Intelligent Transport System



Business Line ( 07 Oct ) carries following news :




NITI Aayog panel to work on Intelligent Transport Systems



To work on traffic, parking management and maintain roads in a cost-effective manner, NITI Aayog and International Road Federation on Friday signed a statement of intent to cooperate in Intelligent Transportation Systems.

The collaboration will focus on upgrading the parking situation in the cities, road safety, reducing urban traffic congestion, and improving the security of passenger and traffic.

Announcing the formation of a committee at a roundtable on ITS, Anil Srivastava, Advisor, NITI Aayog, said,

“ The committee developing the National ITS policy will comprise stakeholders from Central, State, foreign ITS companies and private partners who are active in the sector. Also, it will set uniform standards to implement the policy in various parts of the country ”.

He said making a policy was easier, but its implementation was a challenge. The major task of the committee would be to make ITS acceptable in tier II and III cities, he added. Currently, Mumbai, Bengaluru, Surat and Bhopal are the few cities where ITS has been partially implemented.

What a happy coincidence !



Only a few days back , PM Shri Modi announced the launch of SAUBHAGYA scheme to ensure that electricity reaches to 4 CRORE rural household


That Scheme would cost the government  Rs 16,000 crores !


Now , is it possible that , government could have purchased from Manoj Bhargava , 4 Crore HANS Power Packs ( 300 Watts ) and distributed for FREE to those poor households ?



For such a BULK PURCHASE , I am sure , Manoj would have dropped the price to Rs 10,000 / - for 300 Watt pack  !



Since I am not an agent / dealer of Billions In Change , I strongly recommend that EESL come out with an open tender for these Power Packs , as it has earlier done in the following cases :



We have all heard ( repeatedly – including in PM’s speech 2 days back to the Company Secretaries ) how government , through its policy of BULK PURCHASE , managed to bring down the prices of LED bulbs from Rs 360 to Rs 45 each



And succeeded in replacing 28 Crore old fashioned / power consuming bulbs !



And how , only a few days back , EESL managed to bring down the price of an Electric Car to Rs 11.2 lakhs (  against identical petrol model selling for Rs 14 lakhs ) by tendering for 10,000 cars ! And expect to bring it down further to Rs 7 lakhs in next 2 years with tenders for 100,000 cars



Of course , even at Rs 10,000 each , buying 4 CRORE Power Packs from Manoj , would cost the exchequer , Rs 40,000 Crore !



But look at the advantages :



·         Not need to erect /maintain miles of transmission lines to those huts


·         No need to install and monitor Electricity ( Smart ) Meters


·         No need to collect monthly payments for the power consumed


·         In fact , no need to PRODUCE that power in the first place


·         No pollution due to power from coal-based power plants


·         No need to dig or import expensive coal / or worry about low plant-load factor



·         No need to worry about power thefts / transmission losses !


·         No load shedding ( so common in rural areas ) for “ non-payment of bills / low consumption “


·         No need to worry about PEAK / LEAN load periods


·         No need to keep Subsidizing Power for ever




And for supplying such huge numbers , Manoj ( and many Solar Panel manufacturing companies from all over the World ) might even agree to set up 10 factories in India for local manufacture  - generating thousands of jobs  !



And talking of “ Jobs Generation “ , let the government come out with  special MUDRA bank loans , only for rural youth who want to set up roadside “ Power Pack Charging Stations “  , using HANS Solar Brief cases , to recharge those 4 Crore Power Packs in 5 hours !



Each youth may be given a loan of Rs 1 LAKH , enabling him / her to buy 10 Solar Brief Cases !  This will generate ONE MILLION new “ Self Employment “

 !



Today ( 07 Oct ) afternoon , Shri Narendra Modiji will “ felicitate “ :



“ Pradhan Mantri Gramin Digital Saksharta Abhiyan [ PMGDISHA ] “,



with the following objectives :




·         Impart digital literacy to 6 CRORE citizens in rural India

·         Provide access to information , knowledge, healthcare and livelihood generation





None of this is possible without Smart Phones / Tablets / Desk Tops



And the Power Pack can provide electricity to all of these through a 12 volt port !




(  Do not hesitate to amend the Indian Electricity Act , which forbids private parties / persons to produce and sell electricity to anyone , without getting a license )



It is not too late for Minister for Renewable Energy , Shri R K Singh to consider my suggestion

Business Line ( 04 Oct ) carries a news report which reads :


“ NALCO , GMDC drop plan for smelter project in Kutch “



It gives following reason :


“ Later , in 2013 , Nalco raised concerns about the extensive power consumption in Smelter for converting alumina into aluminium . Nalco had asked GMDC to arrange electricity at a rate of up to Rs 2.2 per unit to make the smelter project viable “

That will enable you to provide power to homes / offices and factories all over India at Rs 1.0 per Kwh !


Then challenge Elon Musk , to set up 100 BATTERY STORAGE SYSTEMS ( of 100 MW each ) all over India , using his POWERPACK batteries , the way he plans to do in Australia

Fortunately for us in India , Shri Piyush Goyal ( Minister for Power ) is one such politician


His ministry ( MNRE ) is examining a proposal submitted by the Power Grid Corporation of India , to generate Solar and Wind power in the deserts of Rajasthan / Kutchh / Lahul and Spiti / Ladakh


These deserts have , between them , the potential to generate 315.7 GW of Solar plus Wind power !


And when this becomes a reality , sun shining over Ladakh will light up a lamp in Andaman-Nikobar islands !


For the entire project , the investments envisaged are :

By   2022............. Rs  2    lakh*crore

By   2032..............Rs  16  lakh*crore

By   2050...........   Rs  43  lakh*crore


Now consider this :

#  A 1mw Solar project would need Rs 6 Crores and need 2.5 acre of land ( 1 hectare  )

For that one million ton alumina project , GMDC-NALCO would have a need for 75 MW power

     
That means a 75  MW solar power project would have cost , only Rs 450 cr ( in a total project cost of Rs 15,000 Cr ) and needed a tiny parcel of 180 acres of land  !
    

    Of course , there would be additional investment in GRID SIZE power storage batteries ( the kind TESLA is currently installing in Australia ) , to supply power to a process plant , around the clock
    
   
I hope the new Minister for Renewable Energy , Shri R K Singhji , would give a push to the proposal submitted by the Power Grid Corporation of India
