Congratulations on AI-Enabled Toll Collection Pilot — A Visionary Step Toward a
Cleaner, Faster, Future-Ready Maharashtra
Dear Shri Sarnaik ji,
My warmest congratulations to you on your recent announcement to launch an AI-
based toll collection system at Dahisar Naka on a pilot basis. This is truly a
landmark initiative—and one that signals Maharashtra’s readiness to adopt
intelligent systems for mobility, emissions reduction, and citizen convenience.
Your decision to deploy high-resolution AI cameras, automated number-
plate recognition, and seamless digital deduction of toll charges is not just
a technological upgrade—it is the beginning of a paradigm shift in how Indian
cities will manage traffic, revenue, and pollution over the coming decade.
I would like to share why this development is especially heartening for me.
A Vision First Proposed in 2018 — and Re-affirmed in 2025
Back in 2018, I had discussed the idea of a unified nation-wide mobility and
logistics architecture in my blog:
🔗 Transport: An Integrated Logistic Plan?
https://myblogepage.blogspot.com/2018/11/hq.html
In 2025, I expanded this into a concrete proposal for road-use pricing and
automated deduction of mobility charges based on vehicle behavior, trip
frequency, and real-time emissions:
🔗 Trans-Tax: The Final Frontier?
https://myblogepage.blogspot.com/2025/07/trans-tax-final-frontier.html
And most recently, in Project ROTE (Reduction of Transport Emissions), I
proposed NaVIC-based tracking of vehicles to compute:
-
HARM QUOTIENT
-
TRANS-SCORE
-
TRANS-TAX
—allowing cities to reduce PM2.5 and AQI levels by 50% within 2 years.

Your AI-Toll initiative is exactly the kind of enabling infrastructure required to
turn such advanced mobility taxation frameworks into reality.
Why Your AI-Toll Pilot Is a Transformational Step
1. Stop-and-Go Tolling → Zero-Stop, Zero-Delay Travel
Every minute saved at toll gates reduces:
-
fuel burn,
-
tailpipe emissions,
-
particulate matter concentration,
-
congestion hotspots.
2. AI Automation → Drastic Reduction in Human Error & Leakage
AI-based tolling closes the gaps that manual systems cannot.
3. Real-Time Vehicle Data → Foundation for Future Trans-Tax Models
Your proposal is the first major government action that can ultimately support:
-
dynamic congestion pricing,
-
emission-linked taxation,
-
fair road-use billing,
-
smart mobility corridors.
4. Cleaner Mumbai → Healthier Citizens
Cutting pollution at toll plazas is not a transport reform; it is a public-health reform.
A Suggestion:
Expand the Pilot as a Multi-Agency "Urban Mobility Sandbox"
You have already indicated the need to involve:
-
NHAI,
-
Mumbai Police,
-
Municipal Corporations,
-
MSRTC.
May I suggest making Dahisar India’s first Urban Mobility Sandbox, where the
following can be tested together:
-
AI tolling
-
Digital traffic-flow analytics
-
Queue-length prediction
-
Real-time emission hotspots
-
Vehicle-class behaviour models
-
Integration with NaVIC and FASTag datasets
This would give Maharashtra a 10-year leap ahead of other Indian states—and
position Mumbai among global mobility innovation hubs.
A Personal Note of Appreciation
As someone who has been advocating AI-enabled transport reform for many
years, I feel genuinely delighted to see Maharashtra take this pioneering step.
Your leadership has made it happen.
This is more than a toll-collection project.
This is the first operational step toward India’s future Trans-Tax economy
—where mobility becomes:
-
cleaner,
-
faster,
-
seamlessly billed, and
-
environmentally responsible.
My compliments once again, and my sincere best wishes for the successful rollout
of the Dahisar pilot.
With warm regards,
Hemen Parekh
