#WTO #Export #Import #Economy #BalanceOfPayment


A  #TradeWar  Epidemic  ?



Not everyone agrees but there are unmistakeable symptoms



For differing reasons, all countries want to #export more and #import less



Emerging countries believe that an export-led economic growth could raise per capita income of its poor citizens and create jobs for millions of their #unemployed youth .



They think their own domestic consumers just don’t have enough money to consume more of locally produced goods



Then there is USA , which believes that , in order to correct the #trade-imbalances , other countries must :


#   buy more from USA

#   export less to USA



#DonaldTrump also believes that local Industries – and jobs within those industries – can be saved from getting decimated by imposing high #import-duties on imports into USA



By imposing 25 % duty on Steel / 10 % duty on Aluminum / 70 % duty on Solar Panels , he thinks he can save 170,000 American jobs



But some economists think , this step will destroy 450,000 jobs in the US automotive industry , since input costs will push up selling prices, which in turn , will reduce the demand ( local + export )



At the same time, Trump has agreed to exempt Canada / Mexico from these revised duties



Other major steel-exporting countries ( to USA ) , are asking similar exemptions !



Some ( like EU ) are even threatening counter measures on US exports to them !



As of yesterday , US has slapped a “ #AntiDumping Duty “ on stainless steel flanges imported from India , claiming these are priced 18 % to 145 % below their fair value !



Not leaving things at this, last week US has lodged a complaint with #WTO against India !



US wants India to stop all #ExportSubsidy to its exporters , as mandated by #WTO clause

{ Since,  India’s per capita #GDP exceeded $ 1,000 per year for 3 years in a row }



"These #Eexport-Subsidy programs harm American workers by creating an uneven playing field on which they must compete," said US Trade Representative Robert Lighthizer.



I believe India’s Export Subsidies , add up to $ 7 billion per year



No doubt , Commerce Minister Nirmala Sitharaman and Commerce Secretary Rita Teaotia , will defend India’s position at #WTO



They may even succeed in getting extension of a few years for India to phase out / dismantle its current practice



But, at the most , they may succeed in “ postponing the evil day “  !



As FIEO , Director General , Ajay Sahai told PTI :

"It is a huge concern for export sector and the industry feels that the so called export subsidies should be eliminated gradually "



We , in India , must realize the following :



·         Trade wars will intensify with all countries trying to protect local jobs / industries



·         In this “ dog eat dog “ world, WTO cannot continue to provide much protection, where large importing countries want to “ balance their trade surpluses / deficits “



·         #Multilateralism will gradually give way to #Bilateralism



·         Bilateral Trade Agreements will be a matter of “ trade off / give and take “



·         In this war there will be neither permanent friends nor permanent enemies




·         Even an enemy of your enemy, may not count as your friend !



·         Only way to survive, will be by ensuring that we turn India into a :


#LOW-COST-ECONOMY,


where we can compete with the rest of the world ( for our share of the World trade ), on the basis of a BETTER  QUALITY / LOWER  PRICE / FASTER  DELIVERY , of our products and services



We must immediately implement #REFORMS which will help our companies lower  their costs of :



#      Manpower         (  Salaries / Wages  )


#      Materials            (  Raw materials / Components / Sub Assys )


#      Money                (  Funds / Finance / Capital )


#      Space                 (  Constructed factories / offices / homes  )


#      Management       (  Manufacturing and Marketing Overheads )


#      Compliance         (  Forms / Reports to be filled / filed  )


#      Corruption           (  Bribes to be paid to Govt Agencies / IT dept  )


#      Non-Governance  (  MPs – MLAs fail their responsibility  )



 

As far as enabling Indian companies to lower their costs is concerned ,  ( -  thereby , effectively making them more competitive in export market ), there is an urgent need for our governments ( both at the Centre and at the States ) , to :

·          Speed up the pace of #REFORMS already initiated during past 4 years

·         Initiate NEW REFORMS

Beaten  by  Facebook  !



Was Facebook harvesting – and selling – your personal data ( eg: your friends/contact lists ) for many years now ?

