members and stakeholders.
Ø To
match the new infrastructure with cutting-edge technologies &

duties, MeitY is developing Digital Sansad - a
platform bringing citizens, MPs & all other stakeholders together.
Ø Introducing
the concept, key features and the merits of the Digital Sansad

Rajeev Chandrasekhar.'' Technology will be dramatically improving our democracy
in the years to come with excessive use of emerging tools
like AI, Analytics, Block Chain etc., he added

presentation today.
Dear Shri Chandrasekharji,
Congratulations on this great initiative to launch DIGITAL SANSAD , with the
explicit objective to BRING MPs and CITIZEN together by “ covering the entire
spectrum of functioning of the Indian Parliament “
In this
context, I urge you to examine my following suggestions :
[ A ]…… PLATFORM
# That platform must provide the citizen with following “ interfaces “ using
any of which , she
can view
to “ interact “ with the MPs :
Ø A TV Channel
Ø A Web Portal ( accessible using smartphone /
tablet / AR-VR glasses )
Ø A Mobile App
Use of “ Immersive Tech “ should enable a citizen to get a feeling that she is
actually “ sitting “ in the
[ B ]….. CITIZEN FEEDBACK
# A citizen should be able to send ( email / sms / whatsapp ) any message to
any MP .
These messages can only be a question or a constructive comment ( AI
software must weed-out any abusive messages )
You may want to consider the following U / I
Source-code for this, can be freely downloaded from
When any “ voting “ is taking place, citizen should be able to register
their own “ Vote “ ( in
favour /
App. Of course, the results of such a “ CITIZEN VOTE “ will not be displayed
until all MPs have cast their own votes first. This ( intentional ) delay is to
ensure that the MPs are not getting biased by what the citizen think about
any given resolution / bill
[ C ] MP “ Janam Kundli “
# Web Portal must display comprehensive data about each MP ( past and
present ) including his
[ D ] Performance of MPs in Parliament
# Live telecast / searchable database of entire proceedings ( audio – video
search ) but no
[ E ] “ Work from Anywhere “ for MPs
# MPs are required to be travelling in their respective constituencies to
meet the citizen for listening to
the progress of “ Development Projects “ .
Hence,
on many
ongoing Parliament Session in person
I urge you to ensure that the DIGITAL SANSAD platform enables such
travelling MPs to participate in
Virtual
Parliament : a COVID bye-product ?................... [ 02 June 2020 ]

Congratulations , Mr Naidu and Mr Birla :
For this “Out of the Box “ thinking to turn COVID threat into an opportunity , by
streamlining the running of the Lok Sabha / Rajya Sabha sessions
With Virtual
Parliament sessions, you can do following :
Ø Online
broadcast of Virtual Session through a Mobile App ( LokRaj ? )
Ø Receive Questions / Answers / Notices , online ( as being done
already )
Ø Decide ( and control ), WHO will speak , WHEN and for HOW LONG .
Ø Display these “ Speaking Schedules “ on the Mobile App with a provision for
the viewers to
cast their “
delivers his / her speech.
Dynamically display
“ No of Raters “
Such an “ Instant Feedback “ will dramatically improve , not only the
behaviour of each Member of
of his talk !
Ø Turn-off the member’s mike if he refuses to stop or
starts shouting / abusing
Ø No question of anyone speaking “out of turn “ or rushing to the well of the
house !
Ø Bar unruly members from attending a VIRTUAL SESSION
Ø Display ( as in case of Augmented Reality – AR ), following record of an MP as
he is speaking :
# Attendance
percentage / Punctuality
# No of questions asked
# Number of minutes spoken
during the session
Ø Just before the voting starts on any Bill , enable the Members of Parliament to
receive “ Instructions ( really
) “, as to how voters want him to vote ( “for “ or “against “ the bill ) , as
outlined at :
VotersWill ………………………………….[ 03 Nov 2018 ]
Ø Enable every Member to receive Online Feedback whether his overall
performance is so
bad that the citizen who voted for him , now want him “ Re-
called “ , as described at :
