TEMPLES OF MODERN INDIA ?
In July 2014 , Rangrajan Committee defined the " Poor
" in India as , following persons :
* In Rural areas
............. those whose daily expenditure was Rs 32 or less
* In Urban
areas............ those whose daily expenditure was Rs 47 or less
That methodology placed below poverty line ( BPL ) , 363
million persons
Recently , NITI Aayog
has come up with a cut-off point of 40 %
of the expenditure curve , which places 484 million Indians below poverty line
( 48.4 crore persons )
Now , if NDA government were to close down / shut down 53
loss making Public Sector Units ( PSUs ) , it would save , Rs 53 Crore ,
DAILY ( Approx Rs 20,000 Crore every year )
That is a little more than Re 1 / - per poor person per day
Not much to feed his / her starving stomach
But enough to take out for each of them , that Medical
Insurance , announced some time back , with much fanfare !
Now , if NDA government were to sell off the assets of these
53 loss making units ( mostly the land on which these are situated ) , it may
even succeed in raising Rs 10,000 crores
It is high time NDA starts working for the poor , instead of
paying Rs 20,000 monthly salary to a few thousand workmen , who have no work
and pass their time playing cards on the shop floors of these factories !
If you have any doubts re my statement , just ask any TV
channel to send an investigative reporter with a hidden web cam on the shop
floors of these factories !
You will see the pathetic situations of , what Pundit Nehru
liked to call , these " Temples " of modern India
Temples from where the " Gods " of Productivity have left and parasite " Poojaris " reign supreme !

How to conquer Corruption ?
There is only one sure - and superfast - way to get rid
of corruption
By introducing :
* NEGATIVE MOTIVATION
Putting
behind bars ( - and right away ; not after 6 years ) , every corrupt fellow and
immediately
confiscating his ill-gotten wealth
* POSITIVE MOTIVATION
By abolishing
Personal Income Tax and introducing Amnesty Scheme , incentivize
# converting of black money into white
# acceptance
of all payments thru official channels
As far as providing " Negative Motivation "
is concerned , I had sent following suggestion to our Hon Prime Minister /
Finance Minister / other Ministers / Secretaries etc , on 4th Nov 2015 :
# INTERNET
OF THINGS ( IoT )
As each currency note of Rs 500 / 1000
, is getting printed , embed it with microscopic
RFID chips ( with this , current cost
of a RFID chip will fall from 50 paise to 5 paise )
Besides communicating with each other ,
these chips will also transmit their existence
location , through internet , to
cloud-based servers of Income Tax Department
This will form a " NETWORK
OF CURRENCY NOTES ( NoC ) "
You may like to call this Internet of
Currency ( IoC ) , a sub-set of IoT !
# IP ADDRESS
SYSTEM ( IP V 6.0 )
Each Rs 500 / 1000 currency note must
be assigned ( at the time of printing ) , its own
unique Internet Address , using IP V
6.0
This IP address should be linked with
the unique Serial Number printed on each note.
Since IP V 6.0 , will be capable of
assigning " 2 * 10 to the power of 128 ", no of IP
addresses , there is no danger of
running out of addresses , even if we decide to extend
this idea to Rs 100 currency notes !
Here are the most important BYE - PRODUCTs :
* No more possibility of fake / forged / counterfeit
, currency notes
* No thief would ever
want to steal such currency notes which continuously announce their
location
* No one would want to
make any " Cash Deal " . All payments will become official only !
* Plastic currency notes will last 10 times longer !
This reform will enable the Central Government / Income Tax
Department , to :
* Continuously trace the movement of each of
these higher denomination currency notes
* Instantly locate any place ( using Google
Map based GPS ) , where there is an
accumulation of more than Rs 1 Crore
worth of currency notes
Such accumulation will be made to
appear as a TAG CLOUD on the web site of IT Dept,
like thousands of balloons floating on
a map of India , capable of being drilled down to
within 1 Sq Meter ! Of course ,
visible only to IT officers ; not to general public !
On each balloon , will appear a number
announcing , " Amount of Cash here - Rs " !
This will vastly simplify the task of
Anti Corruption Dept / Enforcement Dept etc
Of course , RBI will need to allow 6 month's time to the owners
of current paper currency notes of Rs 500 / 1000 , to get these exchanged with
new plastic notes before withdrawal of the old notes from circulation
Implementation of this suggestion , does NOT require passing of
any BILL in Lok Sabha or being held to ransom in Rajya Sabha !
And it can be implemented in India , within ONE YEAR
But if Chinese President Xi Jinping comes to know about the
practicality of this suggestion , he might implement it in 6 months !
How come ?
Simple ! Xi Jinping has
the political will ! And no historical
baggage !

Self Serving Servants ?
Legislators are supposed to be " Servants of the citizens "
They are - but with a difference
In case of our domestic servants or employees in our offices , we get a chance to settle their salaries, through " bargaining / negotiations "
And deduct salary for absenteeism
And sack them for non-performance
In case of our MLAs ( and our MPs as well ) , they too settle their salaries through " Collective Bargaining "
Not with the Speaker , but collectively among themselves !
You may even want to call it , " Colluding / Cooperating Bargaining " !
The only element of " Competition " is with the salaries of MLAs of other States !
Look at the basic Monthly salaries ( excluding perks / benefits / allowances ) of our MLAs :
* Assam...........................................Rs 60,000
* Jharkhand / Haryana / HP............... Rs 30,000
* Punjab..........................................Rs 25,000
* Karnataka..................................... Rs 20,000
* Rajasthan..................................... Rs 15,000
* Delhi........................................... Rs 12,000
* Uttarakhand................................. Rs 11,500
* Chhatisgarh..................................Rs 10,000
* Kerala..........................................Rs 1000
Now , MLAs of Delhi discovered their relative ranking in this " Pecking Order " and decided ( unanimously , of course ! ) that they must raise their salary to Rs 50,000 , in order to " Jump the Queue " and occupy position # 2
As to what will happen next , your guess is as good as mine !
Irrespective of their political affiliations , all MLAs belong to ,
" A Mutual Admiration Society " !
The only way we can put a stop to this " Self Service Circus " is by :
* Writing a " Job Description " for our MLAs and MPs
* Introducing " Objective Setting and Targets "
* Followed by " Quarterly Online Performance Appraisals " by voters
* Enacting an electoral reform called " Right to Recall "

