CCTV Footage Random Checking ?

 


 

I suppose High Court meant : Is a given CCTV  " live "  or plain  " dead "  ?

Context :

Will ask for footage from police stations to see if CCTVs working: Bombay HC /  IE  /  16 March 2022

Extract :

 

The Maharashtra government had told the court that there are 1,089 police stations in the state and so far, 6,092 cameras had been installed in 547 of them.

 

The Bombay High Court on Tuesday said it will seek CCTV camera footage from random police stations in Maharashtra to ascertain whether they have been repaired within stipulated time and are operational.


 

MY  TAKE :

To find out whether a particular CCTV camera is “ ON “ or “ OFF “, is technically very easy and there seems to be no need for HC to demand “ random footage “ . Readily available simple software will tell that to HC

What is of far greater importance is :

What did any particular CCTV camera capture ? Did it capture a footage which clearly / unambiguously establish “ Human Rights “ violation ? ( a third degree treatment of person being interrogated ? )

Is it possible for hundreds of officers to go through millions of hours of CCTV footage MANUALLY to come such a conclusion ?

Government creates policy advocacy arm for transition to clean energy sources /  BL  / 11 Mar 2022

Extract :

The government has set up a society under the Ministry of Power which will act

 as the top policy advocacy arm for the power and allied sectors and will assist

 states and businesses with cutting edge research as well as help create solutions

 and processes for India’s energy transition journey.


The Power and New & Renewable Energy Minister RK Singh is the Chair of the

 society. Former Power Secretary Sanjiv Nandan Sahai has been appointed as the

Director General by a search-cum-selection committee.


The Power Foundation aims to be the foremost policy advocacy body, which

 would engage in national dialogues on power and allied sectors, providing,

#  Authoritative analysis,

#  Data,

#  Policy Recommendations and

#  Real world solutions

-       to help states provide secure and sustainable energy for all and to create smooth pathways for India’s energy transition,” said the Power Ministry.


It also aims to

#  Undertake pioneering efforts in commissioning independent and evidence-

    based research studies, through credible institutions, on various aspects

    concerning energy transition in the power sector, and subsequently

   

#  Disseminate the gathered information through appropriate communication

    channels for creating awareness of the identified stakeholders

Congratulations on formation of The Power Foundation, whose foremost task seems to be :


POLICY RECOMMENDATION


What POLICY can / will ensure that we achieve 500 GW of Renewable by 2030 ,

 from current  “ Installed Solar Capacity “ of 50 GW ?


That works out to adding 50 GW of Solar PER YEAR for the next 9 years ( year

 after year )


There is only ONE POLICY that can help us achieve that MIRACLE, as suggested

 in my following e-mail :


Sun : Our Soul ( A New SOS ) ………………………. [ 02 Jan 2017 ]


Extract :

Ø  With roof-top based solar plants , we don't need to distribute power over

    long distances , using nation-wide distribution network. We produce / store /

    consume power in same place


Ø  A roof top solar installation can be done in a matter of hours, providing

    employment to lakhs of Installation Technicians, employed by thousands of

    MSME engaged in such work


Ø         Many more lakhs will find jobs in companies engaged in manufacture of allied

           electrical /  electronic / storage batteries etc


Ø         These local MSME manufacturers / installers , will aggressively compete and

           provide quick / efficient , after-sales service

 

 

 IMAGINE FOLLOWING SCENARIO :

 

     *  Government declares units belonging to " Solar Power ( Panel Mfr / Power

         Production & Distribution /  Ancillary Mfr  ) " as  a "  SOS " Industry

     

     *   Units will need to register as such with Department of Company Affairs (

          DIPP )

  

     *  Units will be exempt  from paying Corporate Income Tax for 10 years , on

         whatever income they earn ( only those starting operations latest by 31

         March 2018 )

 

   *   No questions will be asked as to the " source " of funds invested in the

        shares of such units ( a kind  of Temporary Amnesty Scheme - 01 April

        2017  till 31 March 2018 – to channelize BLACK MONEY into creation of

        PRODUCTIVE  / NON-POLUTING assets )

 

   *  Units cannot engage in any other Industrial / Commercial / Financial activities

 

   *  Units cannot declare any dividends to share-holders for 10 years

  

     With this kind of  INCENTIVE WINDOW ( to convert BLACK into WHITE ) ,

      expect

 

     *  Hundreds of SOS Units to spring up before 31 March 2018

 

     *  They will have ZERO cost as far as servicing of EQUITY is concerned ! No

         dividends !

