For Bustards : Court of Last Resort ?

Bustard order will hit green push, SC told  /    14 Dec 2021

Extract :

The Centre on Monday sought modification of the Supreme Courtroom’s April 19 order for placing underground energy transmission cables in huge areas of Rajasthan and Gujarat for cover of endangered Great Indian Bustard (GIB), saying:

#   it’s technically not possible,

#   value intensive and

#   might be an enormous setback to India’s worldwide dedication to manoeuvre

     steadily in direction  of renewable energy.

     

Solicitor General  Tushar Mehta requested CJI NV Ramana for an urgent hearing  on the Centre’s plea citing a current report of technical group comprising consultants from transmission and energy sector and members from Wildlife Institute of India (WII).


The Centre said the cost will work out to Rs 12 crore a km and the objective could possibly be achieved by putting in bird diverters.


It stated GIBs could get effective protection from electrocution by installing fowl diverters, as was used on Gwalior-Jaipur line by Power Grid Corporation to guard Indian Vulture and Egyptian Vulture and in Bhuj-Banaskantha line to guard Flamingos and Cranes.



Implementation of the SC order “shall result in enormous delay in commissioning of already awarded and under-construction renewable energy initiatives in these states, which in any other case would get commissioned within the subsequent couple of years. Contemplating the sensible and technical challenges in laying the facility traces underground, growth of future initiatives in Rajasthan and Gujarat will even be impacted.”

I fail to understand why Solicitor General Tushar Mehta , did not get the experts to examine the feasibility of using DRONES to divert the Bustards, as suggested in my following earlier e-mail

Meanwhile, India’s transmission infrastructure continues to worry stakeholders.

 

 

The lack of transmission infrastructure to support new renewable energy capacity addition has also been a growing concern for solar and wind generators in the country, especially over the last few years, in light of the surge in renewable energy projects.

It is indeed a good idea to form an inter-ministerial committee to arrive at a consensual decision

 

Decisions arrived through enlarged participation of all stakeholders, have a much better chance of being quickly implemented

Government expects most ( if not, all ) of the funds for Solar Power to come from Private Sector

Unit selling prices of Solar Power are declining steadily, year after year. No banker wants to give loans to Companies whose sale-prices are declining. Mutual Funds / HNI / Retail investors are not enthused to buy share of such companies.

This reluctance on part of the bankers gets worse when Govt-owned DISCOMS, blatantly refuse to honor the PPA entered into with Solar Power producers and regularly demand lowering of agreed purchase prices

In this scenario, how can we motivate the Private Sector to come forward to invest $ 50 Billion ( for 50 GW ), each year , year after year, for next 8 years ?

There is ONLY ONE WAY, as suggested in my following 5 YEAR old e-mail  :

*  Government declares units belonging to " Solar Power ( Panel Mfr / Power

    Production &  Distribution / Ancillary Mfr  ) " as a "  SOS " industry

* Units will need to register as such with Department of Company Affairs ( DIPP )

*  Units will be exempt  from paying Corporate Income Tax for 10 years , on

    whatever income they earn ( only those starting operations latest by 31 March

    2018 )

  *  No questions will be asked as to the " source " of funds invested in the shares

     of such units ,

     - ( a kind of Temporary Amnesty Scheme - 01 April 2017  till 31 March 2018 -

       to channelize BLACK MONEY into creation of PRODUCTIVE  / NON-POLUTING

       assets )

   *  Units cannot engage in any other Industrial / Commercial / Financial activities

   *  Units cannot declare any dividends to share-holders for 10 years

 

 These are just broad outlines and details need to be worked out

  If there is political courage to pull off such an initiative, government will NOT need to allocate ANY AMOUNT !

  NO NEED TO SUBSIDIZE THESE UNITS OR THE USERS, WITH THE TAX PAYERS' MONEY !

 

Instead of that $ 750 million allocation ( from tax payers' money ), Black Money holders will readily pump in $ 750 BILLION into the SOLAR INDUSTRY ( enough for additional installed capacity of 750 GW - as against our current installed capacity 8.63 GW of solar , and a target of 100 GW , by 2022 ! )

  

Remember, how only a few months back, tiny Indonesia managed to collect $ 300 billion of its Black Money , by levying tax ( no penalty ) of just 4 % !

 

 And with this kind of  INCENTIVE WINDOW ( to convert BLACK into WHITE ) , expect,

 *  Hundreds of SOS Units to spring up before 31 March 2018

 *  They will have ZERO cost as far as servicing of EQUITY is concerned ! No dividends !