Delhi in Doldrums ?
A few days back , Delhi Government decided on odd /
even driving rule for private cars in Delhi , from 1 Jan 2016
There was a lot of criticism
That was followed by National Green Tribunal , stopping
registration of all diesel cars
More criticism
Yesterday , Supreme Court ordered to stop registration
of diesel cars above 2000 cc , for next 3 months . SC also stopped entry of
diesel trucks into Delhi . It also wants to double the " Entry Tax "
on diesel vehicles
Earlier , some Ministry ( or was it RTO ? ) , banned
all trucks ( whether Petrol or Diesel ) older than 15 years from plying
anywhere in India , after 1st April 2016
Some 27 lakh trucks off the roads , at a time !
What is happening ?
* Is Supreme
Court trying to take decisions which are purely " administrative " in
nature and which should have been taken by the concerned administrative
agencies , years ago ?
But never got taken because of vested interests or fear
of being unpopular ?
Is this " concern " for only Delhi pollution
, because the SC judges have to travel on Delhi roads and breathe that polluted
air ?
Is that a Supreme Court of India or of Delhi ?
In the eyes of SC , are citizens of Mumbai / Chennai /
Kolkata , lesser citizens ?
* Is Delhi
Government using the excuse of some High Court order to prove " Holier
than Thou " ?
What about other - and worse - polluting factors such
as Construction dust , Yamuna which has turned into a veritable gutter , burning
of garbage etc ?
Is Delhi Government waiting for High Court orders in
each case , before acting ?
* Does NGT think
that Delhi deserves banning of diesel cars because Air Quality Index in Delhi has
crossed 350 ( safe index being 60 ) but other cities do not deserve such action
till they too , cross 350 ?
After all ,
they are at AQI of only 250 !
What is their hurry ? Can't they afford to wait till
their pollution becomes life-threatening ?
Will someone file a PIL in Supreme Court for the poor
people of " rest of India " ?

So , EC plans to buy 14 lakh EVM , at a cost of Rs 5511

Each EVM costing Rs 39,364
Now , EC can save this amount ( and even earn Rs 20,000
cr ! ) , if only it spend Rs 5 cr to develop , the Mobile App :

!

Now , they have a legitimate reason to pass a resolution ,
raising their salaries by 65 %
GST can wait !

How else can they make two ends meet when current food prices (
listed below ), in the Lok Sabha Canteen , are about to be revised upwards by
65 % ?

* Soup.............. Rs 5.5
* Daal............... Rs 1.5
* Meals............. Rs 2.0
* Chapati........... Rs 1.0
* Dosa............... Rs 6.0
* Veg Biryani...... Rs 8.0
* Fish................ Rs 13.0
* Chicken Biryani......... Rs 51.0
* Shami
Kabab.............Rs 14.0

Thali........................Rs

Mind you ! They are not
asking for salary revision of 400 % , like the MLAs of Delhi Assembly !
And to enable them to " make both ends meet " , should
we not allow them to take home from the
Lok Sabha Canteen , a " Packed Dinner " , for the rest of their
families ?
So what if the annual subsidy paid to the Canteen contractor by the Government , goes up from Rs 14 Crores to Rs 40 Crores !

2 months back , Mumbai Municipal Commissioner, Shri Ajoy Mehta asked all his officers
, to prepare a 3 month action plan for removal of commercial encroachments (not religious ) , from footpaths ( DNA / 04 Oct , 2015 )
He added,
" Once the
encroachment is cleared from the footpath , ward staff will have to ensure that
it does not come up again . Prepare lists of encroachments with photographs and
video recordings , as evidence "
Questions :
# How many
months are required to prepare a " 3 month " Action Plan ?
# How often should
ward officers take those photos / videos ? Once a month ?
# Can they
re-submit ( again and again ) same photo / video of a cleared footpath ?
# If footpaths
get permanently cleared of the encroachments , what happens to their " haftas " ?
Leaving aside the last question , technically , it is
not all that difficult to monitor those footpaths , 24 hours of the day
Mumbai Police is installing some 2,000 CCTV cameras all
over the city to capture the terrorists
London has 500,000 CCTV cameras to cover every nook and
corner ,24 hours !
So monitoring footpaths of Mumbai , by installing
50,000 CCTV cameras, on 24 hour basis, is not a problem
And funds are no problem either , with MCGM having
spent only 22 % of its Rs 33,000 crore budget so far , in the current year !
On top of that , it is having fixed deposits worth Rs
45,000 Crores in banks !
After installing those 50,000 video cameras , use
following software ( embedded in a computerized CCTV network ) to compute the
monthly salary of each ward officer :
Salary Payable / Payroll Salary =
( Length of
footpath in his ward clear of encroachment * Percentage of time free of encroachment )
divided by
( Total Length of footpath * Total Hours in that Month )
ie: Ratio
of " Clear Kilometer*Hours / Total
Kilometer*Hours "
Then expect a miracle of E-Governance thru innovative
digitization !
