What can go wrong, will go wrong !

 


 

This rule of human affairs, works universally

A corollary to this rule says :  Everything cannot be anticipated


But neither of these,- rule and its corollary – , should hold back our Covid Vaccination drive which was  launched yesterday by PM Shri Modiji


Whether it is number of :


Ø  Vaccine vials

Ø  People to be vaccinated

Ø  Centres where vaccines will be administered

Ø  Doctors / Technicians who will be giving the shots

Ø  Workers manning the Vaccination centres

Ø  Transport Vehicles / Cold Storage devices / Disposable Syringes

Ø  Mobile-based communication messages…. Etc .,

 

-           We are talking of thousands / lakhs / crores  !

 

Mistakes will get made by Men – Machines – Media – Medicines – Methods !

Even if those mistakes slow down the drive, these must not deter us

We must learn from each and every mistake and make course-correction

CoWIN server slows down in Maharashtra, health dept faces trouble

“Due to some technical glitches, the server of CoWin app has slowed down. Thus, we aren’t able to send message to the registered beneficiaries. So we have created a WhatsApp group, where all the beneficiaries of each district have been added, and we are sending a message in those groups, informing them about the vaccination centres and timings,” said state immunisation officer Dr Dilip Patil.

My Undestanding : 

Under the revised Privacy Rules of WhatsApp, a message that tells a person to visit a centre at a specified date / time, is a BUSINESS MESSAGE. That means,  personal data of all these “ groups “ of beneficiaries, will be shared by WhatsApp with its parent company Facebook, which reserves its rights to sell these data to any other party !  Most likely the personal data of the Doctor / Health-worker, sending that message, as well ! )

And now for some “ Good News “ :

PM to launch Co-WIN App today as formal vaccination drive kicks off  /  ET

    Ø  However, the app is not yet functional. It is likely to be open to the general

         public for registration by the end of March 2021


Ø  Meanwhile, the app is being populated with the data of 1 crore healthcare workers who would receive the coronavirus vaccine in the first phase. So far only officials have access to it.


Ø  The app has four modules, including User Administrator, Beneficiary Registration, Vaccination and Beneficiary Acknowledgement, and Status Updation.

 

THE BACK-END MODULE

 

Ø  The back-end module will show the ones managing the details what is happening at block-level cod chain points. The app will flag in case of power outage or any other issue.


Ø  The primary function of the application currently is to see temperature loggers and send real-time information to the central server.


 

ADMINISTRATOR MODULE

 

Ø  The app will track the beneficiaries as well as vaccination session planning and management.


 

REGISTRATION MODULE

 

Ø  Users can register to get vaccinated on CoWIN app. The app can be downloaded for free and one can self-register. It will also be used to record vaccine data.


Ø  Common Service Cntres can also help one register at the block level. Managers can upload bulk data.


Ø  Vaccination details such as when the dose was given and when the second one is due can be verified.


 

BENEFICIARY ACKNOWLEDGEMENT

 

Ø  A certificate with a QR code will be given after vaccination. It will also track dropouts. Sessions held and upcoming sessions will also be monitored.

 

 

      WHAT DOCUMENTS WILL BE REQUIRED

 

Ø  Users will need to upload a valid photo ID for registration. Aadhaar, driving licence, voter ID, PAN card, passport, job card or pension document must be produced. One can also submit Health Insurance Smart Card, MGNREGA card, official IDs issued by MPs, MLAs or MLCs. Passbooks issued by bank or post office and service ID card issued by state or central government and public limited companies would also be accepted.

Virtual Court Benchmarks

 


 

Context :

SC panel to set virtual hearing benchmarks  /  04 Nov 2020 / HT


Extract :

Ø  The Supreme Court’s e-committee has set up a panel that will focus on

      #  setting benchmarks and standards for digitising courts

      #  providing virtual interface to litigants through videoconferencing

      #  live streaming,

Ø  As a first step, the panel, with the help of experts, has framed Model Rules for Videoconferencing

Ø  The committee is also looking into live streaming and digitization and to have a National Best Practices Standards in this regard for the entire judiciary.

Ø  The panel he has set up will be exploring the,

       #  Infrastructure required for live streaming and storage of data,

      #  Technical standards,

      #  Cost involved and other requirements.

Ø  In September this year, a Parliamentary Standing Committee submitted a report suggesting permanent virtual proceedings not only for courts but for tribunals in certain category of cases

Ø  Coining the benefits of digital justice as “cheaper and faster”, the Rajya Sabha panel chaired by BJP lawmaker

 said in its interim report:

“ This (virtual courts) will cut down the cost and increase efficiency in disposal of cases without unnecessarily being adjourned. Virtual courts can deliver faster results with fewer resources. They can  also reduce commute time to courts and waiting time.”

Ø  In his petition filed through advocate Vinod Sangvikar on October 6, Morbale complained that he had been stuck at his native place because of the pandemic, and thousands of lawyers like him and litigants were deprived of access to MAT because of lack of online filing and hearing by the tribunal.

