and collect their “ hafta “ for offering to interpret it in favour of the Business / Industry , violating the process !


By implementing my suggestion  Internet of Vehicles , technology will SHUT DOWN the truck engine , upon detection of a violation !


And automatically unlock the engine when the violation gets corrected by EDITING the E-Way Bill , on GSTN web site !

It is about time




Over the past few years, I have argued :


Ø  “ E Commerce “ is , more or less , the same as “ Good Old Commerce “, where some elements of commercial transactions ( eg; Disply / Ordering / Payments / Sale etc ) ,have gone  “ Online “ instead of remaining “ Offline / Across the Counter “


Ø  With each passing day , more and more commercial transactions are going “Online “



Ø  One day soon, everything will get sold “ Onlne “ / delivered “ Offline “


Ø  There is even a distinct possibility that a few things may get “ Delivered Online “ ( - and, I was not talking of “ Services “ but online delivery of “ Physical Goods “ masquerading as “ software “ )

How long will it take our Law-makers to come up with an amendment to our Drug and Cosmetics Act (1940) to regulate any Indian to 3D printing of customized drugs at home  ?

It is heartening that Indian Authorities have finally realized the possibility of the above-mentioned scenario , as evident from following news report :

India has proposed imposing customs duties on computer-aided design, or CAD, files, which are necessary for 3D printing, while pitching its case for countries to be able to tax electronic transmissions. Electronic transmissions are at present immune from taxation in the World Trade Organization (WTO) under a moratorium.


If the moratorium continues, India argued at the WTO, foreign firms will be able to export any software duty-free to developing countries to 3D print products that they currently manufacture


“An important policy instrument available for this purpose would be to impose customs duties on CAD files necessary for 3D printing,” India said at WTO’s General Council meeting earlier this week.


Rejecting their proposal, which is based on an OECD study of last year, India said: “We do not agree with the OECD assessment that technologies such as 3D printing are unlikely to have far-reaching implications on trade in the near term.



” IF CURRENT GROWTH OF INVESTMENTS IN 3D PRINTING CONTINUES, 50% OF THE MANUFACTURED GOODS WILL BE ‘PRINTED’ IN 2060 AND IF INVESTMENTS IN 3D PRINTING DOUBLES, THIS TARGET WILL BE ACHIEVED IN 2040, INDIA SAID, CITING STUDIES.


This will wipe out almost 40% of cross-border physical global trade,” it said.


New Delhi also said not all software would fall within the scope of the moratorium as some of them could be delivery of services through Mode 1 or cross-border supply.


It also emphasised that removal of the moratorium does not mean countries will necessarily impose customs duties across the board

Then again, how about looking upon this THREAT as an OPPORTUNITY ?


An American software engineer designing / coding a CAD software for 3D printing of industrial components, would cost approx. $ 120,000 / year ( $ 60 / hour )


AS against this, an Indian software engineer would earn Rs 70,000 pm ( $ 1,000 pm ) , which would work out to $ 5 / hour [ less than one tenth the USA cost ]
