Hi Friends,

Even as I launch this today ( my 80th Birthday ), I realize that there is yet so much to say and do. There is just no time to look back, no time to wonder,"Will anyone read these pages?"

Demonetisation at ten: cash didn't die, it just changed jobs — so stop banning notes and start tagging them

Demonetisation at ten: cash didn't die, it just changed jobs — so stop banning notes and start tagging them

Ten years after 8 November 2016, both anniversary camps are half right and both miss the point. 99.3% of the withdrawn notes came back, so the confiscation thesis failed. Currency in circulation is at a five-year high, so the "less cash" thesis failed. And UPI grew anyway — from 1.8 crore transactions to over 24,000 crore. The durable reform was the rail, not the raid. I re-table my old proposal: tag the note, don't ban it, and now fund the rail properly.

In March 2016, eight months before the announcement, I posted RFID Tagging of Currency / Two Views: my proposal, and a reader's courteous demolition of it. His strongest objection was cost. It no longer holds.

Ten years on, the anniversary is being fought between two camps. One says demonetisation failed. The other says UPI won. Both describe the event; neither describes what lasted.

Here is the arithmetic, as Onmanorama reported on 7 November 2026 from RBI data:

  • ₹15.42 lakh crore of ₹500 and ₹1,000 notes were in circulation in 2016; ₹15.3 lakh crore, or 99.3%, came back.
  • Currency in circulation touched ₹43.46 lakh crore by 15 October 2026, a five-year high, with the currency-to-GDP ratio back near 12%, about where it stood before the ban.
  • UPI went from 1.8 crore transactions in 2016 to over 24,000 crore in 2026.

BRICS24 reported on 6 November 2026, from NPCI data, that October alone saw 25.47 billion UPI payments worth ₹31.53 lakh crore, roughly 822 million a day.

So the confiscation thesis died at 99.3%. The less-cash thesis died at ₹43.46 lakh crore. And the rail won regardless. What worked was the plumbing, not the shock.

The problem was never the ₹500 note. It was the untraceable one. In A VACCINE for Rs 500 CURRENCY NOTE ? (May 2026) I wrote that another withdrawal "would be a second demonetisation in all but name, and would fall hardest on the small trader and the rural household", and that "the lever worth pulling is not elimination. It is traceability." The Hindu reports today (8 November 2026) that fake-note detection, especially of ₹500 notes, has risen over the decade. That is not an argument against tagging. It is the argument for it.

Not demonetisation 3.0, then. Tag the note, and read it only where value piles up:

  1. chipless, battery-free tags printed into the note and bound to its serial number;
  2. readers at currency chests, bank counters, sub-registrar offices and bullion counters — choke points, not street corners;
  3. a statutory threshold, so a wallet stays invisible and a hoard does not;
  4. the rules on who may read, and for what, written into law before the first reader is installed.

The other half of this anniversary is money. NPCI told the Supreme Court on 5 November 2026 that its 0.4% fee on UPI merchant payments above ₹2,000 touches only about 4% of such transactions, cannot be passed to customers, and leaves merchants taking up to ₹1 lakh a month at zero, as Cashless Watch summarised next day.

I am not opposing it. But a rail that runs on free eventually runs on somebody's loss. When the Cabinet approved ₹1,500 crore in May 2025 to incentivise small-ticket UPI, I thought that the honest model: an explicit, budgeted subsidy for a public good. I would rather Parliament funded this rail than have a PIL settle its price.

The cash did not die; it changed jobs. Banning it again will change nothing. Labelling it might.
