Ravishankar Prasadji : Go-To Minister for All Reasons

Here is why :

Day-before-Yesterday :

Yesterday :

Ø  I sent following E Mail to Shri Prasad , supporting the idea – but requesting Shri Prasad to not stop with just launching of INDIAN APP STORE but go the whole hog to break-up the monopoly of GAFA ( Google – Apple – Facebook – Amazon )

Two hours later, I found following tweet by Shri Prasad :

“ Encouraging Indian app developers is vital to create an #AatmanirbharBharat app ecosystem. Happy that @YourStoryCo has come out with AppNirbhar Bharat Report that analyses Indian apps ecosystem & gives notable suggestions from Indian app developers “

Today ( 02 Oct ) :

Ø  India is open to launching its own mobile app store or expanding an existing one if it receives enough demand from domestic firms for an alternative to Apple and Google platforms, a senior government official said on Thursday

Ø  Indian start-ups have criticized the company for policies they say stifle their growth.

Ø  In response to an earlier media report, a senior Indian official told Reuters New Delhi hasn't received any formal request but was willing to consider developing a mobile platform where apps could be downloaded.

Ø  India already runs a mobile app store that lists over 1200 mainly government-backed applications, but also Paytm, and the government could also consider expanding that instead of starting from scratch, the official added

Ø  "It's absolutely necessary to have a local app store," said Vishal Gondal, co-founder of Bengaluru-based gaming firm nCore Games

Ø  India already has an app store for governance-centric apps, which can be scaled up to begin with…

Ø  In addition, there is a need to also introduce policies requiring handset manufacturers to pre-load alternative app store….

Ø  The Indian government “ is not averse to the idea “ of launching its own app store..

Ø  The thinking is the need for an Indian app store to ensure that a viable alternative platform to Google’s

Ø  T V Mohands Pai, Chairman, Aarin Capital Partners, strongly believes that India should have its own app store and have regulations that will force digital monopolies to first issue a notice, have a cure period and only then act, instead of removing them directly

Ø  “ It is a bit like China where an entire alternative to western internet ecosystem has developed “, said Santosh Pai, Honorary Fellow at the Institute of Chinese Studies

China is preparing to launch an antitrust probe into Alphabet Inc's GOOGL.O Google, looking into allegations it has leveraged the dominance of its Android mobile operating system to stifle competition, two people familiar with the matter said.

Dear Shri RaviShankar Prasadji,

Many thanks for the speed with which you have responded positively

Continuous pressure from EU – USA – Australia, has forced Google to pay the print media for their content.

It seems Google has accepted the principle :

Content creators / Data owners , must be compensated for their data

It is high time to extend the same principle to the use of PRIVATE PERSONAL DATA of 600 million Indian Users, by Google and all Social Media / E Com websites etc

They MUST be made to compensate 600 million Indians for selling ( using ) their data to Advertisers and making huge profit

Very likely, China will demand that, every-time an Android-based smart phone is used by a Chinese Citizen, Google pay that citizen, ONE Yuan ( = Rs 10.82 )

My calculations show that ( if my suggestion outlined in following emails are implemented ), each Indian User would get a MONTHLY compensation of Rs 30,000 / -

( I call this mechanism , a UBI which costs NOTHING to our Government – and which all political parties would support whole-heartedly ! )

All that we need is the political will

GAFA ( aka Monopoly V 2.0 ? )

Monopoly V 1.0 , was East India Company

Extract :

By 1803, at the height of its rule in India, the East India company had a private army of about 260,000—twice the size of the British Army, with Indian revenues of £13,464,561 (equivalent to £229.9 million in 2019 = $ 297 million ) and expenses of £14,017,473 (equivalent to £239.3 million in 2019).[17][18]

The company eventually came to rule large areas of India with its private armies, exercising military power and seizing administrative functions.[19]

Company rule in India effectively began in 1757 and lasted until 1858, when, following the Indian Rebellion of 1857, the Government of India Act 1858 led to the British Crown's assuming direct control of the Indian subcontinent in the form of the new British Raj.