Ø  He had, therefore, sought directions to the MAT to conduct hearings through video conferencing on a daily basis and to update its website to support an e-court system and make it user friendly.

Ø  As regards the MAT website, Joshi said in his report that the tribunal had started its website in July 2013. It was designed by Mahaonline Limited and only had certain basic features. He added that the space provided for the website on the state government’s server is insufficient and therefore, whenever data is required to be uploaded on it, the tribunal has to approach the director, information technology.

If we want to reduce the average “case disposal time “ from 6 YEARS to 6 MONTHS , we must do better than the Chinese – as follows :

Ø  Launch online portal….www.OnlineJustice.gov.in…. having following features / pages / User Interfaces :

           #   Who can register a litigation and how ( detailed form to be filled in )

          #   What kind of complaints can be filed ( Eg; property / divorce / fraud /

                loans etc )

          #   Time frame of hearings ( based on backlog at that point )

          #   Search / Selection of “ empanelled lawyers “ ( with their fees tariff )

         #   Method of conducting “ Online Trial “ ( Audio – Video Conference calls )

         #   Online payment of Court Fees / Lawyer’s fees

        #   Who can “ watch “ the online trial and how ( Video broadcast ) and when

        #   Progress Chart as trial proceeds / Upload – Download of documents

        #   Court Room allotted ( by software ) to each litigation

 

     Not being limited by any “ Physical Constraints “ , it will be possible ( for the

     software ), to open as many “ Virtual / Online “ Court Rooms as required

     

     Only limitation will be the Number of available Judges at any given time

    Let none have doubts about the ability of our Start Ups to design / develop and

    launch such a portal within 6 months , whose “ Conceptual Frame Work “ could

    resemble ,

    And as far as finding 10,000 Judges to conduct “ Online Trials “ from the 

    comfort of their homes ( and without imposing any “ Infrastructure Burden “ on

    the State – except providing them with a fast broadband connection , , I 

    suggest that we rope in retired judges on a “ Per Case Retainer “ basis ( paid 

    into their Jan Dhan accounts )

               

   There must be a “ Bonus cum Penalty “ formula to govern the payments to the

   Judges , depending upon the “Actual Time “ taken to dispose off a given case as

   against the “ Target Time “ ( to be computed by Artificial Intelligent Software ,

   based on historical data being continuously compiled for all the cases , once the

   portal gets launched )

          

   I urge Chief Justice Hon Deepak Misraji to treat this email as a PIL and “ direct “

   the NDA government to initiate  action on this suggestion ( I cannot afford a 

   lawyer ! )

Reliance Retail to rope in kirana stores as franchise partners to fulfill JioMart orders

Ø  Mukesh Ambani-owned Reliance Retail is set to rope in local kirana stores as franchise partners to fulfill orders placed on its ecommerce platform JioMart. Reliance Retail will exit from the direct sale of packaged food, grocery and FMCG products. The kirana stores will sell these products to consumers in their respective neighborhoods.

 

Ø  In the case of products ordered on JioMart and not in stock with the kiranas — which typically sell the 300-400 most popular items — Reliance Retail will supply them and the margins will be shared equally.

 

Ø  Further Reliance Retail has decided to shelve its B2B cash-and-carry store format, Reliance Market, which will be turned into fulfilment centers for B2B delivery of products to kiranas. The neighborhood stores will place their orders online and get deliveries at their outlets.

 

Ø  Analysts say this strategy will help Reliance Retail in the long run to fulfill customer orders placed on JioMart faster than competition and will also help it in achieving higher volume

Upon arrival , you will need to update the data

From time to time , our Software will also figure out your current stocks of " Extremely Slow Moving " and " Obsolete / Expired " items , and arrange for " Return Delivery " , which you will need to enter in your database

This fleet will cover " Kirana Stores " and " Online Customers " , located in pre-designated areas , covering 4 sq km ( 2 km x 2 km )

These drones will get their " Delivery Instructions " directly from our Web Server , for all ONLINE orders

When these drones arrive at your Store to pick up the items ( to be delivered ) , they will transfer ( Blue Tooth / NFC ) and display on your Computer screen , following data :

#  Online Order Number / time / date

#  Items covered with description / value of each

#  Customer Name / Address 

#  Mode of Online Payment / Bank Details 

#  Your online account CREDIT details , giving, ( Sales Value )-( Purchase Price )  

     " Purchase Price " of goods in your stock will be based on FIFO method

As explained earlier , you will have a bare minimum need for " Working Capital " , since all of your stock will be on " Consignment " basis


We will collect the " ONLINE  PAYMENTS " directly from the customers and " Credit " the same to your " online sales account " with us


Against same account , we will " Debit " the " purchase price " ( price at which you purchase the merchandize from Reliance ) of the goods sold


Our server will also take care of all GST payments and filing of GST returns
