Face authentication carried nearly 80 per cent of the Digital Life Certificates
generated in the first five days of DLC Campaign 5 — about 40 lakh certificates
against 25 lakh last year.
That is Layers 1 and 2 of my SUIIC/YUP design running in production, for the hardest user group in India.
I ask for three missing pieces:
> a citizen-revocable consent log,
> a voice fallback,
> and the same face credential extended to the remaining cards.
And I propose a DLC-to-ELI pipeline that turns 70 lakh pensioners into India's
largest talent pool.
===============================================
Yesterday I sent NITI Aayog a note on SUIIC and YUP.
At 12.03 am today, DD India carried the sequel (DD India, 7 November 2026):
“Face authentication has also gained wider acceptance among
pensioners, with its share rising from 61 per cent to nearly 80 per cent during the
same period.”
PIB released the figures on 6 November; DD India and Daily Excelsior carried them:
- Nearly 40 lakh certificates in five days, against roughly 25 lakh in the same
- period last year — a 60 per cent rise
- Face authentication's share: from 61 per cent to nearly 80 per cent
- Last year in full: about 1.17 crore of 1.92 crore certificates generated by face
- Camps in over 2,000 cities and towns until 30 November 2026, with doorstep
- service for those who cannot travel (PIB, 5 November 2026)
This is Layers 1 and 2 of SUIIC running at national scale.
In the note I sent on 6 November,
> Layer 1 was the engine that merges agency databases into one profile;
> Layer 2 was the voluntary app where one selfie is matched to the Aadhaar
photograph.
I set that idea down in January 2020 in “I am One, I will become Many”, and
returned to it in April 2025 in “SUIIC: the Ultimate Ease of Interacting with World”.
I did not foresee which user group would settle the argument.
Super-seniors, eighty and above, many without a smartphone of their own,
borrowing a grandchild's phone. When nearly 80 per cent of them choose a selfie
over a bank queue, the question of whether Indians will accept face-as-credential
is closed.
Three gaps I would now press on the Department of Pension and Pensioners' Welfare:
- A consent log — my Layer 4, UCP. Every use of that face credential logged,
- visible to the pensioner, and revocable by her.
- A voice fallback, for pensioners with degraded vision, tremor or no reliable
- liveness.
- The same face extended to the other eleven cards in my Layer 1 table:
- PAN, ration, Ayushman, driving licence, voter ID, passport, education, e-
- Shram, EPFO, ESIC, DigiLocker.
The best number in the briefing was mentioned in passing :
> nearly 70 lakh central pensioners against about 50 lakh serving employees.
The pyramid has inverted, and I have spent my working life in recruitment. No
skills register in India has ever held 70 lakh experienced people. The DLC
database, read differently, is one.
So I would build a DLC-to-ELI pipeline — ELI being the Employment Linked
Incentive scheme I have been writing about since July 2025:
- An optional one-screen skills disclosure while the certificate is being generated: last designation, domain, languages, hours available.
- Those profiles matched to part-time and mentor mandates in departments, banks, schools, skilling centres and small firms.
- The same face credential authenticating pension drawal and wage payment: one authentication, two ledgers.
- A pensioner-mentor track under ELI, the way it already pays employers for additional EPFO hires.
None of this happens in a single campaign season. But the certificates already
exist, the people are already in the database, and nobody has yet asked them
what they can still do.

Hemen Parekh
