Hi Friends,

Even as I launch this today ( my 80th Birthday ), I realize that there is yet so much to say and do. There is just no time to look back, no time to wonder,"Will anyone read these pages?"

Ease of Living ? Here is an Idea for Weaving

Ease of Living: The Missing Plank in NITI Aayog's Third-Term Agenda

Source: https://economictimes.indiatimes.com/news/economy/policy/pm-modi-asks-new-niti-aayog-team-to-craft-ideas-to-improve-lives-of-indias-poorest/articleshow/135584542.cms?from=mdr

PM Modi has asked NITI Aayog's new leadership to develop transformative ideas for marginalised people. This is the moment to embed what I've proposed for years: genuine ease of living requires simplifying how India's poorest access their own data.

The Core Problem

India's poorest face an obstacle course: "To get an Ayushman Card, you need Aadhaar, PAN, income certificate, caste certificate, ration card. Each document requires multiple supporting papers, visits to remote offices, long queues." As I noted in I am One, I will Become Many, an Indian citizen needs dozens of identifiers over their lifetime—yet must submit the same data repeatedly to different agencies.

This is not a policy problem. It's a systems design failure.

My Proposal: Your Unique Profile (YUP)

I've outlined the solution in multiple blogs: consolidate all identity databases onto a Single Unified Identity for Indian Citizens (SUIIC) portal. Every citizen gets a YUP—one unique, portable profile embedding all their cards: Aadhaar, PAN, ration, health, voter ID, driving license.

No forms. No re-entering data. One OTP and a selfie. Everything appears instantly.

Tamil Nadu is already testing a Digital Vault—the blueprint works.

Why This Matters for the Poorest

In Ease of Living: Agenda for Third Term, I identified five domains where bureaucracy destroys lives: land, electricity, water, health, schooling. All five require citizens to produce multiple documents repeatedly.

YUP solves this. One tap. No harassment. No offline offices to find.

The Second Layer: Employment & e-Shram

Alongside YUP, e-Shram registration should feed jobs. Instead of asking 380 million unorganized workers to fill forms, NITI Aayog's Unnati portal should map them to real jobs—with Mobile Attendance Devices feeding real-time attendance into EPFO, DBT, and wage systems automatically.

No ghost workers. No unpaid wages. Instant proof of work = instant stipend.

What NITI Aayog Should Do Now

  1. Operationalise YUP — pilot in 3 states; integrate with health, food, employment systems
  2. Mandate SUIIC — law requiring all agencies to upload databases daily
  3. Automate Attestation — no citizen should visit an office to prove identity again

This is not technology for its own sake. It's bureaucracy death—in the most humane way possible.

The poorest deserve ease of living. Not slogans. Data architecture.

YUP - UCP: The Tech Framework India Needs for Ease of Living

Source: https://economictimes.indiatimes.com/news/economy/policy/pm-modi-asks-new-niti-aayog-team-to-craft-ideas-to-improve-lives-of-indias-poorest/articleshow/135584542.cms?from=mdr

NITI Aayog must implement a precise tech framework for YUP (Your Unique Profile) backed by SUIIC (Single Unified Identity for Indian Citizen). Here's the exact blueprint—not conceptual, but operational.

LAYER 1: The Data Integration Engine (SUIIC)

The foundation: a central portal at www.SUIIC.gov.in governed by statute, requiring all card-issuing agencies to upload their databases daily.

Mandatory participants: Aadhaar (UIDAI), PAN (Income Tax), Ration Card (Food Ministry), Ayushman Bharat (Health), Driving License (Road Ministry), Voter ID (Election Commission), Passport (MEA), Education (MHRD), e-Shram (Labour), EPFO, ESIC, DigiLocker, and mobile/email providers.

Technical operation:

  • Each agency uploads daily deltas to SUIIC in standardized XML/JSON schema
  • AI-powered entity matching (fuzzy matching on name, DOB, mobile) links records for the same person across systems
  • ML anomaly detection flags contradictions (e.g., salary conflict between income tax and e-Shram)
  • Big Data analytics merge structured (PAN number, Aadhaar) and unstructured (address history) data

Result: For each citizen, a 360-degree verified, updatable master profile.

LAYER 2: The YUP Mobile App (Voluntary Enrollment)

Citizens voluntarily download YUP and register via Aadhaar OTP or mobile OTP. One step: selfie upload.

What happens next:

  1. Facial biometric matching — the selfie is matched against UIDAI's Aadhaar photo using face recognition (already exists in production at UIDAI).
  2. Steganography embedding — all linked card data is cryptographically embedded inside the user's face photo using steganography. The photo becomes the vault. It looks normal; the data is invisible and secure.
  3. Dropdown menu — beneath the photo: Aadhaar | PAN | Ration Card | Ayushman | Driving License | Voter ID | Passport | Job Records | Education | Bank Account.
  4. One tap = one card revealed. Tap "Aadhaar," the Aadhaar number and QR code appear. Tap "PAN," the PAN certificate appears.

Critical advantage: The citizen's face photo becomes a portable, single-purpose identity credential. No data loss. No cloud dependency (data is in the photo itself).

LAYER 3: SARAL (Single Authentic Registration for Anywhere Login)

Agencies stop asking for KYC forms. Instead:

  • One-time consent from the citizen through YUP app: "I authorize the PAN agency to access my SUIIC profile."
  • SUIIC shares only the minimum required fields (name, DOB, address for PAN; income, employment for health subsidy).
  • Agency verifies the data against the citizen's face (liveness check).
  • No form-filling. No document upload.

Result: A citizen opens a bank account once. That bank record feeds into SUIIC. The next agency (health, education, employment) accesses the same verified data via SARAL, with the citizen's consent visible in a log.

LAYER 4: UCP (Unified Consent Protocol)

Every access is logged and auditable:

  • Citizen sees: "Health Ministry accessed your age, income on 15-Nov-2026 to verify Ayushman eligibility."
  • Citizen can revoke: "Health Ministry can no longer access my income."
  • Data is never shared without explicit, time-bound, purpose-specific consent.

Technical implementation:

  • JWT (JSON Web Tokens) for consent statements
  • Blockchain (or append-only database) for immutable audit trail
  • Real-time notification via SMS/WhatsApp when access occurs

LAYER 5: Data Portability & Decentralization

Citizens can export their YUP profile in standard formats (JSON, XML) and move to another provider or keep a local backup. No vendor lock-in.

Implementation roadmap:

Phase 1 (6 months): Pilot SUIIC with Aadhaar, PAN, Ration, e-Shram. Test data merge and face matching.

Phase 2 (6-12 months): Launch YUP app in 3 states. Enroll 1 crore citizens. Validate steganography and UCP logging.

Phase 3 (12-18 months): Integrate SARAL with health, education, employment portals.

Phase 4 (18-24 months): National rollout. Retire repetitive form-filling.

Why this works: A citizen shows their YUP photo to any agency. No documents. No queues. No re-entering data. A factory worker shows YUP to prove address for a bank account. A mother shows YUP to prove income for health subsidy. A student shows YUP to prove identity for education grants.

Ease of living, delivered via technology, not slogans.
