National employment policy on the cards in budget 2018

 

The government in the next budget ( 1 ) might introduce a national employment policy ( 2 ) outlining a comprehensive blueprint ( 3 ) to generate quality jobs ( 4 ) in every industry.



Prompted by the risingunemployment ( 5 ) in the country, the government in the next budget might introduce a national employmentpolicy ( 6 ) outlining a comprehensive ( 7 ) blueprint to generate qualityjobs ( 8 ) in every industry.


The policy blueprint will be shaped by economic ( 9 ) , social ( 10 ) and labourpolicy ( 11 ) interventions, the Economic Times reported.


The policy is likely to be announced in the upcoming Budget, which will be the last one from the current Prime Minister Narendra Modi-led government before generalelections ( 12 ) in 2019.


The employmentpolicy ( 13 ) will have many sides and applications ( 14 ) .


It will incentivizeemployers ( 15 ) to createmore jobs ( 16 ) , introduce economicreforms ( 17 ) appealing to companies along with supporting the mediumand small scale industries ( 18 ) which provide a hugechunk of jobs ( 19 ) , a senior government official told ET.

Over 10million youth ( 20 ) join the workforce ( 21 ) every year.


But there are notenough jobs ( 22 ) to engage them and thus, the unemploymentissue ( 23 ) has risen to the extent of electoralimportance ( 24 ) —used by oppositionparties ( 25 ) to attack the Modi-led government.


The jobgeneration ( 26 ) speed faced a six-year low in 2015 as only 135,000 new jobs were created compared to 421,000 jobs in 2014 and 419,000 in 2013, as per a quarterlyindustrial survey ( 27 ) conducted by the Labour Bureau under the labourministry ( 28 ) .


Another significant aim of the policy would be to engagemore workers ( 29 ) in the country’s organisedsector ( 30 ) because that would get them minimumwages ( 31 ) and  socialsecurity ( 32 ) , the government official told the newspaper.


The policy could actually be impactful in this regard as over 90 per cent of workers in India are engaged in the informalsector ( 33 ) and hence, does not benefit from any social security law or minimumwage ( 34 ) rule.


The government is closely assessing the labour conditions and employment trends ( 35 ) in the country in order to lay out specific targets ( 36 ) and set up a monitoring system ( 37 ) .



The things the government is looking at include demographiccomposition of workers ( 38 ) ,  employment challenges ( 39 ) in different sectors, and the overall macroeconomiccondition ( 40 ) .

Google, WhatsApp, BHIM ?




When it comes to Mobile Payment Wallets in India , who will win ?



For the moment it looks as if Google’s Tez ( launched in Sept 2017 ) might win this race



In less than 3 months since launch, its volume of transactions has totalled more than 140 million ( - more than 40 million per month – as compared to 8.2 million in Nov 2017 for BHIM , which got launched in Dec 2016  ! )



Tez seems to be on trajectory to implement what I have been recommending for last one year , viz:
Voice Activated Payment ( no need for any typing )



Google has already launched,

-           Google Messenger Google Action  Google  Assistant Google AI ,

- all of which can combine to enable a buyer and a seller to merely “ Speak “ to Tez .




No typing ANYTHING ( Aadhar Number / Bank Account Number / Password etc )


Everything cantered around Biometrics of : Iris / Finger / Voice / Face Recognition


A unbeatably SECURE and powerful combination of all !



Now, it is rumoured that WhatsApp is about to launch its own Mobile Payment App in India, cantered around its popular Messaging App , for which it has more than 200 million users in India




And apart from a VOICE message , I believe you can “ talk “ to WhatsApp for sending a text message  ! -  precisely what I have been suggesting



This will enable even illiterate , rural folks to be able to switch over to Digital Payments ( most will have a 4G phone , before long )



So , WhatsApp has a sporting chance to win the race !



Will BHIM come up last , despite massive promotion by the government ?

Solar Power : GigaWatt or GigaFlop ?




Government has set a target of achieving installed capacity of 100 GW of solar power by 2022



Of this , by end June 2017 , we have reached 15 GW , leaving a balance of 85 GW to be achieved by 2022



In simple terms , this would amount to installing 85 GW in next 60 months ( 1.4 GW / month )



During second quarter ( June / July / Aug ) , only 2,505 MW of capacity was auctioned ( against tenders for 3,408 MW )



During third quarter ( Sept / Oct / Nov ) , only 1,232 MW of capacity was auctioned ( against tenders for 1,456 MW )

So , in past 6 months , we auctioned 3,737 MW ( 3.7 GW ) of solar power capacity ( against tenders for 4,864 MW - no idea how much got “ installed / commissioned  !  )



Whereas , to reach that 85 GW in 60 months , we should have “ installed “ , 8.5 GW in 6 months !



This trend is ominous !



But I believe , worst is in store !



