Hi Friends,

Even as I launch this today ( my 80th Birthday ), I realize that there is yet so much to say and do. There is just no time to look back, no time to wonder,"Will anyone read these pages?"

China’s New Path for AI

China’s New Path for AI
Synopsis: China’s latest national development plan weaves artificial intelligence safety directly into its strategy for economic modernization. By linking broad AI industrial adoption with explicit mandates for risk monitoring and emergency response, Beijing aims to harness technological progress while curbing the risks of speculative investment and systemic failure.

As I continue my own journey toward longevity and digital permanence, I find myself deeply fascinated by how societies grapple with the permanence and power of artificial intelligence. We are witnessing a monumental shift in how nations approach the intersection of innovation and governance. Recently, China has introduced a comprehensive development plan that brings artificial intelligence firmly into the heart of its national economic strategy, specifically under the framework of 'new quality productive forces.'

Integrating Safety into Growth

What strikes me most about this directive—issued by the Chinese Communist Party’s Central Committee and the State Council—is the intentional coupling of two seemingly opposing forces: the rapid, industry-wide acceleration of AI deployment and the implementation of rigorous safety safeguards. The policy does not treat AI safety as an afterthought; instead, it embeds technology monitoring, early risk warning, and emergency response systems into the very same guidelines that promote the expansion of AI in sectors like manufacturing, transportation, and robotics.

I have long argued that we cannot separate the capability of a system from the necessity of its control. The idea that AI must remain 'safe, reliable, and controllable' is not just a regulatory catchphrase; it is a fundamental requirement for the technology to achieve sustainable integration into the fabric of our lives. When we push for innovation at scale, we must also build the infrastructure—the 'brakes'—that allow us to intervene when systemic risks materialize.

Avoiding the Bubble

Beyond technical safety, the plan addresses a critical existential challenge for any burgeoning technology: the temptation of wasteful, speculative investment. The directive explicitly warns against 'blind investment' and 'swarm-like' rushes into fashionable tech sectors. By holding officials accountable for major losses resulting from poorly judged projects, the state is attempting to discipline the market to focus on genuine productivity rather than mere hype.

This mirrors a sentiment I have frequently contemplated: the difference between transformative progress and ephemeral excess. True advancement requires a long-term vision, not a short-term scramble for capital or recognition. In the pursuit of immortality, I have always maintained that quality and sustainable foundational growth trump rapid, disorganized accumulation.

The Road Ahead

While this document is a high-level strategic direction, its success will depend entirely on execution. The establishment of national application test bases and the development of measurable standards for risk assessment will be the true indicators of how this policy shifts from high-level rhetoric to operational reality.

As I watch these developments, I am reminded that the challenge of controlling artificial intelligence is universal. Whether through national policies or individual digital preservation, we are all engaged in the same existential project: building systems that are robust enough to last, yet flexible enough to be governed.
