The company would,


·         know the state of every battery in real time

·         what the users did with it

·         whether they were used properly or not

·         If they dropped the battery, the network

·         All the batteries and the entire distribution
          infrastructure, will be smart, relaying back
          business-sensitive information to a central 
          grid.

Ø  Road transport and highways minister Nitin Gadkari has said official think tank NITI Aayog’s battery swapping policy for accelerated adoption of electric and shared vehicles is not viable and hence wouldn’t work.


Ø  “The battery swapping policy I feel is not appropriate for the country because it is a very difficult thing,” the minister said at the Smart Mobility Conference organised by industry association FICCI on Monday.

This is a welcome step – among many other steps which still remain before we can start controlling :

Ø  Pollution – and annual 12 lakh premature deaths being caused in India due to Air Pollution , largely due to emissions from Petrol – Diesel vehicles

Ø  Our horrible Traffic Jams ( caused by 230 million Petrol – Diesel vehicles )

Monitoring Projects in Real-time ?





After a long wait , this suggestion seems to be on the verge of “ acceptance “


Suggestion :

Ø  Getting all Infrastructure Projects Status updated in real time

Ø  Enabling “ Distributed Updating “ of Project Status by different Ministries / Agencies

Ø  Allowing all citizen to view latest status of any project, online on a Govt website



What tells you this might happen ?

Following news report in today’s Business Line ( 11 Aug 2020 ) :

Ø  The online dashboard will be a one-stop solution for all stakeholders looking for information on infrastructure projects in India. The dashboard is being hosted on the India Investment Grid (IIG)


Ø  Speaking at the event, Sitharaman said, “NIP will provide a boost to the vision of an Atmanirbhar Bharat. The availability of NIP projects on IIG will ensure easy accessibility to updated project information and attract investors for PPP projects. This is a great step in the direction of implementing NIP — giving a fillip to infrastructure development in the country”.


Ø  She asked all concerned department/ministries to immediately update the status of projects on NIP portal and keep it updated in real time.

    Sitharaman has also asked all concerned department/ministries to show concrete
    progress in terms of project and reforms implementation.

     My suggestions  :


·           When any Ministry submits any Project Proposal for Cabinet approval , it must be accompanied by a PERT ( Program Evaluation and Review Technique ) chart , clearly showing all the " Activities " lying along the CRITICAL PATH

     ( earlier known as the CRITICAL PATH METHOD )


Ø  That PERT Chart must accompany a tabulation showing , for each " Activity ",

     #    Pessimistic Time

     #    Optimistic  Time , and the

     #    Most likely Time


Ø  Since Admiral Rickover , introduced this mandatory requirement for awarding tender to build the first nuclear submarine, some 50 years ago , all US government departments follow this procedure for all govt contracts


·           Insist that all the government departments / contractors, responsible for execution of any of these "activities", update the PERT chart status online on the web site of the Project Monitoring Group



·           PERT charts for all the projects should be made visible to the general public


·           If there is any " slippage " in any activity lying on the CRITICAL PATH , the name of the department or contractor responsible , must appear in bold RED letters , against that activity


Ø  This is the only INNOVATION that we need , to ensure that the projects get completed in time and within budget

Earlier ( on 07 May 2016 ) , I sent following E Mail to NITI Aayog :

 

Dear  Sir  :

Economic Times (  05 May  ) talks about a PMO letter to NITI Aayog , as follows :

"  NITI Aayog is requested to undertake monthly monitoring of the implementation of decisions taken, create a dashboard for constant Monitoring, Evaluation and Review, and fix up outcome targets for all major schemes of infrastructure and social sectors for FY2016-17 and submit them to PMO by May 21, 2016  "


 As you would have noticed in my earlier suggestion , the best results would be achieved , when department / ministry proposing the project is , itself made responsible for :


 #   Preparing a comprehensive list of Project Activities and their " sequences " ( parallel or
      consequential )


#   Estimating " Time " , each activity will take to complete


#   Defining ( by name / designation / mobile number / email ID ) , those responsible for
     each activity


#   Uploading all of these DATA , in the PERT INPUT page on web site of NITI Aayog


#   Updating  the PERT CHART on daily basis



Entire idea is to put the ball in the court of these departments / ministries !