The origins of this controversy can be traced back to Facebook’s launch of an application programming interface (or API) for app developers in 2008. With this platform, Facebook aimed to “lock in” users by organizing its users social lives not just on Facebook, but across a range of popular apps and services.

To do this, Facebook granted developers liberal access to its user data so they could build social features in their own apps. Rather than creating an account and then requiring users to painstakingly re-friend everyone on Spotify, or Pinterest, or Instagram, these services sped adoption by letting you quickly import your existing social graph from Facebook.

If your friends weren’t yet on these sites, Facebook gave developers your friend list so you could invite them.

Along with your friend list, the API would return other information about your friendsspecifically, the other pages they liked. This was done to help you find things you liked and friends with similar interests.

In one API call, you could get an astonishing amount of data if you wanted ityour friend list and all the pages they liked, which amounted to potentially tens of thousands of data points per app authorization.

 Popular apps were able to recreate Facebooks social graphshowing who was friends with whomas well as the so-called interest graph, showing who liked what, and how these likes related to one another. This might let you see how ones choice of liquor correlated with their choice of political candidate, for instance.

How to Rank Resumes ?



In an email to Prof Rahul Deshmukh ( IIT – Mumbai ) , I had suggested following approach :

Dear Team


Google calls it PageRank – to decide the importance of a web page – then use this number to decide the rank ( position ) of that page within the search results


Let us follow Google ( very safe ! )


And call our “ Ranking Mechanism “ of any given resume , a “ Pa-Rank 


Then arrange all arriving resumes ( in the mailbox of a Recruiter or on our web site ), in the descending order of their Pa-Rank


Highest ranked at the top


So , the Recruiter need to open / read only the top 5 - 7  !  No  more  !


In much the same manner that 95% of the searchers never go beyond the first 3 pages of any search-result despite millions of pages


Just imagine how much time it will save the recruiters  to zero-in on the best candidates  from amongst hundreds applying for any given job


This has the potential to revolutionize the On-line recruitment industry !


How can we determine a candidate’s  Pa-Rank ?


Just like PageRank , which takes into account,


#   No of Incoming links to a given page

#   Importance of each incoming link ( based on its own incoming links )


No doubt , Google’s actual algorithm must be very complex – and continues to evolve


Thru our mobile app , “ Resume Blaster “ ( and someday , thru app “ My Jobs “ as well ), we pick-up the “ Contact List “ ( of mobile nos ) of say, Ajay ( a user registered on our site )


These are his “ Primary Incoming Links “ – say , 40


Out of these 40 , say , 10 have also registered on our site AND , are also using our mobile app “ Resume Blaster 


In turn , these 10 have , between them , 600 contacts ( “ Secondary Incoming Links “ )


So , for Ajay , total Incoming links =  40+600 =  640


Now , if Ajay thinks he has figured out how our software computes  Pa-Rank  then he will somehow find out the mobile number of Mukesh Ambani , and add into his “ Contacts “ – assuming that at one stroke ,he can add ONE MILLION incoming links to himself !


But , we know that such high-flying executives are unlikely to have registered on our site – much less , to be using our app , “ Resume Blaster “ !


Hence we treat this as a “ Dead Incoming Link “


On top of that , we can further refine our  Pa-Rank  based on,


#   The frequency with which Ajay keeps calling each of those 10 persons ( who have registered on our site AND are also using our app “ Resume Blaster “ )


#   The duration of each call ( or even text message ? )


We can multiply / sum-up / find average ,  etc of such “ exchanges of messages – both ways “ and arrive at some “FACTOR “


Then multiply the “  Total No of Live Incoming Links “ with this “ FACTOR “ , to compute PaRank


Looks crude , no doubt !


But Google has proved that it works !


What PageRank is for all the web pages in the World , someday , PaRank will be to all the resumes ( which too , like any web page , are documents ) , in India


We must do it !


On internet , “ Ideas are dime-a-dozen “


But elegant executions are rare !


8 years earlier ( on 21 Dec 2005 ) , I had sent the following proposal to the Shri Ashish Kashyap ( the then Country Manager - Google India ) :






It was only this week that Google launched “ Google Job Search “ ( for USA jobs )


I am sure someone in Google will read this blog – then implement it to change the rules of Online Recruitment Industry !

