A few weeks ago, Lok
Sabha passed a constitutional amendment bill, allowing States to prepare their
own OBC lists
MY TAKE :
Ø I get a feeling that the Central Government
has passed-on the BUCK to the State Governments
Ø To placate the OBC community, States would launch
state-wide surveys of their OBC population, in order to determine :
# Total OBC population in the State – and its percentage to the State
population
# Within that “ total OBC population “, caste and sub-caste wise break-up (
since each sub-caste would
permissible !
Ø Such “ survey – exercises “ will open up a
PANDORA’s BOX ! Genie let out of the
bottle !
Ø Now , remembering that,
# Each and every OBC is not present in each
and every State
# Even wherever present, its “ absolute number “ and “ percentage “, would
differ widely, from one

would be need to compile a TABULATION as shown below :

I could not find any source for filling in data in
columns ( C ) and ( D ) above

state (Chattisgarh ) has just started such an exercise by launching a
portal :

OBSERVATIONS :
Ø It
may be very difficult for an OBC person to log-in ( by providing Aadhar Number
and getting OTP on mobile and entering )
Ø Again,
as far as the next page ( actual registration form ) is concerned, he / she may
not have all the information handy ( since not expecting ? ). He may have to
QUIT half-way and return later. There should be a provision for this interruption
Ø There
is no mention of any VERIFICATION. Hence data submitted must be considered TRUE
SUGGESTION :
Ø If
States have neither money nor the manpower to carry out a “ Door to Door “
survey ( quite understandable ), and therefore must resort to ONLINE
SELF-SERVICE DIGITAL SURVEY , then , I strongly urge the concerned Ministry to design
/ launch a CENTRAL OBC SURVEY PORTAL ,eliminating the need for State-wise
Portals.
Ø Such
a CENTRAL PORTAL would not only provide all the DATA required ( State-wise /
OBC-wise ) but provide DYNAMICLLY GENERATED tabulations as shown above , while
avoiding DUPLICATION and confusion