===================================================

Fast forward by 200 years, and now we have,

Monopoly V 2.0 ( aka, GAFA = Google + Apple + Facebook + Amazon )

Between them, their current market-cap is approx. $ 5 Trillion ( approx. 2 TIMES of India’s GDP in 2020 )

About 16,835 times the revenue that East India Company earned 200 years ago

They are joining hands to seek support from the Govt for an OVERARCHING DIGITAL ECO-SYSTEM

Context :

Startup Founders Bat for an Indian App Store

Extract :

Ø  A number of leading technology entrepreneurs are joining hands to petition the government seeking support to create an overarching Indian digital app ecosystem to counter what they view as the dominance of US technology giants Google and Apple.

Ø  At a meeting on Tuesday, the group discussed ways to establish a large-scale platform that will host local apps and break the duopoly of Google's Play Store and Apple's App Store, as well as a national-level lobby group to represent their interests, people privy to discussions told ET.

Ø  "If India has net neutrality, why can't we have app neutrality," said Janakiraman, who added that over 80% of those accessing the internet in India do so through digital applications and "it can't be completely controlled by Google since they own the Play Store."

Ø  "The company is forcing developers to use its own payment gateway, it is also controlling how ads appear and there are issues on search; they seem to have an unabated power over the entire ecosystem which we are against," said Patel.

Ø  The group plans to approach the Ministry of electronics and IT (MeitY) to push the case for an Indian app store

=================================================

Dear Shri RaviShankar Prasadji,

Governments – and Startups – around the World are worried about getting decimated by GAFA’s ever-growing monopoly – and their ownership of entire Internet-based digital content

By leveraging this surreptitiously acquired OWNERSHIP of Private Personal Data of 400 million Indian Users , these companies are annually earning BILLIONS of dollars – without sharing a single rupee with the real data-owners

Even if you were to agree with industry-leaders listed above to set-up an Indian App Store, it should be only the very FIRST STEP, towards that OVERARCHING DIGITAL ECO-SYSTEM

I urge you to follow this up with the NEXT BIG STEP , described in my following emails :

In my  email to Cabinet Ministers ( including to Dr Harshvardhanji ) 2 days back , I requested for following announcement  :

=========================================================

Sir

We do NOT have an option !

Your public announcement re the availability of Rs 80,000 crore, would go a long way to assuage the fears of our citizen - especially our poor brethren

Whereas vaccine testing / production / distribution, cannot be expedited beyond a limit , your ANNOUNCEMENT can be ( should be ) made tomorrow !

=========================================================

Then, this morning ( 30 Sept ) I came across the following news report :

Don't agree with calculation of Rs 80,000cr for Covid vaccine distribution in India: Health ministry

Extract :

Ø  Responding, Bhushan said, "We do not agree by the calculation of Rs 80,000 crore. The government has made a national committee on vaccine experts and five meetings have taken place till now."

Ø  In these meetings, we have mulled over the process of Covid-19 vaccine distribution and the amount required for it in terms of prioritisation of population and the staggered immunisation for this prioritisation.

We have calculated the amount required in the meetings and currently, that amount is available with the government," said Bhushan.

National Clinical Registry on Covid

National Clinical Registry on Covid

Context :

Centre launches National Clinical Registry of Covid-19 and vaccine portal / 29 Sep 2020

Extract :

Union health minister Dr. Harsh Vardhan on Monday launched the National Clinical Registry and a vaccine portal aimed at,

Ø  Collecting quality real-time clinical data on coronavirus disease (Covid-19) patients from hospitals and laboratories

Ø  It will also document India’s efforts towards developing vaccines against the viral disease

Ø  The need for maintaining a registry was felt as documentation and description of people infected by Sars-CoV-2, the virus that causes Covid-19, and their course of illness is imperative for obtaining useful information about the disease and its behavior in various groups of patients.

===================================================

National Clinical Registry

Extract :

Primary Objectives

1.

