The PLI Scheme for Auto Industry is expected to be announced tomorrow .


Would it incorporate any of my suggestions in this respect, made more than 2 YEARS ago, vide my following e-mail ? :


FAME II > FAME III > FAME IV  …………………….(  05 March 2019  ) , 

where I raised following issues:

 

What , if any , is the shortcoming of just announced FAME  II  ?

 

 

#     It focuses solely on “ Incentivizing the Buyers “ through subsidies

 

 

#    There are no Incentivesfor the vehicle manufacturers to ramp up

      production or commercialize “ cost educing “ technologies, especially in the

      matter of Lithium-ion batteries which constitute up to 40 % of EV ex- factory

      price

   

      

#    There are no “ dis-incentives “ for manufacture / sale / purchase of Petrol –

       Diesel vehicles

 

 

#    Linking the subsidy amounts with battery size is not the right method. In fact

      a vehicle with a smaller size battery , but giving same performance ( speed –

      range – charging time etc ) as a vehicle with a bigger battery, should be

      rewarded with higher subsidy !

 

 

 #   Efficient use of input resources must be encouraged

 

 

#    There is no directive with regard to scrapping of old ( more than 10 years )

      petrol / diesel vehicles

Abolish Corporate Income Tax ( for 10 years ) for the entire E Mobility Eco-System

 

The Union Cabinet is likely to offer a PLI scheme for the auto sector this week, with a focus on promoting manufacture and export of electric vehicles (EVs) and cars running on hydrogen-fuel cells, as well as sophisticated auto parts requiring advanced production technologies.

The indicative list of items that may qualify for the PLI scheme include battery/electric vehicles and hydrogen fuel cell vehicles.

The scheme may also incentivise EV parts like high-voltage connectors and cables, AC and DC charging inlet and outlet ports, hydrogen fuel cell and its components and flex-fuel kits.

The scheme will also try to promote the manufacture of sophisticated auto parts requiring advanced technologies such as electronic power steering system, radars, sensors, torque converters, and systems for driver monitoring, advanced emergency braking, blind spot detection and tyre pressure monitoring.

Incentivizing the E Vehicle manufacturers

 

 

 

Policy Instrument  > 

 

Carbon Credits

 

Based on car specifications / assumed average monthly usage  etc , figure out and fix

 

" Carbon Credits " for each model of electric car manufactured

 

Based on Carbon Credits earned , calculate Direct Transfer of Benefit ( DTB ) to electric car manufacturers based on monthly dispatches of each model

           

 

Then transfer these amounts from EVFF ( Electric Vehicle Finance Fund ) , as incentives to

manufacturers 

 

The government plans to offer incentives on the basis of incremental sales value calculated from the base year (likely to be 2019-20, as it was a non-Covid year).

Additional incentives could be offered to manufacturers of auto components for electric and hydrogen fuel cell vehicles.

 

 

( A.4 ) 

Dis-incentivize manufacturers for production of Petrol / Diesel vehicles

This could be achieved by gradually raising the GST rate for such vehicles, starting from April 2022 and simultaneously gradual reduction in the GST rate for Electric vehicles

Needed : Country-wide Climate Action Plan

 


 

Context :

Power usage leads to 71 % of greenhouse gas emissions in city  /  HT  /  27 Aug 2021

Extract :

Ø  The majority contribution of the energy sector is not surprising, given the high domestic demand for power, along with the fact that 95% of all electricity consumed in Mumbai is entirely coal-based

Ø  A staggering 71% of the city’s greenhouse gas (GHG) emissions can be attributed to the energy sector, according to a recent analysis by the World Resources Institute (WRI) India

Ø  The majority contribution of the energy sector is not surprising, given the high domestic demand for power, along with the fact that 95% of all electricity consumed in Mumbai is entirely coal-based. Of the emissions within this 71% bracket, residential electricity usage makes up 55%, while 45% comes from commercial and institutional sources, and 4% from industries.

My  Take :


Ø  Simple Solution

# Stop using electricity generated through Fossil-fuel. Only use Solar Power

Ø  Enable each and every building ( not only in Mumbai but all over India ), to install PV Solar Panels on its terrace – to produce ALL the electricity that all the tenants of the building needs

Questions :

Ø  Most buildings have 500-600 sq ft terraces – enough for current technology PV Solar Panels, to produce only 5 Kwp of solar power, whereas all the tenants’ combined need could be 100 Kwp. Hence your suggestion does not appear feasible

Ø  Is there any alternative ?

