Troika of Technology ?




May be there is some overlap in the “ Terms of Reference “, when the Central Government appoints 3 committees / teams / groups , all in the name of TECHNOLOGY

Here is the latest :

[ A ]   GROUP

[ B ]   COUNCIL
First ( to best of my knowledge ) was :
(  9 Members )

[ C ]   DIVISION
Then came :
New, Emerging and Strategic Technology “ [ NEST ] Division set up by External Affair Ministry [  03 Jan 2020  ]


Now look at their TERMS of REFERENCE :


[ A ]  …….. 12 Member Technology Advisory Group

Ø  To advise ministries, departments and public sector undertakings (PSUs) on technology implementation
Ø  Develop a framework for bringing in transparency in governance and use all the new technologies. 
Ø  Provide timely policy advice on the latest technologies
Ø  Help in mapping available technology, 
Ø  Commercialisation of technologies developed in government laboratories, 
Ø  Preparing a roadmap for developing some key technologies indigenously.
Ø  Advise on policy, procurement and managing the technologies,
Ø  Examine technologies valuable for the economy and society, and advice on their procurement and deployment
Ø  Get inputs from the PM-STIAC, and act in a complementary manner,

Ø  Assess the status in specific science and technology domains
Ø  Comprehend challenges in hand
Ø  Formulate specific interventions
Ø  Develop a futuristic roadmap
Ø  Advise the Prime Minister
Ø  Oversee the implementation of such interventions by concerned S&T Departments and Agencies and other government Ministries
Ø  Formulate, converge, collaborate, co-ordinate and implement multi-stakeholder policy initiatives, mechanisms, reforms and programmes 
Ø  Synergizing S&T covering fundamental to applied research in collaboration with multiple stake holders both in central and state governments 
Ø  Enabling future preparedness in emerging domains of science and technology
Ø  Formulating and coordinating major inter-ministerial S&T missions 
Ø  Providing an enabling ecosystem for technology led innovations and techno-entrepreneurship
Ø  Driving innovation and technology delivery towards solving socio-economic challenges for sustainable growth
Ø  Fostering effective public-private linkages for driving research and innovation
Ø  Developing innovation clusters with multiple stakeholders including academia, industry and government
Ø  Skilling in current and futuristic technologies.

[ C ]……….. NEST ( New, Emerging and Strategic Technologies ) Division

Ø  Act as the nodal point in India’s foreign ministry for all matters connected to new and emerging technologies including exchange of views with foreign governments 
Ø  Coordination with domestic ministries and departments.
Ø  Help assess foreign policy and international legal implications of emerging technology and technology-based resources,
Ø  Be involved in negotiations to safeguard Indian interests at multilateral fora like the United Nations or the G20 where rules governing the use and access to such technologies could be decided.
