Modi kicks off novel housing projects in six cities  /  Business Journal – 02 Jan 2020

Extract :

Laying the foundation stone for six projects under the Global Housing Technology Challenge-India being taken up in six States, Prime Minister Narendra Modi said these will give a “new direction to housing construction.”

The projects involve building 1,000 houses – light houses – in each city using modern technology for cost effectiveness and speed of construction. They are being constructed at Indore, Rajkot, Chennai, Ranchi, Agartala and Lucknow.

Each project will serve as incubation centre, he said, urging architects, planners, engineers and students to visit these projects.

He expressed happiness on the active participation of more than 50 innovative construction companies from around the world.

Talking about new technologies being adopted for the six Light House Projects, he said that

Ø  The project in Indore will not have brick and mortar walls, instead they will use the prefabricated sandwich panel system.

Ø  The light houses in Rajkot will be built using French technology and have monolithic concrete construction technology using tunnel and the house will be more capable of withstanding disasters

Ø  In Chennai, US and Finland technologies will use the precast concrete system, which will construct the house faster and cheaper.

Ø  In Ranchi, houses will be built using Germany’s 3D construction system. Each room will be made separately and then the entire structure will be put together.

During the event, he also released a certificate course on innovative construction technologies named ‘’NAVARITIH’’ (New, Affordable, Validated, Research Innovation Technologies for Indian Housing) and a compendium of 54 innovative housing construction technologies identified through GHTC-India.

The Light House Projects (LHPs) showcase the best of new-age alternative global technologies, materials and processes in the construction sector for the first time

Talking about its benefits for the middle classes, Modi said they are getting rebates on home loan interest. The Prime Minister also recounted the measures taken recently to help the real estate sector.

Measures like

Ø  reduction of tax on cheap houses from 8 to 1 percent,

Ø  GST reduction from 12 to 5 per cent,

Ø  recognising the sector as infrastructure for making it eligible for cheap loans,

have taken country’s ranking for construction permit from 185 to 27, he said, adding that procedure for construction permissions have been taken online in more than 2,000 towns.

He also said that more than two crore housing units have been constructed in rural India and effort will be on to accelerate the speed of rural housing this year.

It is very heartening that the Global Housing Technology Challenge that you launched nearly 3 YEARS ago ( Feb 2018 ), is finally getting translated into a concrete / quantified / time-bound, action on the ground


I am presuming that the BUILDING SPECIFICATIONS ( such as, Plinth Area / Total Building Area / No of Stories / Materials of Constructions with their load-bearing capacities / Floor Heights / Services running through the walls etc ), will be IDENTICAL for all participating companies


Only through strict compliance with such STANDARD SPECIFICATIONS, can COST / SQ FT and TIME TAKEN for constructing each house, can be compared ( Apple for Apple )

 

That alone will enable you to RANK the different technologies used by different companies


I urge you to entrust this task (of monitoring adhering to the Specifications / time taken ) to a third party CONSULTING FIRM of international repute


The role / scope of work for such a third party AUDITOR should be clearly publicized on the web site of your Ministry.


The RANKING FORMULA and the actual findings (for each city ) should also be publicized on your web site


During the launch of Light House project, Shri Modiji invited architects, planners, engineers and students to visit these projects.


Shri Modiji’s suggestion is unique, as far as exploiting this project as a life-time “ learning opportunity “ is concerned


But, in India, we have some 3179 Civil engineering colleges, admitting each year, close to 6 lakh students


Hence the number of Civil Engineering students / employed civil engineers / civil engineering lecturers-professors / architects / Structural engineers / Interior designers / skilled civil workers ( masons-carpenters – electricians – plumbers – brick layers etc ), could easily run into millions


Here is a method to “ remotely train “ these millions of construction professionals, in NEW construction technologies, WITHOUT visiting those sites :


Ø  Construction companies ( Foreign Technology donor + Indian Partner Company ), to deploy 8 / 10 drones ( in each of the 3 shifts of 8 hours each ) to “ Live Stream “ the videos of actual construction taking place, at each site.

 

Ø  These VIDEOS to be made visible to the entire world in real-time basis, as currently being done for TESLA’s Giga-factories under construction at Austin and Berlin ( Note : Partnering by some Indian Construction company at each city location , should be made mandatory to achieve a satisfactory “ transfer of technology “ )

Ø  All class-rooms in all Civil Engineering Colleges to be installed with ZOOM type of Video Conferencing facilities, with options to connect to the SITE OFFICES of each city project. This will enable millions of students and professors to “ ask questions “ to the Site Project Managers ( and get immediate answers ) – even as they are watching / viewing the “ Live Stream “ .

I feel Microsoft / Google etc will be too happy to provide the necessary hardware / software to the colleges  FREE of COST !

 

Ø  If challenged, I thinks these tech giants would be happy to install in each college, a HOLOGRAPHIC projection of the actual construction taking place in each of the 6 cities

Ø  To motivate year-long learning through active participation, announce competition / prizes ( Rs 10 lakh / Rs 5 lakh / Rs 2 lakh ) for civil engineering colleges to submit by 31 Oct 2021 , their CONSTRUCTION TECHNOLOGY RANKING FORMULA to your Ministry . Winners may be felicitated by your good self and invited to ride a float in the Republic Day parade of 26 Jan 2022 . These formulas should be published on ministry’s web site


Ø  Only yesterday, while laying the foundation stone of IIM-Sambalpur ( through VIDEO conference ), Shri Modiji said :

    “ The goal of self-reliant India will be achieved with the help of                            COLLABORATIVE , INNOVATIVE and TRANSFORMATIVE concepts in                    management.