On the Horizon :

Ø  New Solar Panels capable of generating 1,000 times more power than the currently available PV panels

Ø  Iron-Air Storage Batteries that can store such Solar Power for 100 hours and at one-tenth the cost of Lithium-ion batteries

What is holding back deployment of these New Technologies ?

Ø  I suppose wheels of Bureaucracy move slowly. But I am an optimist and believe that the Policy Makers / Decision Makers, will find time to read and act upon my following e-mails :

Controlling Construction Pollution

( Minister for Housing )

 

Demolition of old buildings ( redevelopment ) is a major source of Dust Pollution and Noise Pollution – what with use of Pneumatic Hammers – Masonry Drills – Excavators etc


These pollutions are also caused during new constructions


I urge you to consider providing some incentives to Construction / Demolition Companies to switch over to use of High Pressure Water Jet Cutting Machinery which work silently and carry-away the dust as a slurry, along with the water ( water which can be collected in a pit / filtered / recycled )

Construction activities are contributing to almost 8% of the total emission of particulate matter..

Scientists develop new AI-powered tool to identify and recommend jobs  / Mirage News / 06 Aug 2021

 

Extract :

Ø  To make the job transition process easier, and increase the chances of success, researchers from the University of Technology Sydney (UTS) and UNSW Sydney have developed a machine learning-based method that can identify and recommend jobs with similar underlying skill sets to someone’s current occupation.

 

Ø  The system can also respond in real-time to changes in job demand and provide recommendations of the precise skills needed to transition to a new occupation.

-     the Michael J Crouch Chair in Innovation at UNSW Business School, the system is based on findings from their new study, “ Skill-driven Recommendations for Job Transition Pathways,” published in the international journal PLOS ONE.

 

Ø  “By focusing on skill sets, rather than occupations, this new approach helps workers, organisations and businesses like retraining advisory services, discover the new skills a person would need to acquire to obtain a new in-demand job and assess the associated training investment required,” she said.

 

 Ã˜  “In addition, organisations can use our skill similarity measure to design completely new or hybrid occupations that increase the likelihood of finding people with the necessary skill set.

 

Ø  Dr Rizoiu added: “If we can move towards skills-based hiring, rather than defining an occupation by its job title, then we can help people identify the specific skills they have, or need to develop, in order to find productive and meaningful work.”

 

Ø  How was the job-search method created?

Ø  The researchers used valuable data from Burning Glass Technologies, an analytics software company that provides real-time information on jobs and labour market trends, to examine and parse the underlying skill sets of more than 8 million jobs advertised in Australia between 2012 and 2020.

 

MY TAKE :

 

Dear Dr Dawson / Dr Rizoiu / Professor Mary-Anne Williams :

 

Some 14 years ago, in 2007 , I developed / launched ( later de-hosted ) a job-portal called :

One of its features was :


Automatic extraction of SKILLS-RELATED keyword and displaying those in, what I called KARMA-SCOPE


Top half of that BOX showed the “ Skills Present “ and lower half listed “ Skills that Ought to be present “ , for the job under consideration / being applied for


There was also a feature which enabled the Interviewer to click on any Keyword , to pop up relevant “ Interview Questions “ !


However, its most valuable feature was :


Within 6 seconds of a jobseeker posting his TEXT resume on this portal, the software converted it into a few GRAPHICAL VISUAL PROFILES , which made it very easy for a Recruiter to “ assess “ that candidate, within a couple of minutes !


Subsequently, I extended this concept into the following job-portal which I launched ( now de-hosted ) :

-       Where , I enabled a jobseeker to re-arrange those 8 Graphical Profiles in thousands of different permutations / combinations !

Extract :

The “Skills Profile” is a group of 3 graphs, which specify the top three Skills  for a particular candidate. What each of these graphs shows is the standing of a candidate relative to his co-professionals present in our database. The graphs show the “Raw Score” of a candidate based upon the keywords present in his resume and the “Percentile Score” with respect to other co-professionals. The graphs also show the sample size i.e. the no. of co-professionals with whom the candidate has been compared. The graphs also show the mean, +1 sigma and -1 sigma values which determine the trend followed by 68% of the sample population. If a candidate’s standing falls before -1 sigma line, then it means that he/she holds a very low score and if he/she falls beyond +1 sigma, then it means that he/she lies amongst the cream of the population.