To develop National Clinical COVID-19 registry to collect data regarding clinical and laboratory features, treatments, and outcomes of hospitalized COVID-19 patients in India.

2.

To study the frequency, clinical and laboratory features, treatments, and outcomes of COVID-19 related multisystem inflammatory disorder in children and adolescents by analyzing the national COVID-19 registry.

Secondary Objectives

1.

To utilize data to answer research questions on COVID -19 including natural course of disease, spectrum of disease, prognostic factors, outcomes data, medications, health systems and context specific questions such as COVID-19 in Tuberculosis, Malnutrition etc.

2.

To serve as a platform for additional clinical research studies in selected sites.

3.

To collect follow-up data of discharged COVID 19 patients, if possible.

The registry follows a hub and spoke model with primary data being

collected in the electronic data capture form by satellite centers (dedicated

COVID-19 hospitals) which are being trained, mentored and supervised by

medical institutes of national repute chosen region-wise.

Data management including the development of the electronic data capture

form is being done by ICMR-National Institute of Medical Statistics (NIMS).

 FAQ :

The Registry is being rolled out in phases. The first phase includes 50 satellite sites mentored by 14 Regional Registry Sites

Ø  Expression of Interest is being invited from Dedicated Covid Hospitals ( DCH ), and Dedicated Covid Health Centres ( DCHC ), both public and private

Ø  No cost is incurred to collaborate as Registry Site

Ø  All COVID-19 confirmed patients admitted in the participating sites

Ø  Data re:

       #   clinical features ,

       #   laboratory investigations,

       #   treatment  ,  and

       #   outcome ,

    are being collected

Ø  Trends in presentation and management of disease can be analyzed from the collected data. This analysis may help both clinicians and policymakers to take better informed decisions

Ø  Only data from hospital records are being collected ; there is no interference with the standard practice of clinical care as followed in individual hospitals

Ø  Patient identifiers are not being collected

Ø  A data management team under the overarching supervision of the Steering Committee , which is constituted of experts, will analyze the data

Periodic reports generated from the Registry data will be available on ICMR website

Ø  The inclusion of retrospective data has been planned in the next phase

Ø  Provisions will be made such that the current registry can be compatibly linked with other data sources for more comprehensive understanding of the disease

===================================================

Dear Dr HarshVardhanji,

Many thanks for considering my suggestion in the following e-mail :

Rationing of Covid Vaccine ? ……………………………………………[ 06 July 2020 ]

Where I suggested collection of data as follows :

#   Data about “ Persons already infected ( cured / died / under treatment ) “

#   Data about “ Persons not infected so far “ – and needing vaccination

If meticulously compiled and centrally processed ( with help of Artificial Intelligence ), following data, compiled uniformly at source, could determine those

 “ VACCINATION  PRIORITIES “ :

[ A ]   PERSONAL  DATA

         Ø  Name / Birthdate ( for Age ) / Gendre / Contact Details / Aadhar

             number

[ B ]   LOCATION  DATA

         Ø  Permanent Address / Current Address ( State – Jilla – City – locality ) /

             Red Zone / Containment Areas

[ C ]   FAMILY  DATA

Ø  Details of Parents / Siblings

[ D ]  HEALTH  HISTORY

Ø  Details of recent illnesses - morbidity / Medicines given ( including for

Covid treatment ) / Hospitals where treated / Names & License

             Number of Doctor who treated

[ E ]   ETHNIC  DATA

         Ø  Race / Religion  / Language ( Mother tongue )

[ F ]  EDUCATIONAL  DATA

Ø  Graduate – Under Graduate – Illiterate etc

[ G ]  EMPLOYMENT  DATA

        Ø  Employed – Unemployed – Self employed

[ H ]  INCOME  DATA

Ø  Monthly Income ( to determine whether RICH – MIDDLE CLASS –

             POOR )

If implemented , my suggestion ( for using AI to process trillions of bytes of data ) , will help not only in establishing who ( out of our 700 million citizen ) gets first / second / third , chance to get vaccinated, but it will also prevent black marketing of the vaccine