 *  They will not need to borrow funds from banks and pay interest ( no danger of NPA ! )

 *  They will say : We are not in the business of " manufacturing of panels " but we

    are in the business of " Delivering electric power to homes / businesses "

 TECHNOLOGY FOUNDATION

Our target is to add 400 GW of Solar power in 8 years

That will require :

      #  Next generation Solar Panels which are 1,000 TIMES more productive than

          current ones

      #  Batteries that can store Solar Power for days together

Fortunately such technologies are available – and their Inventers - Owners – Manufacturers , must be persuaded ( no rule-regulation-law-convention-past practice etc, to come in the way ) to set up their manufacturing operations in India, by APRIL 2022

Union Minister of Commerce and Industry Piyush Goyal on Sunday said that the less the government interferes in the start-up ecosystem, the more potential it will have to be successful.

While addressing a gathering during a visit to the Science and Technology Park in Savitribai Phule, Pune University, the Union Minister highlighted that the reason why the IT sector is so successful in India is that the government has no role to play.

"I personally feel that the less the government interferes in the start-up ecosystem, the more potential it will have to be successful. Nationalisation has stymied the growth of several sectors.

Look at IT sector, it is successful in India because the government has no role to play. If I take list of unicorns, almost none of them have taken the government's support to become unicorns," he added.

"Wherever the government got involved and we saw the nationalisation of so many different businesses and sectors in the past years has stymied the growth of those sectors," he emphasised.

The Centre is implementing an ambitious program for mobile privacy and security which would alert citizens to the vulnerabilities present in their mobile phones and applications installed on it, National Cyber Security Coordinator, Lt General ( Retd ) Rajesh Pant said  ( ncsc@gov.in )

“ We are also implementing a project called ICAPS. That is the Indian Citizen Assistance for Mobile Privacy and Security

It is a project where the objective is to build an integrated server system which can collate all the mobile security-related information and provide customized and actionable knowledge to individual Indian citizens to secure their mobile devices and data on those devices “, Pant said at the  Indian Mobile Congress ( IMC ) 2021

The new system would verify the handset model and the applications installed on it and send a message to alert about vulnerabilities if any, while the relevant information would be provided to citizens in their native language, or the language that they understand


The solution should not only inform but also answer questions in a manner that users can understand , Pant said, adding queries such as on mitigating vulnerabilities, and relevant Government advisories, would be addressed

With consumer IoT now entering the workspaces, Pant said that vulnerabilities represent significant potential risks for individuals and organizations of all kinds

“ We are going down to the semiconductor level, the silicon level and see where the chips are coming from, and what is the importance of those chips in that particular product and then only we are certifying that it is a trusted product “, Pant added

On June 15, this year, the government launched an online mechanism and mandated any equipment connected to the National Telecom Network, must have trusted products from a trusted source

 

MY COMMENTS :

Ø  This is indeed, very good news. I hope, Govt will require all mobile phone manufacturers, to pre-install ICAPS software, before a device leaves factory gate



Ø  Then there is the question of hundreds of APPS which come pre-installed with a smartphone - AND - which the user, simply cannot UNINSTALL ! This must not be permitted. User should be able to UNINSTALL any app that he does not need

   

Ø  Apart from the mobile phone manufacturers, even Mobile Service Providers ( MSP ), install apps from time to time, without explicit permission of the users. This too must be prohibited

 

Ø  Most smart-phone users access web portals from their mobiles ( rarely from tablet – PC ) and download apps. Most of these “ steal “ user data . A vague – and long – “ TERMS “ statement is required to be “ I ACCEPT “ click . Can Govt send a “ VULNERABILITY WARNING “ (  to person downloading ), within minutes of download ? And suggest “ Action “ ?

 

Ø  As it happened recently in case of PM’s Twitter account getting hacked for posting a FAKE news, can ICAPS immediately alert all mobile phone owners about such incidences ?

 

Ø  Currently, mobile App developers upload their apps on Google Store or Apple Store . Users download from these stores . Can Govt develop a “ VULNERABILITY  SCORE “ ( on a scale of 1 > 10 ) and assign such a score to each and every App ? – and “ mandate “  that Google / Apple Stores display these scores against each app ?

 

Ø  How do ICAPS expect to catch those “ NO CLICK “ spying soft-wares ( like what PEGASUS recently launched ) ?

 

Ø  It is hoped that “ access “ to ALL the smart-phones in the country ( 1 BILLION ? ), by Central Government’s “integrated server system “, would not lead to the Central Government , snooping and listening / recording, everything a user is doing with his Apps !

 

Ø  On the UPSIDE, such “ integrated server system “ with dynamic / up-to-date, database of ALL the mobile phones ( including Feature Phones where too, some APPS are about to start working ), would greatly facilitate implementation of :

 

#  Mobile based VOTING

 

#  Monetizing of Personal Data by data-owners

 

#  Every citizen’s Health Records
