Extract from the article:

The Supreme Court of India has rejected a plea to revert to the traditional ballot paper voting system, emphasizing that Electronic Voting Machines (EVMs) are acceptable when one wins but deemed tampered when one loses.

The court dismissed the plea citing the logistical challenges of managing a large population like India efficiently through the ballot system. Additionally, the petitioner raised concerns about regulating the use of money and liquor in elections, indicating a broader issue with the electoral process.

My Take:

Saluting Supreme Solution from SC

"In my blog from April 2024, I highlighted the Supreme Court's stance on EVMs, emphasizing the impracticality of reverting to paper ballots in a country as vast as India.

The court rightly pointed out that the sheer volume of votes cast makes manual verification a monumental task. I

It's crucial to understand that the court's decision to stick with EVMs without human intervention stems from the need for accuracy and efficiency in the electoral process, a sentiment echoed in the recent rejection of the plea for the ballot paper system."

Dear Supreme Court, If You Cannot Order

"In another blog post, I had raised concerns about the security of EVMs, citing the absence of hacking incidents detected so far.

The court's firm stand on the integrity of the current system resonates with my views on the need to strengthen existing mechanisms rather than thrusting unwarranted changes.

The court's response to the plea reflects a prudent approach, considering that baseless allegations can undermine the public's trust in the electoral process."

Call to Action:

To the Supreme Court of India, I urge a continued commitment to enhancing transparency and security in the electoral process.

Embrace technological advancements cautiously while addressing genuine concerns about the integrity of the voting system. Upholding the sanctity of elections is not just a legal duty but a moral imperative for sustaining democracy.

E-Sankhyiki portal to establish data management system for easy exchange of official statistics: Govt, ET Government

Extract from the article:

The E-Sankhyiki portal is set to revolutionize data management by introducing an Application Programming Interface (API) for easy exchange of official statistics.

This portal will facilitate the dissemination of microdata from surveys and census through a dedicated microdata portal. The initiative aims to streamline the exchange of vital information and enhance the accessibility of accurate statistical data for various government functions.

In addition, the Ministry of Statistics and Programme Implementation is spearheading the development of a National Integrated Information Portal (NIIP) to create a digital repository of official statistics in India.

This repository will consolidate data from various sectors like health, education, corporate affairs, labor, and more, providing a comprehensive dashboard for monitoring socio-economic indicators in real-time. The portal's integrated approach promises to offer insights for sector-specific improvements and overall economic progress.

My Take:

All-in-one digital repository of official data in the works

"The concept of a centralized digital repository, as discussed in my previous blog, aligns with the government's efforts to establish the NIIP.

By suggesting the involvement of reputable third-party agencies like TCS, Infosys, L&T Infotech, or Wipro to ensure data accuracy and address concerns, my insights resonate with the current drive towards efficient data management through platforms like the E-Sankhyiki portal."

Implementing e-CENSUS for better governance

"My advocacy for citizen-centric data editing in real-time, as emphasized in the e-CENSUS proposal, echoes the objective of enhancing data accessibility and accuracy seen in the E-Sankhyiki portal.

The emphasis on empowering ordinary citizens through data analytics mirrors the intent of creating a transparent and efficient exchange platform for official statistics."

Call to Action:

Dear Government Authorities and Data Management Experts, I urge you to leverage the capabilities of platforms like the E-Sankhyiki portal to enhance data exchange mechanisms further.

Encouraging collaboration with external agencies for data validation and ensuring citizen participation in data editing can significantly improve the efficiency and integrity of official statistics.

Let's work together to strengthen data management systems for informed decision-making and sustainable governance.

Article link:

The Hindu BusinessLine - Turning Biomass into Char: Carbon Credits and More

---

Extract from the article:

The Hindu BusinessLine highlights the significance of converting biomass into biochar as a means to combat carbon emissions effectively.

This innovative approach not only helps reduce carbon footprints but also serves as a sustainable fuel source for gasifiers. The article emphasizes that the biochar project undertaken by the company marks a pioneering initiative in India's renewable energy landscape.

