Procuring Technology for “ Recycling of Plastics “

Dear Shri Harsh Shringlaji

( Foreign Secretary – psfs@mea.gov.in )

Congratulations for setting up KRA ( Key Result Areas ) for our Ambassadors in various countries ( especially, in relation to “ procuring high technology “ ) , as reported below :

Indian envoys and mission officers to be judged on 3Ts  /  Hindustan Times  /  04 Feb 2022

Extract :

Ø  Foreign secretary Harsh Shringla has written to all mission heads that Indian embassies will function as a team and all officers will be judged on parameters of enhancement of trade, procurement of technology and selling India as a tourism destination.

Ø  On August 6, 2021, PM Modi has addressed the heads of missions virtually with the focus on enhancing Indian exports, procuring high end technology for India, and promoting India as a global tourism destination.

MY TAKE :

Technologies that can help us solve our myriad problems, are under development ( or already available commercially ), all over the World.

It is very likely that some of these news might escape your attention. In turn, you may not be able to alert our ambassadors to inquire / evaluate these for possible “ acquisition “ by India ( by Indian PSUs / Private Sector Firms / Research Labs etc )

As a citizen, I believe it is my duty to bring to your notice, such technology-related news whenever I come across one

Here is one :

[ A]   Background

Plastic Packaging Materials are one of the biggest polluters of environment (

         Air - Water – Land )

Some types of plastics take hundreds of years to decompose. There is

urgent need for re-cycling of plastics and for re-using to substitute

         construction materials

India's Plastic Waste Generation More Than Doubled In 5 Years: Centre  /

         NDTV / 06 Dec 2021

         Extract :

Ø  Responding to a query raised in the Lower House of Parliament, Minister of

State for Environment Ashwini Choubey said that more than 34 lakh tons of

plastic waste was generated in 2019-20 and 30.59 lakh tons in 2018-19.

Ø  According to data shared by the minister, in the last five years, the quantity of

plastic waste in the country has more than doubled, as the country produced

15.89 lakh tons of plastic waste in 2015-16.

Environment Ministry notifies guidelines on EPR for plastic packaging   /  HINDU  /  18 Feb 2022

Ø  With respect to plastic packaging, the EPR covers reuse, recycling, use of recycled plastic content and end  of life disposal by producers, importers and brand-owners

Ø  “The guidelines not only provide a framework to strengthen the circular economy

of plastic packaging waste, but also promote development of new alternatives to

plastics. They provide a roadmap for businesses to move towards sustainable

plastic packaging,” Mr. Yadav said in the tweet.

[ B ]  Technology ( brief description ) :

          #  Convert all types of plastic waste into 16” x 8 “ x 8 “ Plastic Blocks ( 10

Kg weight ) through a  compression process

          #  No need for any additives / glue

         #   Won’t crack or crumble like standard concrete blocks

         #   Zero waste process – 1 ton of plastic makes 1 ton of ByBlock

         #   No specialized labour required

   BYBLOCKS ARE IDEAL FOR

        #   Retaining walls

        #   Sound walls

        #   Sheds

        #   Privacy fencing

        #   Terracing and landscaping

        #   Accent walls

If this technology can produce blocks with sufficient compressive strength for use

in Highway Construction, then converting all 34 lakh tons of Plastic Waste can

 give enough blocks to construct 61,818 KM of 4 lane ( 45 M wide ) highways (

Shri Nitin Gadkariji may want to confirm this with technology developer )

Procuring Technology for “ Printed Solar Film “

It is in this context that foreign secretary Shringla reminded all the mission heads last week that annual assessment for all officers in the embassy will be largely done on their performance on 3Ts including the ambassador himself.

Each officer apparently will have to self-assess herself or himself on their performance regarding 3Ts and then set up targets for next years

[ A ]  Technology ( brief description ) :

The University of Newcastle renewable energy tech - which is,

#  ultra light-weight,

#  ultra flexible,

#  recyclable and

#  cheap to manufacture,

The material, similar in thickness and appearance to a chip packet, is manufactured using conventional printers.

This technology will really disrupt and revitalise the contracting print industry.

Printed solar is cheap to manufacture, at a production cost of less than $10 per square metre and rapid to produce, with commercial scale equipment capable of producing kilometres of material a day.

With over 99 per cent of the panels consisting of PET, the material can be recycled - a distinct advantage over traditional silicon panels.

Imagine a world where everyone has access to electricity, and where every surface can generate clean, low cost, sustainable energy from the sun. That’s a world I want to live in,” said Professor Dastoor.

When painted across a roof, the cells produce enough electricity to power a household.

Topmost Candidate for PLI ?............... ( 19 Jan 2022 )

Extract

Our installed capacity of Roof Top Solar was a meagre is 6.0 GW By Oct  2021

Our target is to achieve 40  GW by the current year ( 2022 )

Obviously an impossible task, with just 11 months left to install 34 GW

( NOTE :

Ø  India’s currentInstalled Manufacturing Capacity “ for PV Solar panel / module, is a meagre 2.8 GW per year – and this depends upon a large number of components imported from China

Ø  Adopting “ Printed Solar Film “ technology will enable us to ramp up to 20 GW / year – without any imports !
