Govt to transfer benefits directly to apprentices' bank accounts  /  ET  /  03 July 2022

 

Extract :

 

The ministry of skill development and entrepreneurship (MSDE) has made the National Apprenticeship Promotion Scheme ( NAPS ) as part of the direct beneficiary transfer ( DBT ) scheme, providing direct government benefits to all apprentices.

This would prevent delay in payments as well as
significantly reduce any leakages in the system. Earlier companies used to pay apprentices the entire amount and then seek reimbursement from the government.


“With the launch of the DBT scheme, the government will directly transfer its contribution to bank accounts of apprentices through National Skill Development Corporation (NSDC),” MSDE said in a statement on Saturday.

 

 Under NAPS, the government pays 25% of the stipend payable up to Rs 1500 per month per candidate.

 

“Apprenticeship is getting a big boost under Skill India. Crediting stipend into the accounts of the candidates through DBT will not only be a boost to apprenticeship but also takes us closer to realising the potential of Skill India “, Skill Development Minister Dharmendra Pradhan said

National Apprenticeship Promotion Scheme ( NAPS ) was launched on August 19, 2016 to promote apprenticeship training in the country and to provide financial support to establishments undertaking apprenticeship.

 

The program aims to motivate employers to hire apprentices and aid them in discovering the right job roles while maximising their potential through in-depth skill development.

 

As of today, more than 12 lakh apprentices have been engaged with various industries.

 

MY TAKE :

 

Dear Shri Pradhan,

 

Thanks for accepting my suggestion for Direct Transfer Benefit ( DBT ) of stipend to the bank accounts of the apprentices, as mentioned in my following email :

Each trainee will receive Rs 1000 pm ( for course duration of 3 years )

This amount will get deposited in Jan Dhan bank account of trainee ( DBT )

 


Whereas this is a very welcome step, by itself, it is unlikely to achieve our Prime Minister’s dream of turning India into the SKILL CAPITAL  of the  WORLD , unless the Government also implements other suggestions contained in my following 26 earlier emails

Skilling 300 Million ? Here is a way, Shri Pradhanji

Union education ministry launches digital skilling programmes for 30 crore students

Union education minister Dharmendra Pradhan   (  minister.sm@gov.in ),

launched a digital skilling initiative on Monday for 30 crore ( 300 Million ), students from class VII to graduation , which will focus on,

 

#    SKILLING , RE-SKILLING and UP-SKILLING students via

#    INTERNSHIP , APPRENTICESHIPS and EMPLOYMENT in the emerging

      technologies

 

Over 100 Technology Corporate and Manufacturing Firms have already come on board on this platform to provide “ Free of Cost “ emerging technology certifications

 

" India has to cater to the workforce requirement of the world and TECHNOLOGY will enable us to do so “, Pradhan added.

 

   This program is to connect the RIGHT CANDIDATES with SKILL TRAINERS and various COURSES providing expertise  on emerging technologies. It includes Artificial Intelligence, Block-chain, Big Data , Data Analytics , Cyber Security and Cloud Computing “

Dear Shri Dharmendra Pradhanji,

 

You said :

And those technologies are :

>  AR-VR headsets

>  Holograms

 

In the context of using AR – VR headsets for Skill-Training, I draw your attention to my following email :

Ø  This is NOW possible, if our Policy Makers decide to leverage WEB 3.0 , for skilling 2 crore youth each year , right from their ( internet connected ) homes eliminating need for setting up another 15,000 ITIs ( buildings – machineries – teaching staff etc ). Virtual Training courses will need very little investment and very quick implementation !

 

Ø  Such Virtual Training courses ( using VR headsets ) can be configured around the needs of other countries which are facing shortage of skilled manpower for specific jobs

 

 

But, since I sent this email 40 MONTHS ago, technology has made great strides

 

In the area of  Education and Training “ , AR-VR headsets are likely to face tough competition from HOLOGRAMS

reach of 300 million students


But it is possible for our millions of Secondary Schools – Colleges and our 18,000

Industrial Training Institutes ( ITI ), to buy and install such a 3D Volumetric

Holographic Terminal , in a few class-rooms

 

To realize this possibility, I urge you as follows :

 

Ø  Include local manufacture of 3D Volumetric Holographic Terminals 3D VHT - , in

 already announced PLI ( Production Linked Incentive ) Scheme for Electronic

 Devices   

( Phased Manufacturing Program– leading to 100 % local value addition – no component imports –within 2 years of start of local production )

              

Ø  Donations of funds to Schools / Colleges / ITIs  , etc for purchase of 3D VHT , to

    be eligible to qualify as CSR ( Corporate Social Responsibility ) obligation of

    Companies ( under CSR Act )

 

Ø  Contribution of funds by Companies to 9,606  Atal Tinkering Labs , for

    development of TRAINING COURSES based on IKIN platform, to be eligible under

    CSR obligations. Training Courses so developed to be available, FREE of COST , to

    all 300 million students
