A proposal drafted by Niti Aayog, a think
tank chaired by Prime Minister Narendra Modi, said India could slash its oil import bills by as much as $40 billion by 2030 if electric vehicles were widely
adopted.

The think tank recommended incentives of $4.6 billion by 2030 for companies manufacturing
advanced batteries, starting with cash and infrastructure incentives of Rs 900
crore ( $122 million ) in the next financial year which would then be ratcheted

At least six major manufacturers are keen to set up advanced
battery technology-based manufacturing facilities in the country
and are anxiously awaiting the government’s Advanced Chemistry Cell Giga Factory Manufacturing Plan.

While a general framework was formulated in March 2019, discussions
and suggestions have been going on for nearly 18 months now.
·
A focussed plan is awaited from the government, which
will pave way for growth of this extremely strategic and promising sector, one
that will further accelerate the growth of the renewable energy, automotive and
related sectors, according to Rahul Walwalkar, President of India Energy Storage Alliance, [contact@indiaesa.info ]a
platform that contributes to adoption of energy storage and e-mobility.

A clear policy framework that aligns with the
government’s focus on local manufacturing under the Atmanirbhar Bharat is something
that not just Indian manufacturers and their technology partners are awaiting
but also majors like Tesla,
he said.

Rahul Walwalkar, who is also the Managing Director of Customised
Energy Solutions, told BusinessLine: “IESA, in a letter to the Prime Minister,
has requested the government to expedite launch of Advanced Chemistry Cell
Giga Factory Manufacturing Plan.”

“ Tesla
has already announced their next factory would be in Asia, and India could well be its
destination, if the framework is announced soon,” he said.
·
Any delay in finalising the plan could be counter-productive with
many companies setting up facilities in other countries, including Poland and
Vietnam.
·
If various elements come together to encourage local manufactures,
the government may have to extend an incentive of about ₹34,000 crore over the
next 10 years, he said.
·
“India presents a significant opportunity of stationary energy
storage technologies. In the next 5 years, we are entering into an
unprecedented area, where thermal plants will be under pressure, and the market
for e-vehicles is set to pick up beyond 2022-24. All calling for early measures
for local manufacturing,” he said.
