Transport Solutions ? Must try everything




For finding solutions to Mumbai’s traffic problems , Bombay High Court has set up a committee headed by Shri S Veeresh Prabhu ( Additional Commissioner of Police – traffic )

Committee has sought suggestions from everyone concerned on following issues ;


·          Restrictions on registrations of new vehicles

·          Mandatory provisions for parking while registering vehicles


·          Scrapping of old and obsolete vehicles

·          Elimination of hawking licenses


·          Policy for rules in respect of aggregator cab services

·          Plying of mini BEST buses


·          Creation of interstate bus terminals

·          Setting up dump yards for abandoned vehicles


·          Implementation of Intelligent Traffic Management System

·          BMC plan to set up a Mumbai Parking Authority that will plan , regulate and manage all street parking and public parking spaces


Times of India , itself has suggested following :



CAP ON APP-CAB LICENCES

In my view, this may make matters worse !
If we want less no of PRIVATE cars on the roads, then we need many more CABS – especially APP based .
May be even privately-owned cars being offered as TAXIES , instead of just standing idle for 8 hours when the owner is working in his office



CONGESTION  PRICING

It is a good idea to levy a “ congestion fee “ on vehicles entering certain busy areas during peak hours



But a bad idea if  “ human-operated “ toll-nakas are set up , on all roads entering those “ BUSY AREAS “ , for collecting the congestion fees . That will slow down the already crawling traffic


Here is a technology-based , solution which removes the “ human “ from the process :

This is an idea worth trying but it must be preceded by a robust PUBLIC TRANSPORT such as BUSES



HEFTY  PARKING  CHARGES


For over 2 years now, Mumbai Municipal Corporation is trying to “ rent out “ parking spaces on public roads ( in congested areas ) , by charging hefty parking fees . This experiment has failed !



According to transport expert Ashok Datar ( as reported in TOI report ) , more than 3 lakh vehicles are parked on city roads ( - I think this figure must be much higher considering that in Mumbai , we have more than 30 lakh registered vehicles ! )


Once again , solution is :


WHY DO WE NEED TO DECIDE , WHO WILL / CAN , PARK WHERE AND WHEN AND FOR HOW LONG ?


Let vehicle owners park any number of vehicles , anywhere and at any time and for any period – if they manage to find a parking slot !


As long as vehicles are installed with pre-paid RFID chips , our Geo Satellite will keep collecting parking charges and transfer to the bank account of Mumbai Municipal Corporation !


No human intervention !

No arbitrary decisions !

No need for millions of applications to be processed !

No need for collection machinery !

No army of traffic police to check parking violations !

No scope for haftas !


And ISRO will do all of this for , may be Rs 100 crores , which is dirt cheap !


If all 20 crore vehicles get covered by this Satellite , cost per vehicle will be just Rs 5 / -

DEDICATED  BUS  LANES

This can work only where the existing road is WIDE enough to carve out a dedicated bus lane


In whole of Mumbai , I doubt whether there are more than 2 / 3 roads which are wide enough for this

e-KYC : “ Voluntary “ is the expedient




Here is how Wikipedia defines “ Expedient  :



adjective

(of an action) convenient and practical although possibly improper or immoral.
"either side could break the agreement if it were expedient to do so"



noun

a means of attaining an end, especially one that is convenient but possibly improper or immoral.
"the current policy is a political expedient"

Telecom operators are pushing the government to explore legal ways to bring back Aadhaar based customer verification, by either approaching the Supreme Court for allowing voluntary use of the unique 12-digit number for the electronic know your customer (e-KYC) process or bringing in a legislative framework. 


MY TAKE

Bringing in a “ legislative frame-work “ will take months . May be longer considering that all MPs are terribly busy with the forthcoming elections

There is nothing “ improper or immoral “ in a user voluntarily providing his Aadhar ID for e-KYC

I hope COAI , DoT , TELCOs and the Supreme Court found time to read my following emails , suggesting that there is nothing illegal in VOLUNTARY use of Aadhar ID by anyone for any purpose :

China leads the World : as usual




Here is how :





This is a report by Benchmark Mineral Intelligence , which predicts that , by 2030 :




·         All over the world, there will be 10 mega-factories producing Li-ion batteries , with a combined capacity of 299 GWh


·         Of these , 7 will be in China, with a combined capacity of 207 GWh ( 70 % of total )



·         Three other will be , one each in USA ( 50 GWh ) / Poland ( 22 GWh ) / Korea ( 20 GWh )





Why none in India despite the following report by our National Energy Storage Mission report of Aug 2018 ?






which says :


·         India would require a minimum of 20 GIGA FACTORIES by 2030 ( for 800 Gwh capacity ) [  40 Gwh per factory  ]


If we assume that we manage to put up the very first such Giga factory in 2020 , then , this would require at least TWO giga-factories to be commissioned EVERY YEAR for the next 10 YEARS ( 2020 till 2030 )

But then, how do the Chinese manage what seems like a “ losing proposition “ ?

Here is how :


“ Even before the MIC2025 ( Make In China 2025 ) plan came along however, the industry had been given a boost by government financial backing in the form of ,

·         easier access to funding

·         loosened oversight on overseas acquisitions


·         generous allocation of land for manufacturing

·         subsidies for buyers and free driving licences.






This helped sales of EVs in China reached 770,000 units last year – more than half of all new-energy vehicles sold globally.



As against this , in FY 18 , India sold 1200 e-cars ( 40 % drop from 2017 ) !



Chinese government , recently reduced subsidy for e-car to Rs 6.5 Lakh ( from earlier figure of Rs 10.6 lakh )



As against this , India government offers a subsidy of Rs 1.3 lakh  !



Does our Auto Manufacturers have a “ Cost Advantage “ over the Chinese Manufacturers , when it comes to :


·         Machinery

·         Materials

·         Manpower

·         Energy

·         Compliance

·         IT / Communications

·         Transport / Logistics

·         Training / Skilling

·         Systems / Procedures

·         Technology Acquisition