 

     *  They will not need to borrow funds from banks and pay interest ( no danger

         of NPA ! )

 

     *  They will say : 

        We are not in the business of " manufacturing of panels " but we are in the

        business of " Delivering electric power to homes / businesses "

       

 

  *  They will compete with each other fiercely and ( as it is already happening in

      USA ) , start offering roof top installations, absolutely FREE, and selling the

     generated power at 20 paise / Kwh, for 10 year purchase  agreement and with

      a 5 % tariff reduction per year !

 

 JUST IMAGINE

  

*  How much, our LOW ENERGY COST ECONOMY can make us ,

    INTERNATIONALLY COMPETITIVE !

   

*  The rise in GDP !

  

*  The possibility of being able to export our surplus power to neighbouring

    countries

 

 *  Being able to replace 6 million petrol / diesel vehicles with EVs by 2020 , due

     to easily available charging stations on every street corner

 

    

*  Reduction in pollution by shutting down of hundreds of existing fossil fuel based

    power plants , whose utilization will drop below 10 % by 2022 ( as against

   National Electricity Plan expectation of 48 % , and a un-viability threshold of 55

    % )

Dear Sisodiaji : Here is Stubble Pollution Solution

 


Last evening, while interviewing you on NDTV, Pronoy Roy asked you :


“ So far you have been complaining about air pollution that people of Delhi suffer due to farmers in Punjab burning stubble ( crop residue ). Now that you will govern Punjab, how do you plan to stop stubble burning ? “


Your politically correct answer was :

  We will think about it. We will find a satisfactory solution “

 

Dear Sisodiaji :


Following is that “ satisfactory solution “ costing less than Rs 600 crores ( a tiny fraction of your poll promises )


And you can easily implement it in 3 months !


More than 4 years ago, I sent following e-mail to all Cabinet Ministers / State Chief Ministers :

Ø  Smog in Brain ?..................... [ 10 Nov 2017 ]


Where I suggested :

 

             #   About 3 million acres are cultivated for paddy in Punjab and 20

                  million tonnes of stubble are generated every year

 

             #   Harvesters skim from the top and leave 80 % of the paddy plant – 6” to

                  8” long – on the field

 

          #    Since farmers need to sow wheat within a fortnight of harvesting paddy,

                they burn the straw , or paraali , to save time, labour and money

 

          #   As per Manjeet Singh Makkar ( Head , Farm Machinery and Power

               Engineering Department , Punjab Agricultural University ) , following are

               three solutions :

               

         #  Straw Chopper – cum- Spreader

         This machine chops the stubble and mixes it in the soil either with the help

         of water or a rotavator


         #   Straw Management System and a “ Happy Seeder “

        It cuts the straw into small pieces and scatters it evenly. Next, a Happy

        Seeder mounted on a tractor can be used to sow Wheat and put the cut

        straw over the area as mulch, which improves soil fertility

        The two machines cost Rs 1.25 lakhs

        

        #   A Baler , which bales the straw .

       These can be used in power plants or card-board factories

 

       “ Given a choice between a box of match-sticks and machinery worth Rs 2

         lakhs , what will you choose ? “, asked Billa Singh , a farmer in Phagwara

 

        

        Now consider this :

 

·              Between harvesting paddy and sowing wheat, there is a 15 day window

·              One pair of machines ( described above ) can work 6 / 7 acres/day

    ·         That is 100 acres in 15 days ( with one pair )

    ·         Paddy Stalk needs to be removed from 30 lakh acres, in 15 days

    ·         That means , Punjab needs 30,000 pairs of machines ( for 15 days )

    ·         One pair costs Rs 2 lakhs

 

·             So , 30,000 pairs will cost Rs 60,000 lakhs ( Rs 600 crores )


·             In Maharashtra , nearly 80 lakh farmers will get farm-loan waiver

              amounting to Rs 34,000 crores


·             In UP , 12 lakh farmers got farm-loan waiver of Rs 36,000 crore

 

·            Who can believe that Shri Amrinder Singhji ( CM – Punjab ) cannot find Rs

             600 crore to create a FARM HELP SPV , which will own those 30,000

             machines and let farmers rent out @ Rs 10 / day ?

   

            And , through this method ( # 1 above ) , can we assure the farmers

            that their,


·           #   soil will become more FERTILE

 

·           #  YIELD will go up by 100 %

 

·           #  Income will rise dramatically ,

 

     as the farmers of Maharashtra are discovering , using SRT farming

     method developed by Chandrashekar      Bhadsavle ?
