Context :
Govt to launch new quarterly jobs survey from March
2021
/ 21NewsTV – 28 Dec
Extract :
The federal government will launch a new quarterly employment survey from March next year that can amalgamate two current surveys; the Quarterly Employment Survey (QES) and the Space Body Institution Survey (AFES).
A extra expansive model of the prevailing
enumeration workout routines, the brand new survey is prone to be christened
the All India Quarterly
Base Institution Survey (AIQBES),
and is geared toward plugging the evaluation gaps in understanding the real
employment situation within the nation.
A senior labour bureau official, who will lead the efforts,
mentioned current surveys had a restricted scope in that they solely covered just a few formal sector institutions
and had been restricted to covering those who employed greater than 10 individuals.
In contrast, the brand new survey seeks to
incorporate informal
establishments, cover those with less than 10 workers, and impact a 10-fold improve in
sample size
“The federal government thought it prudent to scale up the sample
size so that a complete employment survey is carried out and which displays the
right image of
employment within the nation,” mentioned D P S Negi, chief labour commissioner.
The Quarterly Employment Survey was halted in
2017 when the National
Statistical Office launched the primary Periodic Labour Power Survey.
Nonetheless, the S P Mookherjee-led knowledgeable group roped in to launch the AIQBES,
is known to have argued that a quarterly, establishment-based survey, fairly
than an annual, family survey can be more practical in ascertaining the
employment and unemployment scenario within the nation.

Dear Shri Negiji,
Without doubt this proposed AIQBES will be an
improvement over the past QES ( halted in 2017 )
But still, it will have following limitations :
Ø Even
with a much bigger SAMPLE SIZE , results may not reflect “ right image of
employment “ within the nation , considering that we have 65 million MSME
employing 130 million persons ( ave of 2 / unit ) . It is impossible to cover
all of these MANUALLY
Ø Even
among the large organized sector units, it may not be possible to cover even 10
% of these MANUALLY
Ø If
the enumerators were to use paper forms for compiling data , that would require
a huge amount of data to be digitized through manual input – taking months
Ø By
the time survey results get published , ( usually 3 / 4 quarters after the
exercise ), the results would be only “ historic / obsolete “ – not of much use
for taking quick remedial actions
Ø Manual
survey would require employing thousands of persons ( needing training )
Ø I would urge you to go through my following earlier e mails on the subject and consider gradual implementation of :
Ø From BAD to MAD …………………………….[ 01 June 2016 ]
Ø MAD goes to
Mandi ……………………………[ 02 Jan 2020 ]