If created / maintained by NITI Aayog , the chart ( Dashboard ) would become an instrument of endless arguments !

“What we are seeing today is, one needs to keep verifying antecedents every time on various platforms (be it Aadhaar IDs, PAN cards or other IDs). It is a verification process that keeps going on from the age of 15 to maybe around 60,” said co-founder and CEO Pradeep KP. Many industries have credentials created digitally which can be stored on the blockchain and are capable of being verified.
The startup is working on a Software as a Service revenue model and a licence fee model.
In May, Dhiway and 28 other founding member organisations launched a ‘Trust over IP Foundation’, hosted by the Linux Foundation, to increase the adoption of trustworthy exchange and verification of data between any two parties on the internet.
Its verifiable data exchange platform intends to simplify this process.
According to Pradeep, the company has built an engine that takes any credential (personal ID, data of any kind) and puts cryptography around that credential, makes it an envelope and sends it to a blockchain in such a way that it can be stored without being breached.
The issuer of the data and the holder of the data are also given copies, which they can verify.

Ø  How about making lives of Ordinary Citizen easy by having just ONE CARD to replace all these cards ?

Ø  “ A stage may come that the unique identity will become the only card “
      ( Arun Jaiteley / Lok Sabha – 22 March 2017 )

Ø  The method of “ merging “ of all identifiers  [ cards ] , must NOT require a citizen to fill up any FORM , online or offline




Following is my suggestion :

Ø    Central Govt to launch a online portal called,
            www.SUIIC.gov.in (  Single Unified Identity for Indian Citizen )

Ø  By appropriately enacted Law, Central Govt will order all CARD ISSUING AGENCIES to upload their “ Card Related Databases “ onto SUIIC web server and continue to do so DAILY for new additions to their databases


Ø  SUIIC will use AI - Machine Learning - Big Data Analytics etc.,  to merge / collate all kinds of structured / unstructured databases pertaining to all kinds of Cards / unique IDENTIFIERS, issued by any entity, to any citizen

          These will include Mobile Service Providers and E Mail ID providers


Ø  This exercise will lead to creation of UNIQUE PROFILE for each citizen, and named :

          YUP  ( Your Unique Profile )

          YUP (with unique serial number) will be that SINGLE CARD which replaces all  CARDS


Ø    YUP will also be the name of a Mobile App supported by SUIIC web server


Ø  Any citizen can download the YUP ( absolutely VOLUNTARY ) , open it on his smart phone , enter his mobile number / E Mail ID and take a SELFIE of his own FACE


Ø  The Mobile App will automatically and instantly, upload the FACE IMAGE onto SUIIC database and the matching YUP of that person


Ø  SUIIC will embed into the FACE PHOTO , all data of all the CARDS ever issued to that person ( using STEGANOGRAPHY ), and send it back to the owner’s mobile phone


Ø  Just under the FACE PHOTO, there will be a DROP LIST of all the Cards / Identifiers which have been embedded . Touching any item, will reveal the actual Physical Card


Ø  This will enable that citizen to EDIT his personal data online and click SUBMIT


Ø  Anytime required in future, that citizen can show that YUP photo to any party


Ø  Going beyond merging / aggregating / unifying , all existing physical cards belonging to a person, what about :


         #  Enabling him to use YUP to create ( for the first time ), an altogether different card ?

         #   Enabling a person to create a new Voter Card, upon attaining the age of 18 ?

Inevitable takes a little longer

Ø  In a significant move, the Centre has notified new rules under the Aadhaar Act, expanding the scope of Aadhaar linkage to more social welfare schemes.


Ø  The 12-digit unique identity number can now be “voluntarily” linked to the forthcoming health identity card-for-all project as well as existing government services such as getting a driving licence.


Ø  A senior government official, elaborating the logic behind the move, told ET that there was a “real need” to expand Aadhaar’s “scope”, which was regulated till now.


Ø  The “central government may allow Aadhaar authentication by requesting entities in the interest of good governance, preventing leakage of public funds, promoting ease of living of residents and enabling better access to services for them…,” the notification said.


Ø  However, the authentication rules shall be “voluntary”, signifying beneficiaries can choose not to disclose their Aadhaar details.