Turning biomass into biochar offers a dual advantage by addressing environmental concerns related to carbon emissions and providing a practical solution for energy needs.

By transforming biomass into a valuable resource like biochar, the process contributes to mitigating climate change impacts while simultaneously supporting energy requirements sustainably.

---

My Take:

A.   Stubble Problem Solution - Local or Global?

"In my earlier blog about addressing the stubble burning issue, I discussed the importance of finding sustainable solutions to reduce carbon emissions.

The utilization of biomass for creating biochar aligns with the concept I proposed regarding the efficient use of organic materials to combat environmental challenges.

The current focus on converting biomass into biochar reaffirms the necessity of exploring eco-friendly alternatives to traditional practices."

B.   Cry Beloved Motherland - Environmental Concerns

"In my blog on environmental concerns within the motherland, I delved into the impacts of biomass burning on carbon emissions and the need for innovative technologies to address these issues.

The recent advancements in biochar production, as highlighted in the article, echo the solutions I advocated for in terms of converting waste biomass into clean-burning fuel sources. This development signifies a step towards achieving sustainable energy practices and reducing environmental degradation."

---

Call to Action:

To the policymakers and environmental authorities mentioned in the article, take proactive steps to incentivize and promote the adoption of biochar production from biomass on a larger scale.

Encouraging research and investment in such innovative bioenergy projects can significantly contribute to reducing carbon emissions and fostering sustainable energy transitions.

Actively supporting initiatives like converting biomass into biochar can pave the way for a greener and more environmentally conscious future.

COP 29 : A bigger flop than COP 28

Article link:   UN Climate Change Conference Pledge

Extract from the article:

The UN climate change conference concluded with a commitment to provide $300 million to the UN to foster a more sustainable climate system.

The primary aim is to expand the participation of countries in the global climate change mitigation efforts, thereby enhancing the effectiveness and reach of climate initiatives.

My Take:

A.    Climate Finance Definition - Rose by Any Other Name

"Reflecting on my past blog where I emphasized the urgent need for enhanced provisions and mobilization of resources by developed countries for climate finance, it's evident that the $100 billion per year commitment made in 2015 remains unfulfilled.

The unresolved questions surrounding donor and recipient percentages underscore the ambiguity and lack of transparent mechanisms in climate financing. This underscores the necessity for innovative financial instruments to bridge this gap."

Call to Action:

To the UN and developed countries involved in climate financing: It is imperative to prioritize transparency, accountability, and the fulfillment of commitments made towards climate financing.

Collaborate with domain experts, policymakers, and international bodies to establish clear guidelines and innovative mechanisms to ensure the effective utilization of climate finance for sustainable global climate action.

How to regulate AI ? Let it decide for itself ?

Article link:

Government unlikely to regulate AI, instead working on voluntary compliance code

Extract from the article:

The government's stance on regulating AI has taken a shift towards promoting voluntary compliance over strict regulations.

The absence of a clear legal framework for regulating AI has led to a focus on developing a voluntary compliance code instead of mandatory policies.

This approach aims to encourage businesses to adhere to ethical practices in AI development without imposing heavy-handed regulations. Key sectors like Nifty 50 BSE Sensex, MSMEs, and National Science News are closely monitoring this shift in government strategy towards AI governance.

My Take:

A.    Regulating Artificial Intelligence

Reflecting on the current situation, it's evident that the call for regulating AI, which I emphasized in my past blog, is becoming more crucial.

The concept of mandatory approval for state-of-the-art AI developments, as highlighted in my earlier writing, aligns with the current discourse on the government's approach to AI governance.

B. Dear Ashwini Vaishnawji

In my blog addressing the EU's AI Act and the US National AI Initiative, I emphasized the importance of regulating AI development across various sectors.

The current government's choice to focus on voluntary compliance rather than stringent regulation echoes the need for proactive regulatory frameworks, as discussed in my previous post.

It's crucial to continue advocating for responsible AI practices amidst evolving policy landscapes.

Call to Action:

To the IT Minister of India and relevant authorities mentioned in the articles: Considering the evolving dynamics of AI governance,

I urge policymakers to engage in dialogues that strike a balance between fostering innovation and ensuring ethical AI practices.

