Urgent : A Blueprint to Permanently Eliminate Examination Paper Leaks

Respected Prime Minister,
I am writing to you regarding the recurring and deeply concerning issue of examination paper leaks. While the government’s commitment to a crackdown is welcome, I believe the problem can be permanently eliminated by fundamentally altering our technological and structural approach to how national examinations are administered.
The current model, which relies on centralized physical storage and manual distribution of papers, is inherently vulnerable. Technology exists today—and has been in use globally for years—that renders such leaks physically impossible.
1. The Technological Solution: Proof of Concept
Two years ago, I launched www.My-Teacher.in and more recently www.ntaNEET.net to demonstrate a secure, decentralized hybrid model for exam administration. These platforms utilize AI to:
- Generate Unique Papers: We can create nearly 300 quintillion unique, randomized question papers. No two students, even sitting side-by-side, receive the same test.
- Eliminate Transport: There is no centralized printing or transport of papers. Papers are generated, encrypted, and emailed directly to secure printers inside the locked examination hall minutes before the exam begins.
- Time-Stamped Security: Papers are encrypted and can only be decrypted at the precise, pre-programmed start time. Even if intercepted, the file is useless.
By adopting such a hybrid framework—digitally transmitting the content while conducting the test in a supervised, physical environment—the NTA can maintain the rigor of a paper-based exam while removing every single physical failure point in the supply chain.
2. The Structural Reform: A Federal "GST Council" Model for NTA
Beyond technology, I urge you to consider a fundamental restructuring of the National Testing Agency (NTA).
Currently, the NTA functions as a department under the Ministry of Education. This creates a centralized structure that is prone to oversight gaps and political pressure. I propose transforming the NTA into a Constitutional Statutory Body, modeled after the Central Election Commission.
Crucially, to ensure a truly federal character, the NTA should be governed by a Governing Council consisting of the Education Ministers of all States, similar to the current GST Council. This would build national consensus, ensure state-level accountability, and distribute the responsibility and oversight of our national testing infrastructure, making it far more robust and transparent.
Respected Prime Minister, our students deserve a system they can trust implicitly. The technology to secure their future is available, tested, and ready for deployment.