Dharavi Remaking SPV





DNA ( 21 Mar ) carries following news :









After several unsuccessful attempts to redevelop Asia's largest slum, Dharavi, the state government has decided to float special purpose vehicle (separate company) for the redevelopment project. Minister for Housing Development, Prakash Mehta announced that decks for redevelopment for Dharavi would be cleared along with Mumbai Development Plan by March 31.

Dharavi redevelopment has been a topic of discussion since almost 20 years now. There are 55 thousand families as per government estimates, who are eligible for new houses after redevelopment.

The entire redevelopment of Dharavi would be roughly more than Rs 30 thousand crore and yet despite repeated efforts by government through various schemes there were no bidders for this project.

An official said that with special purpose vehicle, entire redevelopment would be planned and taken care of by the SVP.

The challenge would be not confined to redevelopment but it would also be providing amenities, maintenance and rehabilitation of all the slum dwellers


This is a very welcome development

And I am glad that Maharashtra Government has decided to implement my suggestion re: creation of INFRASTRUCTURE  SPVS

Now I urge Shri Prakash Mehta ( Minister for Housing Development ) to announce the detailed working of this SPV , as detailed in my following email

DREAM  HOUSE  BY  2020 ?



Shri Ravindra Waikar , Minister for Housing , Maharashtra Government , says ( DNA / 16 Aug 2015 ) :


"  We want to provide a dream house to everyone by 2020 . We won't compromise on the quality of construction . It will be at par with that of private builders . We are working on a mission mode "


He is referring to planned construction of 5 lakh " affordable " houses ( flats ? ) , by 2020


No doubt , this is a very daunting task but it is possible if there is " Political Will " - which is evident from above statement of Shri Waikar


Here are my few suggestions that Shri Waikar may want to consider :


#   SPECIFICATIONS

     *  Carpet Area = 400 sq ft
     *  Selling Price = Rs 10 lakhs ( Rs 2,500 / sq ft )


#   LOCATIONS

     *  Building Clusters to be located on the outskirts of cities ( important )
     *  100 Clusters of 50 buildings ( each with 10 floors*10 flats/floor )


#   LEGAL FRAME-WORK

     *  A Special Purpose Vehicle ( SPV ) , named,
        Dream House Private Limited ( DHPL )


#   INDUSTRY STATUS

     *  Infrastructure Industry with 100 % FDI thru automatic route


#   SPV OWNERSHIP

      *   10 % equity by Maha Govt ( in lieu of land )
           Maha Govt to pass on this equity to land-owners
      *   90 % equity by WinSun Decoration Design Engineering Co ( China )


#   SHARE  CAPITAL

      *   Rs 10,000 Crores


#    ROLE OF MAHARASHTRA GOVERNMENT

      *  Acquire land ( under modified Land Acquisition Act )/hand over to SPV

      *  Comprehensive Town Planning of each Cluster like a Smart City

      *  Building Design / Drawings / Material Specs

      *  Quality Control / Material Testing Lab at each site

      *  A Project Monitoring Team at each site / Use of PERT

      *  Site surveillance using CCTV cameras

      *  Make available land for setting up 3D House Printing factories

      *  Interconnection of site offices with HQ , thru VPN

      *  Blanket permissions ( IOD / NOC etc ) issued in advance

      *  OC based on certification from Site Project Manager

      *  Maintenance of flats thru Coop Societies of each cluster



#   COMMERCIALS

     *   Neither SPV , nor Maha Govt to pay any royalty to WinSun for
          transfer of technology


     *   Maha Govt to act as the agency for allotment of flats to eligible public
          in Maharashtra thru a " Lottery System "

  
     *   Selling Price of flats will be fixed by the Maharashtra Government
         once a year , based on a pre-agreed cost - escalation formula, which
         will be explained in detail on SPV web site

          Calculation of each upward revision shall be made public

        
     *   SPV to hand over possession of flat to the allotee upon receipt of
         full payment


     *   SPV shall not be permitted direct selling of any flat in Maharashtra


     *   SPV would be free to set up factories in other States and be free to
          sell flats built there, thru Open Market Sale



#   ROLE  OF  WinSun