It is essential to proactively shape regulations that promote responsible AI development while fostering technological advancements for the benefit of society.

PAN 2.0 : After an 8 year wait

In 2016 , I sent following e-mail to Cabinet Ministers :

Ø An " Aadhar " for Corporate ?  ……………………..  12 May 2016

Extract :

How many types of  NUMBERS, do Indian Companies need to register and acquire , to do business ?

Writing in MINT ( 02 May 2016 ), Narayan Ramchandran quotes Manish Sabharwal , who has researched and listed the following :

#   Corporate Identity Number...........................................   ( 21 digits )

#   Tax-payer Identification Number for commercial taxes......  ( 11 digits )

#   Service Tax Number...... ( Alpha-Numeric ) ....................  (  15 digits )

#   Permanent Account Number - PAN  ( Alpha-Numeric )........ (  10 digits )

#   Central Excise Number..................................... ( PAN + 2 Characters )

#   Provident Fund Number .................( Alpha-Numeric )...... (  11 digits  )

#   Profession Tax Registration Certificate ( Numeric )...............  ( 9 digits )

#   Profession tax Enrollment Certificate    ( Numeric ).............    ( 9 digits )

#   Income tax Deduction/Calculation Number ( Alpha-Numeric ) ( 10 digits )

#   ESIC Number ( Numeric )................................................  ( 17 digits )

#   Labour Department Registration(State specific alphanumeric) (13 digits )

#   Importer-Exporter Code  ( Numeric )................................. ( 10 digits )

#   Shops/Establishment Reg Number ( alphanumeric )............  ( 20 digits )

#   Contract Labour Registration ( alphanumeric ).................. ( 15+ digits )

#   Labour Welfare Board ( Numeric ).....................................   ( 5 digits )

#   Higher Court Case Number ( Alphanumeric ).....................   ( 12 digits )

Now , CBDT and MCA are in the process of integrating their back-end operations , to provide ONE SIMPLE IDENTITY to companies, doing away with the above multiple numbers

Without doubt , this long overdue simplification will make it easy to do business in India

But , it seems , that each State will have unique number ( for each Company registered in its territory ), as far as GST is concerned

I hope , someday soon , an India Start-Up comes up with a digital solution ( pasting, a unique RFID sensor on the forehead of each child , at birth ? ) to get rid of all the CARDS , a person needs to acquire in a life-time , as mentioned in my following blog :

Ø Raining Cards ? .. ……………………………..30  Jan  2013

Is this news , the END of that wait ?

Union Cabinet: PAN 2.0 to be common business identifier ………… Business Line …….. 25 Nov 2024

Extract :

Permanent Account Number (PAN) will now be a common business identifier.

The Cabinet Committee on Economic Affairs (CCEA), on Monday, approved an over ₹1,400-crore project titled PAN 2.0, which will subsume multiple identification numbers into one with assurance of data safety.

PAN, TAN (Tax Deduction and Collection Account Number), TIN (Taxpayer Identification Number) etc will be subsumed into one,” Information and Broadcasting Minister, Ashwini Vaishnaw, said.

PAN is alpha-numeric based 10-character financial identity. So far, 78 crore PAN have been issued, out of which 98 per cent has been issued to individuals.

Under the new project, the existing system will be upgraded. It will become Common Business identifier for all business-related activities in specified sectors.

There will be a unified portal. Cyber security measures will be robust and PAN Data Vault system mandatory for all entities using PAN data. This means “data submitted by a user with bank or any other agency will need to be kept in a data vault to ensure safety,” the minister said.

There will no need to apply for fresh card under the new system. QR-based new card will be issued free of cost, he said.

These additional tests and verification steps aim to select the most qualified individuals for the role of police constables.

The transparency in the selection process is maintained through the online publication of results, providing candidates with easy access to their performance status.

My Take:

Hastening Slowly but in the Right Direction

"The move by the Uttar Pradesh Police Recruitment Board to conduct various tests and verifications for candidates resonates with the approach advocated in my earlier blog post.

