#ECommerce : Broad Policy / Elements

Economic Times ( 15 March ) carries following news :

The government on Wednesday made a case for a national e-commerce policy and a related consolidated legal framework to address the challenges of the sector and realise the opportunities in the global business-to-consumer (B2C) space.

"Most important for us at this point of time as policy-makers and also as stakeholders who are at the receiving end...

We do not have a national e-commerce policy and we do not have a consolidated legal framework to deal with it. So if we look at the e-commerce...

We do need a broad policy that looks at the broad elements, that we will use to realise the opportunities," Commerce Secretary Rita Teaotia said addressing a workshop on e-commerce here.

Some 20 MONTHS ago , I broadly outlined the contours of an E Commerce policy , as follows ( - and sent to the Policy Makers ) :

The best that the Committee can recommend is adoption of the following ,

Parekh's , " 3  Laws of E-Commerce Economy " ,

to be incorporated as 123rd Constitutional Amendment

( with apologies to Isaac Asimov's 3 Laws of Robotics ! ) :

--------------------------------------------------

LAW  #  1 :

Asimov :

A robot may not injure a human being or, through inaction, allow a human being to come to harm.

Parekh :

Rules / Regulations of E-Commerce shall not come in the way of unfettered creation of SELF EMPLOYMENT

Any existing Law / Rule / Regulation that hinders a person to become Self Employed, shall be treated as ultra-vires

Further , any Law / Regulation of " E-Commerce / FDI " which slows down Investment ( Foreign or Local / Official or through channeling of BLACK MONEY ), shall be treated as " bad in law " and struck down

---------------------------------------------------------------------------------

LAW  # 2

Asimov :

A robot must obey the orders given it by human beings, except where such orders would conflict with the First Law.

    Parekh :

    Laws / Regulations governing " E-Commerce / FDI " shall be subservient to Laws / Regulations governing " Commerce / Investment " .

Whenever any Public Authority / Court finds conflict between the two , laws / regulations governing " Commerce/ Investments " , shall prevail under all circumstances , and in favour of the self employed

      ---------------------------------------------------------

     LAW  #  3

     Asimov :

A robot must protect its own existence as long as such protection does not conflict with the First or Second Laws.

    Parekh :

Laws / Regulations of " E-Commerce / FDI " which get over-ruled under LAW # 2 , shall immediately " Self Destruct "  in favour of unobstructed progress of TECHNOLOGIAL ADVANCES

Immobilize the Jumpers ?

Hindustan Times ( 14 March ) carries following news :

Highlights  :

Maharashtra could become the first state in the country to have a state-wide integrated e-challan system under its programme ‘ One State One e-Challan ’

The police will be able to charge a driver for violation of traffic rules even if he has broken it in another part of the state.

Maharashtra police have demanded that the centralised system should have e-challan server software and e-challan back office with database, which will enable them to handle, operate and maintain at least 1500 handheld devices at any point in time.

The system proposed by the developer should be able to input and print multiple offences on the same challan and also store data of the stolen vehicles, including a backup of previous offences by the number plate.

The police have asked for camera application in the handheld device, which should be able to identify relevant data for challan by capturing a photograph of the driver’s license plate and send it directly to the control room.

Along with the hand held devices, an application will also be created with multiple features.

When a vehicle number is entered, the server will be able to send all details relating to the vehicle including previous offence history and outstanding amount due from previous offences.

This data will then easily be searchable by entering the first few characters of the offence including pending challan information for a particular vehicle / driving license, which should be automatically fetched from the server.

Congratulations ,  Maharashtra  Police  , for implementing some of the suggestions from my following blogs

MY  SUGGESTION  :

Instead of traffic police chasing the offenders , can we make the car drivers chase the police , for paying up the fines in a hurry – and ensure that they do not repeat the offence ?

Here is how :

Technology will “ immobilize “ the violating vehicle as soon as it commits the offence for the third time in a month ( even if the car owner has paid up fines for earlier offences )

By implementing :

·     Horn OK ?  [  22  Aug  2016  ]

where I suggested :

Why can he not just mandate all car / truck manufacturers to pre-install a RFID based SCADA chip in their vehicles which will flash the car number of the honking car, on the Mobile Phone of the nearest policeman ?

No arguments !

And instant / automatic penalty deduction thru Mobile Wallet details , embedded in that SCADA chip !

BEST : Ready to lead

BEST (  Mumbai’s bus transport service  ) is about to set an example to Municipal Corporations all over India

By implementing suggestions from following blog ( sent as email to Shri Bagade on 15  Feb 2016 ) :

Public  Transport as a  Solution  [  15   Feb  2016  ]

Times of India ( 14 March 2018 ) describes BEST innovations in following report :

Soon, check BEST App to find next Bus location

TIMES REPORT
CCTV & Wi-Fi on all buses

MY E MAIL

A tablet type digital device fitted behind each seat , where passenger to touch his
destination on route map displayed .

TIMES REPORT

GPS-enabled e-ticket machines to track how crowded buses are

MY E MAIL

Passenger will also touch his smart phone to the device which will transfer the fare
amount to the bus operator , through a mobile wallet .

No need for a conductor - as practiced in many foreign countries !

This will tell the driver , at which stops , which passengers are getting off and how
   many seat/s are falling vacant

If bus is already FULL and no passenger is getting off at the next bus stop, then driver
will not halt the bus , since he cannot accommodate any standee passenger

If a passenger is supposed to get off at , say XYZ stop , digital device will flash a
signal / ring a bell , a few minutes before reaching the stop

TIMES  REPORT

Command centre at Wadala to coordinate bus movement

MY  E  MAIL

Entire intra-city bus traffic will be monitored and controlled from the Central Traffic
Control Station of the city traffic department , much in the same way ATC control air

traffic or railways control train traffic

TIMES  REPORT

Bus stops boards to show expected time of arrival / All details to be posted on new web site & app

MY  E MAIL

Bus Arrival Time Indicators  ( linked with GPS in all buses ) at all bus stops

TIMES  REPORT

Common centre can view movement of every bus / Will instruct driver to slow down if he is found speeding  /  If there is a huge crowd at a stop, extra bus can be plied on that route

MY  E  MAIL

It is just a question of extending an existing ( but slightly modified ) technology to
    city traffic

As far as density of traffic on various roads is concerned , mobile apps are already
    available

Based on the situation , Central Traffic Control will order additional buses to be
injected on any particular route , at any given time

TIMES  REPORT

So , don’t waste time waiting for bus . Also find out how crowded the next bus , or the one after that, is

MY  E  MAIL

This ( No of Vacant Seats ) sign will also appear prominently on the bus itself as it
pulls into the halt.

Sir,

This refers to your letter dated 21.08.2017 addressed to the General Manager, BEST Undertaking.

At the outset, we thank you for providing suggestions in connection with BEST bus operation.

The BEST Undertaking is in the process of developing App for BEST buses. Besides, we are also planning to install GPS on buses to get Real Time Information for updated Passengers Information System.

In connection with this, we have also noted your suggestion for Bus Route Indicator at bus stops.

We would also like to inform you that MMRDA is carrying out study for 'Dedicated Bus Lane' on major corridor of Mumbai.

Yours faithfully,

( S.R. Jadhav)

Traffic Manager

(Planning & Control)

Thank  You ,  Mr  Jadhav ,
