Congratulations, TATA

 


 

Context :

Tatas to upgrade 225 Gujarat Industrial Training Institutes   /  TOI – 24 Dec 2020

 

Extract :

 

Ø  Tata Group has proposed a fresh big-ticket investment in the State – of over Rs 7000 crore to upgrade Industrial Training Institutes ( it is ) . The move is expected to bridge the demand-supply gap in terms of trained blue-collar workers
TATA group has proposed the Public-Private Partnership ( PPP ) model to upgrade the 225 IITs

Ø  The Group has already tied up with the Gujarat Government for setting up and operating Indian Institute of Skills ( IIS )

Ø  Except for the admission process, TATA group will manage all aspects of functioning of the it is for five years

Ø  Ownership rights of the Institutes will however remain with the State

Ø  TATA group has proposed an investment of Rs 34 crore for each ITI and the total upgrade cost will be about Rs 7650 crore. TATA group will bear 80 % of the cost, while the government will take care of the rest

There can be no greater example of Corporate Social Responsibility ( CSR ) than this !

I urge,

Ø   All large Companies in the Organized Sector to emulate the example set by TATA group

Suggestion :

What NSDC might want to seriously consider is to request India’s reputed Corporate (Tata / Mahindra / L&T / Birla etc) to start 10,000 skill development centers , in their own interest.

Also, how about handing over the management of thousands of existing ITI (Industrial Training Institutes) run by the State Governments, to these corporate?

In Aug 2013 , India’s Finance Minister announced a scheme called ,

 

“ National Skills Certification and Monetary Reward Scheme “

 

Here are the highlights of the scheme :

 

Ø   To impart skills to 500 million youth by 2022 ( i.e. 50 million / year )

 

Ø  Of these,

 

·         Private Sector to train 150 million

 

·         18 Central Ministries to train 350 million

 

Ø  Scheme will provide employment as well as post-placement hand-holding for

    1-2 years

A Ticking Time-Bomb ?..................................[ 08 Feb 2014 ]

Ø  UPA-2 Government is trying to fool us by saying NSDC ( National Skills

      Development Corporation ) will train 500 million youth in next 5 years !

Ø  On the other hand, there is NO incentive to Private Sector Industries , to

      come forward to invest in training these 500 million - something that

      would require an investment of Rs 250 Million Million

Ø  Private Sector has, required Money / Expertise / Organizational setup

      to impart such training

Ø  But that money is in the form of BLACK MONEY  !

Ø  So, what is the ANSWER ?

Ø  Introduce a AMNESTY SCHEME , under which no questions will be asked

      as to the source of funds ( ie Black Money ) , if these are invested by

      the Private Sector in training of India's Youth , in prescribed Skills

Make in India is Skill-ing India……………………………[ 17 July 2015 ]

Extract :

 

An intake of barely 140 students per ITI per year !

 

But Skill India program is talking of imparting skills to some 60 million youth every year , for the next 7 years  !

  

That would require some 4,40,000 ITIs , altogether  !

  

Now , assuming that setting up a full-fledged ITI , would require an investment of Rs 1 Crore , we are talking of a fund of Rs 4.4 lakh*crores  !

  

Governments ( Central + States ) don't have that kind of money

 

Nor will banks lend that kind of money to anyone to set up an ITI , without assurance of adequate returns ! Banks are already bleeding with NPAs amounting to Rs 4 lakh*crores and begging the Central Government for re-capitalization  !

 

There are two sources from where this kind of money can come from

 

 These are :

 

>   100 % FDI in ITIs

 

>   Black Money Channelizing in ITIs

 

 To encourage Black Money to flow into this most productive and beneficial use, we must come out with an Amnesty Scheme for such investments thru SPVs.

  

And, whether the investment came through 100 % FDI or thru Amnesty Scheme, the income from operating an ITI , should be made tax-free for 20 years

  

Nothing short of an " Out of Box " thinking will help  !

Whom to Train ? How to Train ?.............................[ 02 Mar 2016 ]

In India , we have :

 

*   4300   Degree level Engineering Colleges

 

*     700   Diploma level Engineering Colleges

 

All of these colleges have WORKSHOPS equipped with different types of machines needed for " Skills Training "

  

These ASSETS are used / occupied only for a maximum of 8 hours ( daytime ) and remain idle for 16 hours

 

Through a partnership with these colleges, NITI Aayog should consider using these UNDER-UTILIZED assets for imparting skills to those who need

 

Such an arrangement will :

 

*  Enable NITI Aayog to accelerate this program, without a long mobilization time

 

Save thousands of crores of rupees in constructing new buildings / buying new machines

 

*  Boost " Make in India " initiative by making available skilled manpower at short notice

 

*  Increase ASSET UTILIZATION of scarce resources

 

*  Foster INDUSTRY - EDUCATION INSTITUTES cooperation through closer interaction

 

*  Enable College Faculty involved to earn extra income through charging PLACEMENT FEES to industry

For incorporating in her next Central Budget, Smt Sitharamanji has invited from you, suggestions for reviving the Economy. In view of the setback suffered by our economy due to Covid pandemic / lockdown, you cannot be blamed if your suggestions are for short-term measures for a quick recovery


But, the only way we can partially insulate our economy from such future natural disasters is by imparting skills to  millions of our youth which will enable them to become SELF EMPLOYED


Only way we can impart such SKILLS to 60-70 million youth EVERY YEAR, is through active / aggressive participation of PRIVATE SECTOR COMPANIES, as demonstrated by the TATA GROUP


Learning from TATA group initiative, I urge you to draw up a FORMAL / STRUCTURED / CORPORATE – FUNDED / CSR based scheme ( Skills for Self Employment ? ), and submit to the Finance Minister for incorporation in her Budget
