Govt starts contest for strengthening digital network platform for vaccine   /  BS – 24 Dec

Extract :

Ø  The government on Wednesday launched a technology contest to invite solutions from IT companies and start-ups to strengthen digital platform CoWIN, which will be used for rolling out and scaling up COVID vaccine distribution across the country.

Ø  The government is enhancing use of the Electronic Vaccine Intelligence Network (eVIN) system, which provides real-time information on vaccine stocks and storage temperatures across all cold chain points in the country to address the needs for distribution and tracking of COVID-19 vaccine.

Ø  The contest will be jointly run by the Ministry of Health and Family Welfare and the Ministry of Electronics and IT, a statement said.

Ø  The Health Ministry is looking for technical solutions that can address issues of portability, transportation, queue management, reporting and monitoring mechanism for any adverse event following immunization.

Ø  Earlier this month, Prime Minister Narendra Modi had said that mobile technology will be used for mass inoculation against the pandemic.

Ø  "India's innovators have played a crucial role in our fight against COVID-19. I invite innovators and start-ups for a grand challenge to strengthen CoWIN platform for roll out of COVID-19 vaccination program across India," IT Minister Ravi Shankar Prasad said in the statement.

Ø  The top 5 applicants will be provided CoWIN APIs (Application Programming Interface) to prove the efficacy of their solutions for possible integration with the platform.

Ø  Each shortlisted applicant at this stage stands a chance to win Rs 2 lakh covering their logistical requirements.

Ø  The top 2 contestants from the challenge will be rewarded with Rs 40 lakh and Rs 20 lakh, respectively, post successful migrations of the developed solutions on the cloud on which CoWIN is hosted, apart from their integration with CoWIN, according to the statement.

Vote from “ Workplace” ? How about from “ Any place “ ?

Extract :

 

The Election Commission of India is working on a plan to allow migrants to vote for a candidate in their home constituencies from anywhere in the country.



The proposal is under discussion and involves ushering in a new-age electronic voting machine that will have a dynamic candidate’s list to enable voting for a contestant in one’s home constituency, said a report by The Economic Times.



If approved, the new voting system will allow a voter registered in Malda but working in Delhi to vote for a candidate of her choice in Malda from Delhi. At present, migrant voters are unable to vote unless they go to their constituency.



According to the report, about 10,000 new-age EVMs are estimated to serve the purpose with every district given 5-6 such machines at various ‘remote voting’ centers with a higher number in bigger cities having a higher migrant population.



Soon, the full Election Commission will deliberate a conceptual framework of the technology to enable vote-from-anywhere, with the 2024 Lok Sabha elections in mind, said officials quoted in the report.



The Economic Times report quoted former director-general of the Centre for Development of Advanced Computing Rajat Moona as saying, [ director@iitbhilai.ac.in /  moona@iitk.ac.in ]

 

 

“We are looking at an EVM which instead of a fixed paper ballot for a specific constituency will have a dynamic candidate’s list display to allow one to vote for a candidate in one’s constituency.

 

So each machine would be able to help voters of multiple constituencies cast the ballot instead of being specific to one constituency. New machines will have to be brought in for the purpose and we hope to share the conceptual plan and prototype soon with the EC, which will take a final decision on it.”

The report said that two key challenges have been identified so far, including,

 

#   minimal internet use with high safety features, and

 

#   the formulation of a protocol for vote counting, VVPAT checks, and verification for ballots cast using the

 

     dynamic EVMs, which according to Moona, is the toughest.

Ø  Bharat Sanchar Nigam (BSNL), in partnership with Skylotech India (Skylo), on Thursday announced a breakthrough in satellite-based narrow band-Internet of things (NB-IoT) starting with fishermen, farmers, construction, mining and logistics enterprises.

 

Ø  “ This is the world’s first satellite-based NB-IoT network,” Parthsarathi Trivedi, Chief Executive and Co-founder, Skylo, said.

 

 

Ø  BSNL said in a statement, this new ‘Made in India’ solution, which is indigenously developed by Skylo, will connect with BSNL’s satellite ground infrastructure

 

Ø  With this solution, India will now have access to a ubiquitous fabric of connectivity for millions of yet unconnected machines, sensors and industrial IoT devices, it said.

 

 

Ø  A small, smart, rugged box, the Skylo ‘User Terminal’ interfaces with sensors and transmits data to the Skylo Network and into people’s hands.

 

Ø  The accompanying data platform provides an immersive, visual, experience for industry-specific applications on mobile or desktop.