The emphasis on thorough screening processes ensures the selection of deserving candidates, a step towards efficient recruitment.

By following a multi-step evaluation method, the Board can identify individuals who not only excel in written exams but also meet the physical and document-related criteria."

Indian Railways Recruitment Process

"In my previous article on the Indian Railways recruitment process, I highlighted the significance of maintaining transparency and fairness in candidate selection.

The use of online objection trackers, as mentioned in the blog, aligns with the idea of providing candidates with a platform to address any discrepancies in the evaluation process.

Such tools play a vital role in ensuring accountability and integrity in the recruitment system."

Call to Action:

To the Uttar Pradesh Police Recruitment Board: Implementing a transparent and fair selection process is commendable.

To further enhance the recruitment dynamics, consider incorporating digital tools for monitoring and evaluation, similar to the 'Smart E-Beat' system launched by Haryana CM, as mentioned in my blog.

Embracing technological advancements can streamline the process, ensuring efficiency and accuracy in candidate selection.

MSP : Follow this Formula

Article link  :   Read more

Extract from the article:

India's agrarian economy is facing a critical juncture, grappling with mounting debt, declining incomes, and the escalating impacts of climate change.

A Supreme Court-appointed committee has been established to address the grievances of farmers who have been protesting along the Punjab-Haryana border. The committee's focus includes discussing the minimum support price (MSP) law and finding sustainable solutions to the ongoing farm crisis.

This panel's formation underscores the urgency of the situation and the need for constructive dialogues to navigate the challenges faced by farmers in the current agricultural landscape.

My Take:

MSP Committee: Is this beginning of lasting Farm Reforms?

"Reflecting on the recent developments in the setup of a committee to enhance the effectiveness and transparency of the minimum support price (MSP), it is evident that steps towards lasting farm reforms are being initiated.

The focus on promoting zero-budget natural farming, enhancing agricultural marketing systems, and exploring scientific approaches to MSP reflect a progressive mindset."

Point: Counter-Point // MSP: MPQ

"As deliberations on repealing farm laws and addressing critical demands intensify, the importance of reaching compromise solutions becomes paramount.

The spirit of 'Give and Take' should guide discussions towards establishing a WIN-WIN situation, particularly concerning the crucial demand for MSP assurance for various crops.

Balancing the reasonable arguments of farmers and policymakers is crucial for fostering long-term agricultural sustainability."

Call to Action:

To the policymakers and stakeholders involved in the discussions on the MSP law and farm crisis, I urge a holistic approach that prioritizes sustainable agricultural practices, equitable pricing mechanisms, and inclusive dialogue with all relevant parties.

Embracing diverse perspectives and fostering collaboration can pave the way for impactful reforms in the agricultural sector.

Extract from the article:

In a significant development, PM Modi is set to introduce a groundbreaking internship scheme aimed at enhancing the employability of India's youth.

The government's allocation of 800 million dollars underscores the commitment to providing internship opportunities to the youth.

This scheme is poised to bridge the gap between academic learning and practical skill development, ultimately fostering a more skilled and job-ready workforce.

My Take:

A. Starting a Virtuous Circle

"Looking back at my blog post from 2018, where I discussed the initiation of a virtuous circle through apprenticeships and job training, it's evident that the current unveiling of the internship scheme aligns with the long-term vision of enhancing employability and creating a skilled workforce.

The focus on internships as a crucial step towards job creation echoes the sentiments shared in my earlier post."

B. Congratulations, Dr Pandeyji

"Reflecting on the blog content praising Dr. Pandeyji's efforts to support entrepreneurs and job creation, the new internship scheme could serve as a complementary measure to nurture entrepreneurial skills among the youth.

The emphasis on training youth to become entrepreneurs resonates with the broader goal of fostering self-employment and job opportunities, showcasing a holistic approach towards skill development."

Call to Action:

To PM Modi and the authorities involved in implementing the internship scheme, I urge for a comprehensive framework that not only provides internships but also ensures mentorship and skill-building initiatives to empower the youth for a sustainable and dynamic workforce.
