Gadkariji : Green Tax is Good

 


 

But Trans-Tax will be Great !


Context :

Green Tax coming for older Vehicles    /  Business Line / 26 Jan 2021


Extract :

Ø  The Ministry of Road Transport and Highways has given its nod to a proposal to levy a Green Tax at 10-25 per cent for,

      #     commercial vehicles that are over eight years old and

      #     personal vehicles of over 15 years.

Ø  Simply put, cabs and trucks used for commercial purposes will have to pay a higher tax after eight years.

Ø  According to an official statement, Nitin Gadkari, Minister for Road Transport and Highways, has also approved the policy of de-registration and scrapping of vehicles that are over 15 years old owned by government departments and public sector undertakings. Once notified, it will come into effect from April 1, 2022.

Ø  Transport vehicles older than eight years could be charged the Green Tax at the time of renewal of fitness certificate, at 10-25 per cent of the road tax, and personal vehicles will face the levy at the time of renewal of registration certification after 15 years, the statement said, adding that depending on fuel (petrol/diesel) and type of vehicle, the tax will be levied.

Ø  The taxation regime favours non-diesel, non-petrol vehicles.

Ø  For instance, vehicles like ‘strong hybrids’ (that can run fully on electric, or full internal combustion engine or a combination), electric vehicles and alternative fuels like CNG, ethanol, LPG will be exempted.

Ø  Vehicles used in farming, such as tractors, harvesters and tillers, and public transport vehicles, such as city buses, will be charged a lower Green Tax, while a higher levy (50 per cent of road tax) is proposed for vehicles being registered in highly polluted cities, said the release.

Ø  The revenue collected from this tax will have to be sequestered in a separate account and used for tackling pollution, and for States to set up state-of-art facilities for emission monitoring.

Ø  “The industry is not clear on the proposal yet, as there are points like ‘higher Green Tax (50 per cent of road tax) for vehicles being registered in highly polluted cities’. So, we need to get the details of what the definition of ‘highly polluted cities’ is,” an auto industry tax, said SP Singh, Senior Fellow, Indian Foundation of Transport Research and Training. To lower TRANS-TAX liability, people will opt for vehicles / driving conditions which generate low TRANSCORE, most of time. This will motivate people to go for EVs / Bicycles and use at non-peak hours

To avoid paying GREEN TAX, only thing owners will do is to sell vehicles to scrap-dealers, but only after 8 / 15 years

How about “ Sandbox for Mobile Voting “ ? ………………………….[ 27 Nov 2020 ]

Ø  How can we conduct such a small-scale experiment, without disturbing EVM-based voting ?

      By creating ( what I call ) a “ Mobile Voting Sandbox 



Ø  What features should be built into the “ Mobile Voting Sandbox “ ?


      #   Central Election Commission ( CEC ) to get the Mobile App developed

           and oversee its working


      #   CEC to declare ( 2 months in advance ) date of Bye Election for a given

           constituency


     #   Mobile App will work on that date only and between 8am – 6pm only


     #   On that date, at 6pm, it will self-destruct automatically, even if not used


     #    If used, App will self-destruct immediately after transmitting the data to

           the Central Server of CEC


    #   Although a voter can vote once again from his Mobile AFTER he has

         already voted from physical booth, it will NOT be possible to do other

         way around ( ie: he cannot first vote from mobile and then go to

         booth for voting ).

         

   #   As soon as a voter has voted from booth, EVM will immediately transmit

        his vote ( candidate selected ) to the Central Server of CEC

         

#     Now, if he has voted for candidate XYZ ( belonging to BJP ) in booth, then

       after going home, he cannot vote ( select ) candidate LMJ ( belonging

       to Congress ), from his Mobile App If he does, Server / App will not let 

       him click “ SUBMIT “

       

       This is safeguard is essential to ensure that voters do not play mischief /

       confuse CEC, by voting for different candidates, using different voting 

       methods ! 

       Server will allow him to proceed ONLY if he  selects the SAME candidate

       ( XYZ ) , on his Mobile App

      

                           

#    A voter ( from the declared constituency ) can download the Mobile App

      ( only once ), from the website of CEC, by filling in an online form where

      he will need to establish without doubt that , he is  a genuine voter

      belonging to that particular constituency ( Voter ID – PAN  – Aadhar

      – Sefie – Mobile No. etc ).

      

      Server will ensure that no one, other than a voter belonging to that

      particular constituency, will be able to  download the App

      

#    Voting data generated using Mobile App, shall NOT be published till the

      CEC declares the Winner based on EVM based voting

       ( no exit pole – no prejudging – no confusion – no mischief ! )


#    However, once the Winner is declared, data from both methods of voting

      will be published on CEC website

      ( of course, without in any way, revealing the identity of any voter )


#    The entire METHODOLOGY of “ Mobile Voting Sandbox “, must be widely

       publicized on CEC website / other Govt websites / Social Media sites /

       News Papers / TV channels etc., in order to establish its

       TRANSPARENCY / RELIABILITY 

       among general public and among political parties.


#     Govt may consider inviting comments / suggestions from public on CEC

        portal

Digital Voter ID Card : The First Step

Ø  On the occasion of 11th National Voters' Day (NVD), Law Minister Ravi Shankar Prasad will on Monday launch electronic version of the voter identity card, termed launch the e-EPIC (Electronic Electoral Photo Identity Card) programme, which can be downloaded on mobile phone or personal computer.

Ø  The e-elector photo identity card is non-editable digital version of the elector photo identity card and it can be saved in facilities such as digital locker and can be printed in the PDF format, Election Commission officials said.

 

Ø  The e-EPIC initiative would be launched in two phases. In the first phase from January 25 to 31, all new voters who have applied for the voter-ID card and registered their mobile numbers in Form-6 will be able to download the e-EPIC by simply authenticating their mobile number.

Ø  The mobile numbers should be unique and not be previously registered in the ECI's electoral rolls.

Ø  The Aadhaar card, Permanent Account Number (PAN) card and driving licence are available in digital mode already.

Ø  Introduced in 1993, the elector photo identity cards are accepted as proof of identity and address.
