Gadkariji : From a Vision to a Mission

 


 

Context :

India will become 'toll plaza free' in next two years: Nitin Gadkari    /  BS – 18 Dec 2020

Extract :

Ø  Union Minister of Road Transport & Highways Nitin Gadkari on Thursday said the use of GPS-based (Global Positioning System) toll collection will ensure India becomes “toll plaza free” in the next two years. He also said this would help the exchequer earn Rs 1.34 trillion in the next five years.

Ø  The central government has finalised GPS-based toll collection to ensure seamless movement of vehicles across the country. At an industry event, the minister said the toll amount will be deducted directly from the bank account based on the movement of vehicles.

Ø  As of today, all commercial vehicles come with vehicle tracking systems. He said the government will come up with a plan to install GPS technology in old vehicles.

Ø  The toll collection may reach Rs 34,000 crore by March 2021 and by using GPS for toll collection, the income in next five years will be Rs 1.34 trillion ( Rs 134,000 crore ) , he said.

Ø  The use of technology will mean that there won’t be leakages in collection of the levy and the money transfer can happen in a transparent manner.

Ø  To enable seamless toll collection at the plazas, the government introduced RFID (radio frequency identification) tags.

Ø  According to an official statement by the National Highways Authority of India (NHAI), RFID-enabled FASTags contribute nearly three-fourth of the total toll collection (till November).

Ø  The daily collection stood at Rs 92 crore ie: Rs 33,580 cr / year ( compared to Rs 70 crore a year ago )

Ø  The government rolled out FASTag-based electronic toll collection mechanism from December 15, 2019, across all toll plazas of the NHAI.

Ø  In the second phase, private vehicles can also be brought under this ambit. An NHAI official said this system will also ensure that the users pay only for the distance covered.

MY TAKE :

Thank you, Shri Gadkariji,

For leveraging CONVERGENCE of following Technologies to eliminate Toll Plazas and waiting time :

#   GPS satellites linked with Google Map ( Toll-bound Highways vs Toll-Free roads )

#   Vehicle Tracking / positioning for exact distance travelled on a Toll-bound highways

#   Prepaid RFID Sensors linked with Bank Account / Vehicle Registration Number

By implementing this, you expect to earn Rs 1.34 trillion ( Rs 134,000 crore ) in 5 years

But, how about,

 
#   earning ten times, at Rs 13.4 trillion each year , by 2025 ?, and

#   reducing vehicular pollution by 50 %, and

#   saving 3 lakh lives ( lost each year due to air pollution )


Let there be no doubt that the convergence described above can enable a NaVIC satellite ,

Ø  Reading “ vehicle data “  which is hard-coded into factory-installed sensors ( see TABLE below )

Ø  Instantaneously / continuously / dynamically, compute each vehicle’s HARM QUOTIENT

Ø  Automatically – and 24x7 – deduct a TRANS-TAX from prepaid RFID ( substituting road tax / toll etc ) from linked bank account

Dear Shri Gadkariji,

I believe our current vehicle population is about 250 million. Of this, may be no more than 10 % ( 25 million ) vehicles could be running on highways on any given day and paying Toll Tax – and only for ( say ) 3-4 hours while it is on the highway

As against this imagine,

#  all 250 million vehicles paying TRANS-TAX, no matter running on highways or anywhere / running or parked

#  all of 24 hours of 365 days ( and nights too ! )

#  all deductions / debiting to be from pre-paid RFID , without any HUMAN INTERVENTION !

All that is needed to implement my suggestion is to challenge our Scientists / Technocrats / Software geeks

I believe DESTINY has scripted that YOU are the chosen one to issue this challenge !