Installing 1.5 GW per month requires a capital of $ 1.5 Billion ( Rs 10,000 Crore ) per month


Private sector just does not have,  either that kind of funds , or that kind of “ Risk Appetite



And with all the accumulated NPAs , banks are unlikely to fund ANY business venture , where its “ Selling Prices “ are dropping at 19 % per year  !



And where , State Discoms are renegading on already signed Power Purchase Agreements , and demanding renegotiation on lower prices !

This will take Ages !



Hindustan Times ( 11 Dec ) carries following news report :




“ Haven’t paid traffic fines ? Cops to send challan at your doorstep “




Police to tie-up with postal service, aim to collect fines for 7.5 lakh traffic violations


Summary :


·         The Mumbai traffic police’s SMS challan hit a roadblock as only 50,000 out of the 8 lakh violators have paid the fine since January


·         The glitch forced the police to look for temporary measures – such as sending paper challans to the offender through courier or summon them to chowkies to pay up – before alternative arrangements are made




There is only one “ Alternative Arrangement “ that will work :



·         Perfectly

·         Every time

·         Without human intervention



And the beauty of this alternative is that , the violator will pay the fine , using a Mobile App-cum-Mobile Wallet ( FinePay ? ), within seconds of getting that SMS on his mobile !



How come ?


·         When a driver jumps a red light, Traffic Police SMS ( delivered on FinePay ) will read :



“ If you do not pay up the fine ( using FinePay’s mobile wallet feature ) within next 10 minutes , your


#    car speed will reduce to 5 Km per hour

#    car horn will keep blowing

#    tail lights will keep flashing

#    car A/c will shut down

#    car , itself will get immobilized after 10 minutes !



Everything will return to normal , as soon as you pay up through FinePay


Once you pay up , the server of the Traffic Police will acknowledges the receipt and “ un-lock “ the car engine , so that it will re-start  !



Is  this possible  ?



·         Absolutely ! 


      From Jan 2018 , all cars will be pre-installed with an RFID micro-sensors , for the
      purpose of automatic toll-collection ( without human intervention )


These RFID sensor will be linked to the owner’s Aadhar ID and his Bank Account number , to facilitate automatic deduction of toll


Nothing stops our brilliant IT geeks / engineers , to link-up that RFID sensor with the FinePay mobile app ( through which , the traffic police will deliver the SMS )

2019 : Nightmare Year ?




In his book “ 1984 “ ,George Orwell imagined the nightmare of the State surveillance of private lives of the citizens of the World


I envisage year 2019 as a nightmare year for the politicians of India




“ Govt to set up 12 spl courts to try 1,581 MPs and MLAs



Highlights :

·         228………. Members of Parliament to be tried in two special courts

·         13,500 … Approx number of total pending cases

·         1,125 ….. Number of cases that each special court will have to decide in a year

·         242……..  Number of days trial courts normally function in a year

·         4.6………  Ave number of cases per day, each special court will have to dispose off



I assume that ,


·         it will be May 2018 , by the time these Special Courts start working – more than 4 YEARS after the Supreme Court directed the Centre to set up these courts

·         these “ Super Efficient “ courts will refuse to grant any “ Postponement Dates “ to the accused and not only conclude within ONE HOUR ( whether the accused was guilty or not ) but also announce the VERDICT , on the spot ( remember , 4.6 cases / day ? )

·         there cannot be any “ Appeal “ against the judgements of these special courts

·         some 365 MPs / MLAs ( out of those 1581 accused ) will be found GUILTY


·         the Speakers of the Lok Sabha / Rajya Sabha , will get court order copies within 7 days

·         the Speakers will disqualify , within 7 days , those MPs / MLAs who are declared guilty and who have been handed out sentences of 5 years or more

·         the Election Commission will receive these “ Disqualification Notifications “ in 7 days

·         the Election Commission will announce re-election dates within 30 days for seats falling vacant

·         these Elections will start from Dec 2018  and stretch throughout 365 days of 2019


·         to ensure proper / timely availability of Election officers / police / EVMs / polling booths / presiding officers / school-teachers / transport etc , spread over 28 States , no more than ONE ELECTION will be conducted PER DAY ( - for each of 365 days of 2019 ! )

I had envisaged this scenario , as far back as MAY  2014 , in :


2019 will be a nightmare year , not only for the politicians but also for the voters !

But it will be a bonanza year for :

·         Newspapers ( Advt earnings )

·         Outdoor Publicity Companies ( Hoardings )

·         Helicopter Companies ( to ferry candidates / campaigners )

·         Truck Rental Companies ( to ferry voters )

·         Event Management Companies ( organizing Sabhas / Rallies )

·         Printing Presses ( printing of pamphlets / brochures / posters )….etc

Karl Marx may have said , " Religion the is the opium of Masses "


In India , it seems , " Elections are the opium of the Masses " !

In 2019 , expect  DEMOCRACY  to  be working  24*365 !
