WWF arriving ? A DPI for jobs ?

From Budget speech of Smt Sitharamanji :

India's Union Budget 2024-25: Key Highlights  

Extract :

·         The government will facilitate the provision of a wide array of services to labour, including those for employment and skilling. A comprehensive integration of e-shram portal with other portals will facilitate such one-stop solution.


·         Open architecture databases for the rapidly changing labour market, skill requirements and available job roles, and a mechanism to connect job-aspirants with potential employers and skill providers will be covered in these services.

Govt to form inter-ministerial core group on employment, integration of jobs data  ..  IE .. 27 July 2024

 

Extract :

A core group of officials drawn from multiple government departments and ministries will work towards integrating efforts to deal with the imperative of employment generation.


This would be done by way of streamlining efforts and integration data sets, which are “currently existing in silos”, a statement from the Ministry of Labour and Employment said on Friday.


Union Minister for Labour and Employment Mansukh Mandaviya, who chaired an inter-ministerial meeting on employment data on Friday, said there is a need to integrate multiple data sources on employment generation existing across various departments and ministries of the government “to develop a system that captures a holistic picture of employment generation


“There is a need to create linkages among different employment data sources, assimilating and integrating them to develop a system that captures a holistic picture of employment generation in the country,” Mandaviya said.


He noted that the “employment data currently exist in silos” and various ministries and departments are implementing numerous schemes and projects that lead to huge employment generation, but there is no centralised database for employment.

 

Representatives from industry bodies like the Federation of Indian Chambers of Commerce & Industry (FICCI) and the Confederation of Indian Industry (CII) also took part in the meeting.


At present, there are various datasets regarding employment from different ministries. The Ministry of Statistics and Programme Implementation (MoSPI) comes out with Periodic Labour Force Survey (PLFS), while payroll data is released by Employees’ Provident Fund Organisation (EPFO).

#   Providing a comprehensive database

             #   It will have details of name, occupation, address, occupation type,

                  educational qualification, skill types etc. for optimum realization of

                  their employability 

                 

 

My  Take :

 

From the above-mentioned info , it is clear that , as of today , e-shram portal is NOT a typical job-portal


On e-Shram portal , there is no provision to connect Jobseekers with Employers . In this context , following statement in the budget assumes great significance :


“ …….. mechanism to connect job-aspirants with potential employers “


This is precisely what I had proposed in my following 2 YEAR old email to Cabinet

That close resemblance made me suggest :


Ø  e-Shram can provide jobs to Unorganized Workers ? ……… 26  Aug  2021

 

-       where I suggested as follows :

 

 That REGISTRATION FORM ( on e-Shram portal ) is very similar to “ SUBMIT RESUME “ forms on most job-portals

 

A few additional data-fields can make it IDENTICAL

 

Then each data-field can be “ mapped “ ( with the “ Submit Resume “ form on Central Government’s own portal ) – and normalized : National Career Service Portal  (  NCS )

 

That will enable us to “ migrate “ from e-Shram portal, those 380 million RESUMES ( Registrations ) to NCS

 

Like any other job-portal, NCS too, has following main features :

 

( A )….. For Jobseekers

            #   Submit Resume ( ie ; Register )- with option to EDIT anytime

            #   Search Jobs ( posted by registered Employers ) – then APPLY ONLINE

            #   On their Mobiles, receive daily matching JOB-ALERTS – and apply

                 from mobile itself

            #   Some job-portals even allow jobseekers to BLAST their RESUMES to

                 selected Employers

 

            Usually, most of these services are FREE for the jobseekers

            That makes most jobseekers to “ Submit Resumes “ on several job- portals

 

( B )….. For Employers

            #   Submit Company Details ( Register )

            #   Post Jobs ( Vacancies )  

            #   Search ( and download ) Resumes

 

By making available to Employers ( registered on NCS ), 380 million resumes ( of Unorganized Workers ), NCS could well become THE BIGGEST JOB-PORTAL in entire world !

 

WHAT COULD THIS LEAD TO ?

 

       Ø  Number of Employers and the number of Job-postings on NCS will go up by

           millions . These will include thousands of Employer Companies from abroad,

           wanting to source manpower from India

 

       Ø  65 million MSME ( currently, which cannot afford expensive monthly-quarterly

           subscription of job-portals ), will register on NCS , in the hope of to deliver

           their jobs ( vacancies ) to thousands of  workers, through JOB ALERTs

           delivered on their mobiles – and receive applications

 

I am glad that my suggestions are about to get implemented.



Dear Shri Bhupender Yadavji

While thanking you for implementing my suggestion to link-up e-Shram with NCS,

I urge you to consider implementation of my many other suggestions listed in the

following emails sent earlier

 

Please consider :


Somewhere there is a SUITABLE JOB for each and every jobseeker and

somewhere there is a SUITABLE CANDIDATE for each and every vacancy

 

Problem revolves around “ Lack of Information

 

Even for educated candidates, it is a herculean task to “ search / find / apply

online “ , for those SUITABLE JOBS from among MILLIONS existing but

unpublicized ( not listed on job portals ). 65 Million MSMEs do not post their

vacancies on NCS / Naukri / MonsterIndia / TimesJobs / Clickjobs etc  

 

And it would be unreasonable to expect 28 Crore jobseekers to “ SUBMIT RESUME

“ on ( say ) 100 job portals !
